UIISS are the state information system assuming providing to state bodies, local government authorities and other users of UIISS of access to official statistical information on the Internet. Besides, it provides the consolidation of statistical resources providing them effective use at acceptance of management decisions and forecasting and also submission of official statistical information in the state information systems.

History

2017: "Software product" continues to develop examination in the field of IT support

The Software product company for the benefit of the Ministry of Telecom and Mass Communications of the Russian Federation provided operation and functioning of the software and databases of the Single Interdepartmental Information and Statistical System (SIISS).

Within the project specialists of the company were engaged in ensuring functioning and administration of specialized software and databases of the central UIISS segment, optimization of structures of data storage in a DB of a system and segmentation of its tables. Functions of use of the electronic signature when providing official statistical information by subjects of the official statistical recording (OSR) were implemented and also protection and smooth operation of a system, with observance of all requirements of reliability, security and functionality are provided.

Tasks of technology and consulting user support of UIISS stood the separate block. It was from the very beginning known that it is necessary to train several dozens of employees of the different departments using means of UIISS in the work.

During the course of performance the project specialists of Software product held a number of the group training seminars for representatives of subjects of OSU regarding use of program technical means and the UIISS web portal, from registration and use of templates when filling departmental statistical resources before maintaining the normative reference information UIISS and data transmission in system Management state automated system.

2015: Start of the upgraded UIISS version

On November 9, 2015 the Ministry of Telecom and Mass Communications of the Russian Federation announced start of the version of the Single Interdepartmental Information and Statistical System (SIISS)^[1].

UIISS – the source of the statistical data, largest in Russia, aggregated at the federal level and at the level of the subjects of the Russian Federation. A system provides free access to the official statistical information placed in electronic form. Among users of UIISS there are departments and the citizens interested in receiving available statistical data, the business users adjusting the activity depending on different indicators, the academic audience receiving materials for preparation of articles. Mass media, the analytical agencies and the international organizations for search of statistical materials use a system.

System architecture (2014)

More than 60 departments are connected to UIISS and provide its filling. For November 9, 2015 a system – the prime vendor of data 3.9 thousand sets of open data from which more than 1.7 thousand are received from UIISS are available to the portal of open data of the Russian Federation - on the portal.

Upgrade of a system gives the chance to all users to work with convenient, the intuitive interface, to use this resource more effectively. It became convenient to prepare forms and there is no graphics directly on the website, now need to unload information for processing and visualization in external programs. New technological solutions expand opportunities for work with data. The efficiency and fault tolerance of a system increased.

The UIISS version is finished taking into account modern recommendations to ergonomics of the websites. The design of a system, including structure of pages and sections, controls and a color gamma is completely processed. The interface and filling of a personal account of the user are changed and also panels of display of the most popular indicators and the general renewability of content are developed. Display of the website is adapted for mobile devices.

For November 9, 2015 a system works in a stage of trial operation and is available according to the link from the main UIISS portal.

UIISS have the status of the state integrated statistical resource. A system was developed within implementation of the federal target program "Development of the State Statistics of Russia in 2007-2011" and put into operation by the joint order of the Ministry of Telecom and Mass Communications of the Russian Federation and Rosstat of November 16, 2011 No. 318/461.

2012

• In 2012 the Armada company announced end of a big stage of works on creation and input in commercial operation of the Single Interdepartmental Information and Statistical System (SIISS) integrating resources of more than 60 Russian bodies of the federal government among which there are a Ministry of Internal Affairs, FMS, the Ministry of Emergency Situations, the Ministry of Defence, Ministry of Justice. Creation of UIISS was one of key problems of implementation of the Federal target program "Development of the State Statistics of Russia in 2007-2011.

