In October, 2014 in Federal Agency for the Development of the State Border Facilities of the Russian Federation(Rosgranitsa) the project on creation of the integrated management system for the admission through border starts. Accomplishment of research and ORK will become its first stage.Lanit and Orion concern applied for accomplishment of these works as the contractor on an open competition. The last, with the offer to perform works on the price in 342.7 million rubles, was defined by the winner of competition.
Composition
As it appears from the project documentation, the integrated management system for the admission through border will be based in DPC of Rosgranitsa. It will integrate in itself a management subsystem traffic flows on entrances to border crossing points and a subsystem of control of stay and movement of vehicles in the automobile check point with fixation of time of entrance, results of passing of control and maintaining an electronic queue in the course of a design of cargo cars at intersection of border.
Also she will turn on a subsystem of preliminary reservation of time of intersection of border (a remote electronic queue), a complex of automatic detection of weight and dimensional characteristics of cargo cars, a subsystem of issue and accounting of electronic admissions, monitoring and control of operating costs at check points and some other.
The uniform information and analytical system of Rosgranitsa (EIAS) using technology of data processing in real time -OLAP will become one of components of the integrated system. The integration bus will allow to integrate all components of a system in a common information space. It will provide a possibility of the automated processing and transfer with use SIEI of necessary information on the vehicles crossing border in IT systems of FCS,FSB,Rosavtodor and also - on a workplace of the official of customs authority in the automobile check point.
The expected effect
Rosgranitsa calculates that the integrated management system for the admission through border will allow to increase capacity of automobile check points due to optimization of traffic flows and to automate processes of accounting of passing of vehicles through the check point for the purpose of the subsequent analysis of the acquired information and forecasting of traffic flows at intersection of border.
Besides, department expects that the time spent of vehicles at the check point will be reduced during the importing and commodity exportation, including time of commission customs and other types of state control.
According to the results of carrying out research and ROC program technical means for implementation of functions of subsystems should be selected, modeling and working off of crucial elements and functions of a system is carried out and also the technical project approved with FCS and FSB on creation of a prototype of the integrated system is developed.
