"BFT. Property" (the previous name is SAUMI-WEB, Saumi Software Complex (PC)) is an automated system for managing state and municipal property with the ability to adapt to the requirements of regional and local legislation, ensuring increased efficiency and quality of managing the land and property complex.

2022: Module "Integration with State Post"

On November 28, 2022, BFT-Holding announced the modernization of the BFT Property software complex. The system implements the Integration with State Post module, which allows you to send correspondence to tenants in electronic form, as well as the subsystem for identifying copyright holders of previously registered objects. The functionality allows customers to simplify interaction with tenants and property owners, as well as automate a number of time-consuming business processes.

The BFT Property software package (formerly SAUMI-WEB) is an automated system that provides accounting and management of state and municipal property with the ability to adapt to the requirements of regional and local legislation. The main users of the solution are regional and municipal authorities for property management, balance holders and accountable organizations. The system allows you to organize a single information space for all participants in the property management process. Its application helps to organize centralized management of the land and property complex throughout the region.

As part of the project to modernize the solution, updated software services were implemented - exchange data with, Russian Post as well as a subsystem for identifying the copyright holder of previously registered objects. The first part of the project to modernize the system was the ability to exchange data with the Post. Russia So, in the system "BFT. Property" the module "Integration with State Post" was implemented, which works in conjunction with the service "Russian E-mail Post. Thanks to the module, users of the solution can now perform mass preparation and sending of letters in electronic form, as well as implement automatic tracking of delivery and delivery of sent letters to the addressee.

The prerequisite for the development of the module was the practice of document management that has developed in this area. Thus, the total volume of registered correspondence related to property management in all municipalities is hundreds of thousands of letters per year in only one subject of the Russian Federation. The main categories of letters that require mass mailing are annual rent indexation notices, claims letters with the need to pay off debt, as well as receipts for payment. All this flow of documentation is often prepared on paper, which entails significant costs for consumables. During the current business process, employees of departments manually prepare letters and transmit them to the Russian Post, which requires additional time to prepare and execute all correspondence.

This opportunity in the BFT. Property system will help employees of regional and municipal authorities prepare and transmit letters to Russian Post JSC immediately in electronic format. The system implements batch processing of letters, with the help of which the user can select a list of necessary contracts and launch a mass operation on them. For example, for a business scenario such as indexing calculation, the system will form a printed form and create a notification for the lessor in PDF format. Based on this data, thousands of emails will automatically be generated in several clicks, which, after signing, can be transferred to the Russian Post. Further, those tenants who use the delivery services of Gospocht emails on the Public services portal will automatically receive electronic notifications from the lessor in their personal account at the EPGU. Those counterparties who do not use State Post will receive letters in the standard way - in paper form.

Another update in the BFT Property system is the implementation of the subsystem for identifying copyright holders of previously registered objects. The prerequisite for the development of the subsystem was FZ No. 518, which obliges local authorities of the regions to carry out work to identify the owners of real estate objects and send relevant information to the property rights registration body. It is impossible to purchase real estate without registering changes in ownership in Rosreestr, but this rule of the law entered into force only on January 1, 1998. According to experts (Data for November 2022), there are millions of objects in Russia, the ownership of which arose before this period, but the owners did not register their ownership.

This subsystem helps to maintain a register of previously registered real estate objects, import data received from FTS both Rosreestr and prepare a pool of objects for which it is necessary to take measures to identify copyright holders. The system will allow sending requests for such information also to the MINISTRY OF INTERNAL AFFAIRS registry office, the Federal Tax RPF Service and notaries. 2021: SAUMI 4.11

On October 4, 2021, BFT presented an updated version of the SAUMI software complex for property management in digital - 4.11. In practice, SAUMI allows you to automate work processes for specialists of the land and property complex: eliminate some of the routine operations, reduce the time for building reports and not only.

According to the company, the SAUMI software complex is specialized software for information and analytical support and automation of processes in the field of land and property relations.

About SAUMI in figures for October 2021:

  • the system is 21 years old;
  • applied in 75 regions;
  • the system employs about 10,000 users.

Most functionality is available to SAUMI users already in the basic version of the software package. At the same time, the basic functionality of 4.11 is wider than in previous versions. In addition to maintaining a number of registers (property, counterparties, documents, legal relations), generating reports and accounting for financial obligations, the following options are available in version 4.11:

  • accounting of intellectual property objects;
  • accounting of transferred and acquired rights to intellectual property products;
  • the ability to download the cadastral value of land plots from; files Excel
  • the ability to display the object on the public cadastral map of Rosreestr - by cadastral number;
  • service of automatic loading of key rate values;
  • maintaining financial obligations under residential lease agreements under Article 155 of the LCD of the Russian Federation - additional work may be required for this.

