The data processing center of Rosenergoatom, the operator of the NPP, which is part of Rosatom, is one of the largest in Europe. Its total area is 33,800 sq. m. 8,000 stand-up rooms (5 data center buildings) have been designed. Power consumption - 80 MW.

The data center is located about 200 km northwest of Moscow, near the Kalinin NPP (a branch of Rosenergoatom in Udomlya, Tver Region).

The first stage of the data center, including 3 buildings, was presented in September 2018. The site is planned to be used not only for the needs of Rosenergoatom, but also for the provision of commercial services to third-party customers.

The project is being implemented in partnership with Rostelecom.

Rosenergoatom is already an active participant in the digital development program of the Arctic zone. In 2022, the design of a modular data center began at the industrial site of the Kola NPP in the Murmansk region. The new data center with a total capacity of 1 MW is designed for 48 racks (with the possibility of further expansion to 96 racks) and will be put into commercial operation in 2024. The data center will become the basic infrastructure for new high-load digital platforms and services of the Northern Sea Route and the Arctic zone, necessary for providing logistics, managing smart city services, supporting tourism and other important areas of development of the region.

DPC Kola NPP will be included in the georegulated network, data centers Rosatom which already includes three existing data processing centers - Kalininsky data center in the Tver region, Xelent data center St. Petersburg in and StoreData data center in. Preparation for the launch of the facial recognition system at the Kalininsky data center

On April 16, 2020, it became known that the concern Rosenergoatom"" conducted pilot tests and is preparing for commercial launch a video control system biometric for access to internal objects of its reference data center at Kalinin NPP.

The system is built on the basis of a video surveillance network inside the data center hardware rooms, which is connected to an intelligent digital platform. The system fixes the faces of the personnel suitable for the equipment, checks with the current biometric base and gives an alert to the operator if there is an unauthorized person next to the server rack. Recognition occurs in a split second with a proven accuracy of 99%.

The facial recognition system as of April 16, 2020 is used in the zones where the server equipment of the Rosenergoatom Concern is located. Soon this service will be available for commercial customers of the Kalininsky data center.

The service will be developed by the Center for Digital Technologies of the Rosenergoatom Concern together with IVA Cognitive, a Russian company developing solutions based on artificial intelligence.

Installation of container data centers

Modular data centers appeared in the courtyard of the largest data center in Russia

By mid-April 2020, the infrastructure site of the Kalininsky data center (that data center is considered the largest in Russia) has a capacity of 32 MW. Customers can accommodate up to 30 modular data centers with a unit capacity of up to 1 MW. About 500 units of computing equipment focused on blockchain technology are placed in each container.

One of the main advantages of using small modular data centers is the rapid installation and dismantling of equipment.

Kalininsky is a non-single infrastructure platform on the basis of which Rosenergoatom offers commercial customers to place mobile and container data centers. In total, there are six such facilities, they are located in central Russia and have an appropriate level of reliability and safety. The total capacity of all infrastructure sites is measured at about 330 MW, the state corporation said.

They also noted that the Kalininsky data center infrastructure site is part of the Rosenergoatom Reference Data Processing and Storage Center complex and meets high requirements in the field of security and reliability of energy and engineering infrastructure.[2]

2018: Cloud Service Delivery Begins

In January 2019, the state-owned company Avtodor announced that, together with Rosenergoatom, pilot testing of the use of cloud technologies and services of the new data center for the deployment of the Avtodor geo-information system (GIS) was launched.

The pilot was launched as part of a memorandum of cooperation for the development of the digital economy of the Russian Federation, signed by Rosatom and Avtodor in September 2018.

Avtodor expects that the location of the data center near the nuclear power plant, as well as the presence of its own power supply system, should guarantee a high degree of data security and high-quality power supply, which is most important for the uninterrupted operation of the entire Avtodor GIS.

The company also expects that the use of a single cloud service data center will provide a single digital platform for the infrastructure for testing unmanned transport technologies on the new high-speed highway M-11 "Moscow - St. Petersburg." This infrastructure is being created on the bypass of Vyshny Volochok in the Tver region as part of the development of the Autonet NTI roadmap adopted by the Russian government and as part of the implementation of the instructions of Prime Minister Dmitry Medvedev.

2015

Power reduction

The total capacity of the data processing center, built near the Kalinin NPP, will be 4.8 thousand server racks. 4 thousand of them are rented by Rostelecom, and the remaining 800 racks will be used by Rosenergoat for the needs of Rosatom. Earlier it was reported that a total of up to 8-10 thousand racks will be placed in the data center. Kostarev confirmed the decline in indicators, but did not explain the reasons.

The preliminary agreement between Rostelecom and Rosenergoatom is designed for 30 years, during which time the operator will pay about 34.1 billion rubles for renting buildings and structures to organize its data center. In this case, the amount of expenses may change depending on the cost of electricity and other consumed resources.

According to Interfax, citing a source close to the board of directors of Rostelecom, in 30 years Rostelecom may receive about 100 billion rubles of additional income from sales of data center services, which will be built on the infrastructure of Rosenergoatom[4]

Start of construction

By November 2015, the names of customers who will use the capabilities of the data center in the Tver region are unknown. In July 2015, Rosatom (owns Rosenergoatom) offered Google and Facebook to use this platform to transfer personal data of Russian users to Russia, which requires a law that entered into force on September 1, 2015.

