Biography
Was born on September 10, 1974 in Moscow.
Graduated from Lomonosov Moscow State University in "mechanics, applied mathematics" (1997), the Russian academy of public service under the President of the Russian Federation in "law" (2009).
In 1997-2002 worked in private companies.
In 2002-2004 – the financial manager, the chief financial officer of Mikrotekh LLC.
From 2004 to 2010 – the consultant, the adviser, the reviewer, the assistant department head, the head of department of the Ministry of Economic Development and Trade of the Russian Federation.
2010-2011 – the chief adviser of the Office of the Plenipotentiary Representative of the President of the Russian Federation in the North Caucasian Federal District.
In 2011-2012 – the associate director of Development department of information and communication technologies Ministry of Education and Science Russia.
Since July, 2012 – the director of the department of the state scientific and technical and innovation policy of the Ministry of Education and Science of the Russian Federation in a team of the minister Dmitry Livanov. In addition supervises issues of informatization.
By the order of March 22, 2016 No. 61-RG "About Dryganova E.V. appointment" it is accepted on the public civil service of the Moscow region and appointed to the position of the deputy minister of public administration, information technologies and communications of the Moscow region in the Ministry of public administration, information technologies and communication of the Moscow region.[2]