In addition, the functionality of some modules has been expanded for SAUMI 4.11. So, now in the "Manager of financial revenues" in terms of interaction with GIS GMP support is provided:

  • different types of information for performing acknowledgement;
  • updated formats effective from 1.11.2021.

The module "Public Register of Property" has been updated. It is a web application for posting on the official website of formations municipal information about objects under municipal ownership. Its updated version is distinguished by an ergonomic interface, the ability to select columns for displaying and grouping data by basic property owners.

In SAUMI 4.11, the "Balance Holder's Personal Account" has also changed. It is intended for electronic transmission of reporting data on property under the economic jurisdiction or operational management of accountable organizations. Additional features have appeared in the updated version of this module:

  • Using infopanels to send messages
  • updated mechanism for working with printing plates;
  • You can create objects by copying and creating separate movement transactions.
  • fine-tuning of access rights to types of property objects;
  • correction of defects, optimization of mechanisms and minor modifications of the main functionality of the module.

Also in SAUMI 4.11 there was an additional module "Export of information for loading to GIS housing and communal services." So, through the SAUMI PC, data is uploaded from Excel files.

On October 2, 2020, BFT announced the SAUMI PC toolkit and features that are available to users in version 4.10.

According to the company, PC SAUMI helps to build a comprehensive system for managing state and municipal property and, in general, optimize the work of relevant ministries, committees, departments and departments. Its use allows you to ensure:

  • Maintaining a register of state and municipal property in accordance with the requirements of the legislation of the Russian Federation;
  • Accounting of legal relations and title documents on objects of state and municipal property;
  • Administration of non-tax revenues from the use of state and municipal property;
  • Performing the functions of the owner of state and municipal property;
  • Performing the functions of the founder of state and municipal enterprises and institutions;
  • Interdepartmental interaction by automatically providing information taken into account in SAUMI to other departments.

A wide range of possibilities are available to users of the basic version of SAUMI: maintaining various kinds of registers (property, counterparties, documents, etc.), accounting for financial obligations, generating reports, and a convenient search subsystem. The basic functionality also includes the administration subsystem. This allows you to customize the IT product for specifically designated needs. Additionally, you can connect a number of modules, including:

  • Electronic reporting and Electronic reporting 2.0 (Web version) - allows you to organize electronic exchange of data on property objects with accountable organizations.
  • Other types of objects - the ability to create various types of objects that are not part of the basic functionality of the SAUMI PC.
  • Financial Revenue Manager (includes the ability to work with GIS GMP).
  • Generate a two-dimensional barcode on documents.

SAUMI 4.10 provides for:

  • The possibility of accounting for future income - according to the accounting standard for the public sector "Rent" (in accordance with the Order of the Ministry of Finance of Russia dated 31.12.2016 No. 258n). To do this, two printed forms of statements were added, reflecting the expected income on the basis of operational accounting.
  • Compliance with legal requirements - transition to the latest version of the interagency electronic interaction system SMEV 3.0. SAUMI 4.10 makes it possible to transfer existing services to a different format.
  • Ensuring information interaction with GIS GMP version 2.1, which is required by the Federal Treasury. Moreover, both from the executive authorities of the constituent entities of the Russian Federation and local self-government bodies.
  • Support of electronic signature with encryption according to GOST 34.10-2012.
  • Different methods of sending accruals to the GIS GMP - it is possible to form both one and several accrual identifiers (UIN) for an obligation. That is, if earlier the GIS GMP transmitted information about the total amount of debt under the obligation, now you can send accruals for a month, quarter, year, etc.
  • Simplifying the work of specialists: creating documents from HTML templates, supporting XML statements of the Federal Treasury in the remote financial document management system, etc.

If necessary, it is possible to connect an additional license to maintain/record financial obligations under residential lease agreements in accordance with Article 155 of the Housing Code of the Russian Federation.

In the near future, plans to modernize the system include the introduction of the Public Property Register module. It will allow posting on the official website of the municipal formations information about objects that are in municipal ownership and reflected in the SAUMI PC.

