2020: Completion of upgrade of schedule system and budget implementation

The BFT company announced on November 3, 2020 project completion in the Belgorod region. Now preparation of information for placement on the Uniform portal of a budget system of the Russian Federation (EPBS) according to the order of Ministry of Finance of the Russian Federation No. 243n is performed automatically.

Reminded BFT that the order of the Ministry of Finance of the Russian Federation of December 28, 2018 No. 243n in the current version regulates since January 1, 2020 to place information on the Uniform portal (EPBS) not only to federal and regional financial structures, but also financial bodies of municipal entities.

For November, 2020 in the Belgorod region the centralized information and technical platform for process automation of planning and execution of the regional budget and budgets of municipal entities based on solutions of BFT Company "ADC-Planning" and "ADC-Finance" respectively functions.

The BFT company upgraded schedule systems and budget implementation. The subsystem for automation of process of preparation of financial and other information about the budget and budget process of the region and municipalities for placement on EPBS is implemented. The structure and location modes of information are defined by the order of the Ministry of Finance of the Russian Federation in the current version of December 28, 2018 No. 243n.

The implemented subsystem provides:

• automatic information acquisition from financial systems of the region,
• structuring information on requirements of the Ministry of Finance of the Russian Federation,
• check of correctness and compliance to the EPBS formats.

The subsystem allows to optimize work of the employees responsible for preparation of the reporting for EPBS. In it it is possible:

• edit forms and supplement reports with the data which are absent in financial systems
• if necessary to create reports manually,
• copy the previous report forms or create new manually,
• create new report forms on the basis of the data which are earlier completed with copying in a new form,
• set for each form an individual way of approval of purpose of terms and responsible.

Automation of preparation of information for EPBS allows to reduce time and labor costs, to make process more transparent and debugged, to increase quality of information provided on EPBS.

2015: System implementation of "ADC-Planning"

January 21, 2015. The company announced Budget and Financial Technologies (BFT) system implementation of "ADC-Planning" in the Belgorod region.

The set additional functionality of schedule system of the budget gives an opportunity to make the list of municipal programs according to the purposes and tasks determined by the Strategy of social and economic development of municipal entities of the Belgorod region. For each municipal program, the subprogramme, the main action and an action the possibility of measure definition of the direct and end result and appointment of the executive in charge is implemented. On the basis of a uniform template of a printed form of the passport of the municipal program passports of programs automatically form. Besides, in a subsystem collecting of the documents containing the amounts of financing from municipal authorities for formation of volumes of expenses on implementation of an action is organized. Important feature of a subsystem regarding budgeting of municipal entities by a program and target method is also that she allows to carry out calculation and to compare the cost of different options of implementation of municipal programs, including by subprogrammes, the main actions under different scenario conditions.

Within the works on implementation of a subsystem which are carried out by BFT Company considerable attention was paid also to methodological maintenance of process of transition to the program budget. Seminars and consultations held at the level of municipal entities were organized so that to provide to specialists of local government authorities a possibility of acquisition of skills for independent work with the regulatory legal acts laying the methodological foundations of program goals management and program budgeting.

In total from May to August, 2014 specialists of BFT Company hold 22 seminars on the subject "Transition to Program Target Budget and Its Implementation in the Subsystem". From July to November expertizes of 42 drafts of the municipal programs developed by local government authorities of municipal entities of the Belgorod region in different fields of activity are carried out. In general, expertizes of drafts of programs were carried out by 10 activities. From among the drafts of municipal programs provided for examination the greatest share of programs belonged to education, culture and housing and communal services. Besides, the comprehensive, "non-standard" programs providing implementation within one program of actions for development of physical culture, sport and youth policy were provided and analyzed; housing and communal services, road activity and transport, etc. Thus, expansion of functionality of the ADC-Planning system regarding budgeting in program representation and also rendering methodical maintenance allowed municipal entities of the Belgorod region to perform transition to program and target planning of local budgets according to requirements of the Budget code of the Russian Federation.

As the commercial director of BFT Company Natalya ZEYTENIDI noted according to the results of project implementation: "Joint work of specialists of local government authorities of the Belgorod region and BFT Company allowed to provide use of uniform approaches to formation of the local budgets based on the program and target principles in the territory of municipal entities of the Belgorod region. And in general promoted increase in efficiency of the budget policy pursued in the region directed to achievement of sustainable development of the Belgorod region".
