Rosavtodor transferred the equipment of the state register to outsourcing

On July 13, 2015 the CROC company announced the project of technical support and support of "Unified State Register of Highways" (USRH) for the benefit of Federal Road Agency^[1].

Project Results

The information system of "The unified state register of highways" is used for accounting and providing data on highways to state bodies of the Russian Federation, to public authorities of territorial subjects of the Russian Federation and local government and also the interested physical persons and legal entities.

"For the period execution of works on technical support of the EGRAD system by the Croc company, to it entered a number of new functionality. For example, earlier the data which are contained in information cards were entered only by the staff of the agency manually, on the basis of the documents submitted by owners from different territorial subjects of the Russian Federation in paper form. Now owners of roads by means of specialized Internet service are engaged in it that significantly reduces labor costs of our employees, and minimizes risk of an error as each infokarta is signed by the electronic digital signature, and only after that automatically is included in the register", - Yury Lakhin, the head of department of the land and property relations of Federal Road Agency noted.

With emergence of functionality more than 130 thousand infokart are entered into the system. In case of change of characteristics of the road its owner can independently edit the electronic card, it accelerates data-refresh in a system, though does not exclude a duty of the owner to represent new infokarta on paper carrier to Rosavtodor in connection with existence of such requirement in the legislation.

"The new functionality "Of the unified state register of highways" Rosavtodor is focused first of all on increase in efficiency of providing and data-refresh. Also necessary integration of a system into the portal of public services was performed, integration mechanisms with the State information system about the state and municipal payments (GIS GMP) are developed for rendering paid state service. It is the large-scale project in which more than 15 people from outside Croc took part, including engineers and managers", - Anna Ilyina, the director of work with corporate customers of Croc company told.
