Biography

In 2000, Vasily Shvezhkin graduated from the Moscow Institute of Physics and Technology with a degree in physics and applied mathematics, specialization in system analysis and integration.

He began his career at the Institute of System Analysis of the Russian Academy of Sciences as a leading developer of DBMS in projects of unified electronic document management systems and information and analytical systems. As a result of the work, two articles were published in the collection of works of the ISA RAS in 2000, 2001.

Since 2003, he worked as a project manager, head of the department for the creation and implementation of automated control systems of the airport complex. As a result of the work, a system of seasonal planning and operational management of airport ground handling resources and a number of other systems was put into commercial operation.

2007-2017: Work at IBS, teaching

Since 2007, engaged in teaching. In particular, he taught methodology IT consulting at the basic department IBS at the Moscow Institute of Physics and Technology, headed the IBS department at MISIS.

2019: Appointment as Director of the Department for Architecture Development and Coordination of Informatization of the Ministry of Communications

According to the D-Russia.ru, at the end of May 2019, Vasily Slushkin was appointed director of the Department for the Development of Architecture and Coordination of Informatization of the Ministry of Communications of Russia. Previously, he was in the status of interim.

The Department of Architecture Development and Coordination of Informatization is responsible for the development and implementation of state policy and legal regulation in the field of architecture development, modernization and operation of GIS and coordination of measures for the use of ICT in the activities of government agencies.

2021

Dismissal from the Ministry of Digital Development

On September 9, 2021, Vasily Shvezhkin left the post of director of the department of digital transformation and coordination of budget expenditures of the Ministry of Digital Development Affairs of the Russian Federation, two sources in the federal authorities told TAdviser. This information is confirmed by a copy of the order of the Minister of Digital Development Maksut Shadayev to dismiss Slushkin on his own initiative (available to TAdviser).

Sources claim that in the coming weeks Vasily Slushkin will head the Federal State Institution "State Technologies" ("Gostekh"), subordinate to the Ministry of Digital Development, which is responsible for creating the platform of the same name.

The press service of the Ministry of Digital Development confirmed the dismissal and declined to comment on the new place of work of Vasily Slushkin.

Transfer to Gostech

September 21, 2021 Vasily Shvezhkin became acting Director of the Federal State Institution "State Technologies" (PKU "Gostekh"), which is responsible for the creation of the digital platform of the same name .

The Gostech platform is being developed by Sberbank by order of the Ministry of Digital Development, in the future digital services for authorities and state organizations of various levels should be created on it (you can read in detail about the platform in a separate article).

In an interview with TAdviser, the Minister of Digital Development of the Russian Federation Maksut Shadayev said that Gostekh will have three levels of components: technological - for large departments, low-code and ready-made services - for a wide range of regional government agencies and budgetary institutions that have typical functions. The use of such services minimizes the need for departments to develop their own IT solutions.

Vasily Slushkin transferred from acting to the "full-fledged" director of Gostech

Vasily Slushkin was appointed director of the State Technologies PKU. As it became known to TAdviser, the order to appoint him Minister of Digital Development, Communications and Mass Media Maksut Shadayev signed on November 22, 2021.

According to the press service of the Ministry of Digital Development, the main tasks facing Vasily Slushkin in his new position will be to bring the existing GIS to a single digital standard, eliminate duplication of developments and scale the Gostech platform to all government agencies.

The main task of Gostekh is to remove dependence on the contractor. Now commercial companies can work for the department for decades and receive up to 50% of the revenue from one state customer. Companies that include their services in Gostech will have access to the market of state customers. The guest will provide free access to the existing systems and the possibility of reusing them, will allow to restore order in the production culture and architectural approaches of government agencies, - said the head of the Ministry of Digital Development Maksut Shadayev at TAdviser SummIT 2021.

As the director of the State Technologies PKU Vasily Shvezhkin noted, since November 2020, an experiment has been underway in Russia to create and develop state information systems on the Gostech platform. The experiment will last until the end of May 2022 and based on its results, decisions will be made to consolidate or change the architecture of the system. The industry will have to introduce standards and solutions that will allow the transition to a new technological structure when creating state information systems and will ensure the accelerated launch of information services for citizens and businesses.

2024: Dismissal from PKU "Gostech "

May 7, 2024 is the last working day of Vasily Shvezhkin as director of the Gostech PKU, his friend told TAdviser. From May 8, acting Director will be his deputy Anton Bechin.
