Biography

Born December 21, 1969 in Kazan.

From 1991 to 1995 she worked as an economist, accountant, chief accountant of production divisions KamAZ"."

From 1995 to 2001 she was deputy chief accountant, and then head of the service, chief accountant of the production operating housing department of the city of Naberezhnye Chelny.

In 2001-2006 held the position of head of the department, later - head of the department of the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan.

In 2006-2011 worked as Deputy Director of the Center for Economic and Social Research of the Republic of Tatarstan under the Cabinet of Ministers of the region.

In 2011, she was Deputy Director of the Department of Budget Policy and Methodology of the Ministry of Finance of the Russian Federation for seven months. In the same year, she was appointed director of the Department of Information Resources of this department.

From 2011 to 2019, she served as Director of the Department of Information Technologies in the field of state and municipal finance management and information support of the budget process in the Ministry of Finance.

In 2022, leaving the post of chairman of the Federal Compulsory Health Insurance Fund (MHIF).

2020: Chairman of the MHIF

On March 13, Prime Minister Mikhail Mishustin signed an order appointing Elena Chernyakova to the post of chairman of the Federal Compulsory Health Insurance Fund (MHIF). The corresponding order was published on the website of the Cabinet.

At the same time, Mishustin dismissed Natalia Stadchenko, the previous chairman of the MHIF, and appointed her deputy head of the Federal Medical and Biological Agency.

The day before her appointment to the new post, Elena Chernyakova appeared on the list of 50 officials responsible for digital transformation in federal authorities and candidates for these positions, which was first published on the government's website. She was also listed as the director of the IT department in the field of state and municipal finance management and information support of the budget process of the Ministry of Finance.

In April 2022, Elena Chernyakova was appointed deputy head of Rosstat.