According to Rosatom's plans, no more than 10% of the data center capacity in Udomla will be used for Rosenergoatom's needs, and everything else will be offered to commercial customers.[5]

Project objectives

Construction was estimated at 6.4 billion rubles, this amount excluding additional IT infrastructure. It is planned to gradually place up to 8 thousand racks in the commercial data center.

In the procurement of 150406/0513/655 , the customer - Concern Rosenergoatom OJSC includes the amount - the initial (maximum) price of the contract 6 422 223 030,00 (six billion four hundred twenty-two million two hundred twenty-three thousand thirty) rubles, including VAT. Place of work: branch of Concern Rosenergoatom OJSC Kalinin Nuclear Power Plant (Udomlya city, Tver region). Terms of work: from the moment of signing the contract until December 31, 2018, with the right to early execution.

Kalinin NPP, 2013

More than 6 billion rubles will be paid for "a set of works from the preparation of the construction territory and the supply of equipment to the installation and adjustment of equipment to ensure the commissioning of the facility." The construction of the "Reference Center for Data Processing and Storage" of Concern Rosenergoatom OJSC will be carried out at the expense of the customer's own funds, the general contractor agreement provides for the payment of an advance payment: no more than 80% of the cost of equipment and no more than 30% for construction and installation work.

The documentation says that the "Reference data processing and storage center of Rosenergoatom Concern OJSC" is being created for the information support of the Kalinin NPP, Rosenergoatom Concern, Rosatom State Corporation, that is, for its own needs.

The terms of reference were created on the basis of design documentation developed by CKD Engineering LLC, ETS-Proekt LLC, SEM Engineering Company CJSC. ETS-Proyekt has developed the documentation required for the construction of 330/10 kV substations supplying 330 kV cable lines. It is explained that "PS 330/10 kV DPC is designed for uninterrupted power supply to consumers of the reference data processing and storage center of Concern Rosenergoatom OJSC, located at the address: Tver Region, Udomel District, s/p Ryadskoye." Probably, the data center will be located at a distance of at least 2 km from the Kalinin NPP, the draft agreement contains information that five buildings will be built for the data center, two of them are two-story.

The construction is divided into five stages, during each of the last three they will add one data center building. The data center buildings will have a reinforced concrete frame with mounted sandwich panels, with non-combustible filler.

And we are already thinking, why don't we even sew this Data Center into the VVER TOI complex as a prerequisite? Then, engaged in the supply of our power units abroad, we begin to deal not only with the supply of electricity to these countries, but also supply media and sources of information.

The draft general contract agreement says construction DPC about the 1st level DPC and the 3rd level. There is no information that allows you to find out the planned parameters. The Terms of Reference (Appendix to the General Contractor Agreement) informs about some systems required by the Customer:

"Diesel-dynamic uninterruptible power supply system" (DDUPSU). It should provide power in emergency situations, in case of interruption of external power supply. The DDUPSU system requires uninterrupted and continuous supply of the connected critical load with a clean alternating current. The DDUPSU system shall include all mechanical and electrical devices required for uninterrupted load supply in automatic mode.

  • Cold supply and air conditioning. Required microclimate parameters in DPC process rooms will be supported by air conditioning system based on cabinet precision air conditioners with lower air supply. Air distribution will be organized according to the principle of hot and cold corridors, while cold air must be supplied through a perforated false floor to a cold corridor. Air conditioners will have to be installed at the ends of the corridors.

  • The specification mentions "100.3 kW precision air conditioner without steam damper with integrated combined balancing valve (motor operated flow controller) ASD1550CW" and "STULZ ASD1550CW precision air conditioner."

  • Ventilation. In the room of the installation of dynamic uninterruptible power supplies and DGP, in normal operation, perform a recirculation ventilation system without heating with limiting the minimum temperature of the supplied air + 10 ° С.

2013: Project Start

By the end of 2013, for the Rosenergoatom concern, which performs the functions of the operating organization (operator) of nuclear power plants, design documentation should be developed for the creation of a reference data processing and storage center . In particular, by this time it is planned to prepare the design project of the facility, the terms of reference for the design of the data center and design estimates for its construction.

The data center is planned to be located in the city of Udomlya on a land plot belonging to the Kalinin NPP. This station generates 70% of the total electricity produced in the Tver region, and supplies power to Tver, Moscow, St. Petersburg, Vladimir and Cherepovets.

Earlier in 2013, during a visit to the Kalinin nuclear power plant, Rosenergoatom CEO Evgeny Romanov talked about a planned investment project involving the construction of several buildings near the power plant, which should be oriented under the data center.

As follows from the published documentation on the project, the object to be designed should be a single engineering complex, which includes a common office center with communication system hardware rooms, hardware rooms serving the space outside the data center, and the data center buildings themselves.

The latter includes machine rooms, each of which must provide installation of at least 80 server cabinets, telecommunication rooms serving data center premises, operation center, input rooms, rooms for electrical and mechanical equipment of the data center, warehouses and loading platforms, as well as offices of auxiliary personnel.

To ensure the operation of the data center, power centers with transformer substations, backup power supply and cold supply sources should also be provided. The electrical power of the cabinets, which are planned to be located in the data center, is assumed at 10 kVA for each.

The design of the data center should take into account the compliance of its main parameters with the requirements of the international standard Tier-III, according to the published project documentation.