The minimum support package for users of SAUMI software includes receiving requests, providing unscheduled upgraded versions of the product, consulting, eliminating defects and malfunctions. You can also connect additional service services:

  • Remote Administration - Configure the system on request through remote access to the user's workplace.
  • Set up storages the document method. For September 2020, the service is relevant for ORACLE XE users, where there is a data limit of up to 11 GB. It involves organizing data storage on, hard drive servers which will allow you to work large volume with files of any size.
  • Work on automation of accounting by housing departments - translation of services into electronic form, development of reports, printed forms, document templates and other possibilities. The service is issued as a separate project.

Over 10 thousand users in 73 regions of the Russian Federation

From the release of SAUMI 4.10i at the end of 2019 to February 2020, 37 customers of BFT from 15 regions of Russia have already switched to it. From March to June, 10 more clients from 5 regions of the country implemented the update, BFT reported on June 29, 2020.

In total, as of the end of June 2020, 47 BFT customers from 20 regions of Russia have already assessed the capabilities of version 4.10i. In total, SAUMI employs over 10 thousand users in 73 regions of Russia.

2019: Saumi 4.10i

At the end of 2019, SAUMI 4.10i was released, which ensures compliance with the changed legal requirements and optimization of work on accounting for state and municipal property.

Among the features of version 4.10i:

  • Simplification of communication between departments. Namely - the transition to the latest version of the interdepartmental electronic interaction system - SMEV 3. SAUMI 4.10 makes it possible to transfer existing services to an updated format.
  • Compliance with legal requirements. The update will allow information interaction with GIS GMP version 2.1. This is exactly what the Federal Treasury requires, both from the executive authorities of the constituent entities of the Russian Federation and local governments.
  • Improvement of positions in the ranking. If earlier information on the total amount of debt under the obligation was transmitted to the GIS GMP, now you can send accruals for a month, quarter, year, etc. This positively affects the position in the rating of interaction of the constituent entities of the Russian Federation with the GIS GMP.
  • Support of electronic signature with encryption according to GOST 34.10-2012. The version of signatures according to GOST 2001 from the beginning of 2020 can no longer be used.
  • The possibility of accounting for future income - according to the accounting standard for the public sector "Rent" (in accordance with the Order of the Ministry of Finance of Russia).
  • Simplifying the work of specialists: creating documents from HTML templates, supporting XML statements of the Federal Treasury in the remote financial document management system, etc.

The SAUMI software package is included in the Unified Register of Russian Software.

2015

Saumi selected by more than 770 organizations of 75 constituent entities of the Russian Federation

The information and analytical software complex for managing land and property relations Saumi was chosen in more than 770 organizations by 75 constituent entities of the Russian Federation (data from March 2015). The solution is used in the field of accounting and management of state and municipal property, which leads to a large choice in favor of Saumi.

Saumi Web

As of March 2015, Saumi Web is a software package implemented on the web platform, which significantly reduces the operating costs of the solution. Users through the web interface gain access to the system and, within the framework of the granted rights, can maintain full accounting and management of state and municipal property. The solution is primarily focused on: increasing the collection of non-tax revenues to regional and municipal budgets; forecasting revenues of municipal budgets, as well as the consolidated budget of the region; mitigation of risks and potential damage from inefficient assets; improving the quality of provision of state and municipal services to individuals and legal entities; an opportunity to obtain up-to-date information on state and municipal property anywhere and at any time.

Saumi Web is being introduced in the Moscow region to create a unified regional system for managing the land and property fund of the entire region. This project is one of the largest in the country in the field of accounting and management of facilities state and municipal property.

2014

About 80 projects based on Saumi have been implemented

In 2014, BFT implemented about 80 projects to implement and modify the Saumi software complex in more than 30 constituent entities of the Russian Federation, including: Altai, Krasnodar, Krasnoyarsk, Perm Territories, Kemerovo, Murmansk, Chelyabinsk, Sakhalin Regions, the Republic of Bashkortostan, Ingushetia, Khanty-Mansi Autonomous Okrug-Ugra and other regions. The projects were implemented both in the Municipal Property Management Committees and in the Ministries of Property and Land Relations. Over the current year, work has already been completed in 10 constituent entities of the Russian Federation, projects in the Volgograd, Sverdlovsk, Murmansk regions, as well as in Magadan, are being put into commercial operation.

The demand and relevance of the Saumi software solution is due to the fact that the system allows: to maintain full-scale accounting of land-property relations; organize interaction through SMEV with GIS GMP; organize interaction with Rosreestr, the Federal Tax Service and other departments; transfer state and municipal services to electronic form; select data on any considered characteristics and relationships; thanks to a powerful analytical reporting subsystem, submit any accounted data in a convenient tabular and graphical form; reproduce information in cartographic form; display accounting objects on the public cadastral map of Rosreestr.