According to order of the Government of the Russian Federation No. 367 of May 26, 2010. "About a single interdepartmental information and statistical system", UIISS are determined by a uniform source of reliable and up-to-date official statistical information for the Government of the Russian Federation, public authorities, the public and commercial organizations, citizens. Data from a system will be available on the portal of the state statistics, to the address fedstat.ru and also on the Uniform portal of public services - in the section "Providing official statistical information on requests of citizens and the organizations". Data from UIISS are going to be used in Management state automated system and other state information systems.

Creation of the unified information system for more than 60 federal agencies using the open source, in itself is impressive achievement and a striking example both for our company, and for the IT industry in general", - the CEO of Armada Kruglyakov Roman noted.

• In 2012 the information volume of the Single Interdepartmental Information and Statistical System (SIISS) was near the 2nd terabyte and is comparable to the database of the World Bank. It was said by the Deputy Minister of Telecom and Mass Communications Oleg Dukhovnitsky in an interview to the CNews.ru portal.

A system is the national tool of the statistical recording of work of state agencies. Work on creation of UIISS was conducted within the federal target program for state statistics since 2007. In 2011 a system is put into operation. The Ministry of Telecom and Mass Communications of the Russian Federation is an operator of a system and is responsible for a technical component, coordinators of UIISS — Rosstat and the Ministry of Economic Development.

According to the deputy minister, everyone can come on the portal today and see the list of subjects of the official statistical recording which participate in the program.

"It is also possible to look what statistical data are provided how many mailings are processed how many services are provided on the line of the fixed or mobile communication and other", - Oleg Dukhovnitsky noted.

"We consider that today we have a good basis", – Oleg Dukhovnitsky noted. At the same time, according to him, it is necessary to develop a system and further, "that the number of the data loaded there increased that the number of subjects and participants increased that interest in a system increased". In particular, it is necessary to update a technical component, to upgrade "server space that a system worked as fast as possible and reliably".

According to Oleg Dukhovnitsky, all server infrastructure component is on the subordinated Ministry of Telecom and Mass Communications to the technology infrastructure located at the Voskhod enterprise.

As the interlocutor of the CNews.ru edition reported, for 2012 from 80 federal bodies 66 already provided the data in UIISS.

"Rosstat and the Ministry of Telecom and Mass Communications of the Russian Federation will try to attract as the bigger number of public authorities and organizations is possible", – Oleg Dukhovnitsky summarized.

Interview of creators

The system of the state statistics is upgraded: to replace the separate departmental statistical databases "living" on tens of websites the single interdepartmental information and statistical system (SIISS) comes. For whom it is created and as access to it will be organized, in an interview of CNews the deputy manager of Federal State Statistics Service (Rosstat) Vyacheslav Zabelin tells.

CNews: What is the system of the state statistics and who generates official statistical information in Russia? Rosstat?

Vyacheslav Zabelin: The system of the state statistics consists of information systems of federal public authorities which collect and process primary statistical and administrative data, create official statistics on the uniform methodology approved with Rosstat.

The federal authorities participating in this work are called subjects of the official statistical recording. They are more than 60 and all of them act according to the federal plan of statistical works. A task of Rosstat – to coordinate project development of the federal plan and to submit it in the government for approval.

CNews: How users receive dostupk official statistical information? Vyacheslav Zabelin: Official statistical information is published on the websites of subjects of the official statistical recording in the Internet. It can be separated into two views.

The first type - information created in electronic form: these are annual and quarter reports, for example, the quarterly report of Rosstat "Economic and social situation of Russia". Also it is quarter, monthly and week references, for example, "About consumer price index", "About a price performance on gasoline", "Employment and unemployment", "About arrears on the salary". In them the verbal description of social, economic, demographic and other public processes in the Russian Federation, dynamics of processes with necessary detailing is given. These electronic documents not only are posted on the official site, but also are sent to the country leaders.

The second type of information - structured data: the spreadsheets, XML-structures, SDMX structures containing values of statistics in cuts, for example, of territorial subjects of the Russian Federation, patterns of ownership, the observation periods, etc. In this type information is generated from databases of subjects of the official statistical recording to which users receive dostups the official site with a possibility of postprocessing of the selected data.

