By order Ministry of Economic Development Russia of and in accordance with the order of the Chairman of the Government of the Russian Federation dated August 1, 2012 No. 1394-r Osipov Leonid Viktorovich was appointed Deputy Minister of Economic Development of the Russian Federation.
Immediately after the appointment, it became known that Deputy Minister of Economic Development Leonid Osipov would introduce a project management system at the Ministry of Economic Development. He told reporters about this during an introductory conversation. According to him, the head of the department, Andrei Belousov, outlined three main blocks of competence for him, and in fact, this is the introduction of a project approach to the process of managing the ministry.
"Weare now describing important areas of the ministry's activities in the form of projects: we formulate goals, tasks, activities, the relationship between them," Osipov said. Further, the department subordinate to it will monitor the implementation of these projects, prepare relevant statistics, assess risks and develop methods for minimizing them. "In short, this is a classic project management office/project management office/that exists in business, and we plan to introduce it in the Ministry of Economic Development," the new deputy head of the Ministry of Economic Development of the Russian Federation explained.
Also, his duties will include coordinating the assessment of state programs in the Russian Federation.
"We will look at how the state programs are described, and the department that I will oversee will be engaged in assessing them from a methodological point of view," he said.
Another block of Osipov's competence, according to him, is the creation of "some kind of competence center" for assessing investment projects. "Now we are starting with VEB projects, which, in preparation for the supervisory board, fall into the ministry, and then we plan to join the work on the introduction of technical and price audits, as well as public discussion on projects from 1.5 billion rubles," the deputy minister said. Later, his department will expand its activities.
It is assumed that for the implementation of the project management system, a number of employees from the corporate sector, from business who were engaged in project activities, and the organization of project offices will come to the ministry. "Therefore, I hope that here/in the ministry/we will introduce such a culture, project management," Osipov concluded.
2013: Deputy Head of the Expert Department of the Presidential Administration