Saumi 4.9i

On November 14, 2014, BFT announced the release of the version of the SAUMI 4.9i software complex, which includes significantly modernized functionality and updated operating characteristics. Also, when using the upgraded version, new software modules will be available to users, significantly simplifying the work on accounting for land and property relations.

The main advantage of SAUMI 4.9i is that the updated version provides the ability to conduct a full audit of user actions, designed to collect information about changes in data contained in the SAUMI database, as well as to provide a visual representation of the history of recorded changes. The audit allows you to establish the personal responsibility of SAUMI PC users for the changes made to information about accounting objects.

A significant update in SAUMI version 4.9i also occurred in the SAUMI-GIS subsystem: the ability to provide users with mapping information about SAUMI objects via a web interface, for example, opened WMS (Web Map Service) servers, has been added. In particular, the open WMS server of Rosreestr provides access to information from real estate cadastre, which already in the new version of the software complex makes it possible to display SAUMI objects on the public cadastral map of Rosreestr. The inclusion of support for new geo-data technologies offers the prospect of further expanding the ability to provide information about objects considered in SAUMI PCs to other geoinformation systems, ensuring ease of integration with them.

Important changes were also made to the functionality for accounting for the participation of municipalities in the authorized (folding) capital of business companies or partnerships: an additional typification of share issue operations was introduced, as well as operations to increase the authorized (folding) capital of companies with equity participation. The changes made make it possible to significantly expand the opportunities for accounting for participation in the authorized (share) capital and bring it in line with the requirements of the legislation of the Russian Federation.

SAUMI 4.9i has updated a number of operating characteristics to improve system comfort and efficiency. These changes allow users to: change the structure of the building by simply "dragging" the objects included in it with the mouse; see in the properties window of the base objects of legal relations drawn up on them and see the protocol of all detected violations; change the lifetime of non-BTI objects selected in the building structure; Sort the data in the Calculation Factor Manager tables by any columns.

Simultaneously with the SAUMI PC update, a new software module "Electronic Reporting 2.0 (Web version)" was released, designed to collect reports from reporting organizations in electronic form. This module will be available to SAUMI 4.9i and higher users if they wish to extend the functionality of the updated solution.

A distinctive feature of the module "Electronic reporting 2.0 (Web version)" is the ability of accountable organizations to use a modern and convenient Web interface for entering data, which eliminates the need to install additional programs - a regular Web browser is sufficient for operation. The module allows accountable organizations not only to see the property recorded for them on the right of operational management and economic management, but also to make changes in the characteristics of objects as of a certain date, as well as to indicate information on the balance sheet and decommissioned property for the reporting period. At the same time, employees of the Committee for State (Municipal) Property Management - users of the SAUM PC - have the right to exercise control in terms of checking the correctness and reliability of the information entered: they can accept and save the changes made by the reporting organization to the SAUMI database or reject it, sending it for revision.

Saumi 4.8i

On July 21, 2014, BFT announced the current updated version of the software complex for managing property and land relations - SAUMI 4.8i. The purpose of the update is to implement the main legislative innovations, requirements for interagency cooperation and improve the operational characteristics of the product.

SAUMI version 4.8i was released in early 2014.

Among the advantages that BFT developers pay attention to are the timely updating of software products in connection with legislative changes and the modernity of solutions.

The main advantage of the updated product, according to representatives of the vendor, is the possibility of interaction with the State Information System on State and Municipal Payments (GIS GMP). Information on accruals and financial receipts is now directly accepted and sent to the GIS GMP.

Compared to previous versions, SAUMI 4.8i, it has made changes to allow users of the updated system:

  • generate XML files intended for electronic interaction with Rosreestr on the basis of the Decree of the Government of the Russian Federation of August 18, 2008. No. 618 "On information interaction in the maintenance of the state cadastre of real estate";
  • replace the OKATO codes with the corresponding OKTMO codes in accordance with the requirements of the Ministry of Finance;
  • take into account property complexes in the new type of Property Complexes facilities;
  • Differentiate between access rights to different types of SAUMI 4.8i data
  • in addition to the existing methods of working with receipts received from treasury files, it became possible to form return requests and notifications about the clarification of the type and ownership of the payment.

Starting with version 4.8i, SAUMI works with Oracle 11g and, in particular, with the free release of Oracle 11g R2 XE (Express Edition), which allows storage sizes up to 11 GB.