CNews: What fate of the Central Statistical Database (CSD) of Rosstat, access to which from the website of Rosstat is closed?

Vyacheslav Zabelin: The central statistical database of Rosstat is one of departmental bases, it was created still in the nineties. Despite the 20-year age, CBSD it is supported by Rosstat and updated. And here its web component, created also last century, requires serious upgrade that it could be used on the modern hardware-software platform. Therefore it is temporarily taken out of service. Authorized access to CBSD working in a LAN of Rosstat can be opened for authorized users. Now CBSD is used as the main source of the official statistical information placed by Rosstat in the Single Interdepartmental Information and Statistical System (SIISS).

CNews: So UIISS are development of CBSD?

Vyacheslav Zabelin: No. UIISS created according to the government decree should contain official statistical information not only Rosstat, but also all federal executive authorities. It is put into commercial operation in November, 2011 and is available to the address fedstat.ru. The register of UIISS includes 3718 indicators, from them falls to the share of Rosstat 1526 (41%), to a share of other 60 departments - 2192 indicators (59%).

UIISS operator is the Ministry of Telecom and Mass Communications of the Russian Federation, and the coordinator – Rosstat. We define and we control an order of placement and updating of all official statistical information in UIISS.

CNews: Thus, information statistical resources of all departments should be stored in UIISS? Why such efforts are necessary?

Vyacheslav Zabelin: Now statistical resources of 60 departments are stored in databases of different architecture under control of different DBMS. To receive statistical information necessary for any state information system, it is required to make a request in each department separately. Such situation should be corrected: the state information systems should obtain official statistical information on all list of indicators necessary for them on one request.

Therefore a single interdepartmental information and statistical system was created. It is designed to integrate statistical resources, to provide information on requests of users and other systems. One of such systems is the state automated system Management. For its information filling the process chart of interdepartmental interaction containing 582 indicators of official statistical information from the register of UIISS is created. This year the Ministry of Telecom and Mass Communications should develop, first, electronic service which will implement requests from external information systems to UIISS and, secondly, function on request processing from external ICs on representation of statistical data from UIISS on the set list of indicators.

CNews: Do you speak about requirements of the state information systems, but where the interests of living users?

Vyacheslav Zabelin: Users can obtain official statistical information from UIISS in two ways: either via the UIISS portal, or via the portal of public services. In the 1st quarter 2012 via the portal of state services statistical information was provided on 6 thousand requests. Now for users the rule works: one request - one indicator. But it should be noted that the indicator can have many cuts (by years, on the subjects of the Russian Federation, etc.). So the result of a request is, generally speaking, not one number, but quite difficult spreadsheet.

CNews: Whether the question of creation of uniform storage with the dug-out access to all official statistics published in Russia is considered?

Vyacheslav Zabelin: All subjects of the official statistical recording post information on the websites. Another thing is that statistical activity is not their main objective, and statistics "sinks" in other information volume, posted by department on the website.

The question costs about creation of the subject navigator providing access to all official statistical information generated by federal executive authorities. Rosstat resolves this issue within creation of the uniform Internet portal. On it thematic navigation, a subscription to news, the calendar of release of statistical information, electronic versions of paper collections will be implemented; different methods of data visualization are involved: tables, charts, diagrams, cards. Access to databases will be, as well as now, free.

One of the main features of the uniform Internet portal of Rosstat – personalisation of representation of statistical data for different user groups and target audiences. On the uniform Internet portal of Rosstat the following interactive services are provided: service of acceptance and order processing from the directory of information services; formation and providing the list of all thematic data marts which allow to do search, filtering and transition to list elements; service of indication of popularity of resources; polls, web conferences and also services providing availability of information to physically disabled people and to mobile users.

CNews: When the portal is started?

Vyacheslav Zabelin: Transition from the official site of Rosstat to the uniform Internet portal is going to be performed in August of this year. Now it works in the test mode.
