FBGU "Central Office for Hydrometeorology and Monitoring of the Environment" (Federal State Budgetary Institution Centralnoye UGMS) is organization, specially authorized Roshydromet on implementation of functions in the field of hydrometeorology and monitoring of the environment in Moscow and the Moscow region. Branches of the organization perform the same functions in the Vladimir, Ivanovo, Kaluga, Kostroma, Ryazan, Smolensk, Tver, Tula and Yaroslavl regions.
"The central UGMS" performs the following types of activity:
- the round-the-clock systematic observations of the natural phenomena, including the dangerous hydrometeorological phenomena;
- systematic observations of levels of environmental pollution (atmospheric air and rainfall, surface waters, soils, snow cover);
- radiation monitoring in the territory of Moscow and the Moscow region;
- forecasting of levels of pollution of an atmospheric air based on data analysis of observations and transfer of warnings of emergence of high pollution;
- calculation of fire danger in warm season, calculation of the hydrological phenomena during passing of a spring high water;
- providing public authorities, branches of the economy, defense and other organizations and the population with information on the actual and predicted status of the surrounding environment, its pollution, including extreme information in the territory of Moscow and the Moscow region;
- checking and repair of the hydrometeorological equipment and devices;
- forecasting and transfer of warnings of emergence of high pollution in the period of the adverse weather conditions (AWC).

In the report on results of check of efficiency of rendering state services and execution of works in the field of hydrometeorology in 2013-2015 issued by Accounts Chamber in August, 2015 it is noted that for the checked period Roshydromet insufficiently effectively performed implementation of new methods of forecasts and automation of observations.
Auditors provide data that as a part of the state supervisory network which is used by "Central office for hydrometeorology and monitoring of the environment" of Roshydromet (Central UGMS) there are 88 stations of all types of observations, 211 posts, 74 points of observations of pollution of an atmospheric air. At the same time only 40 of them are automatic meteorological stations that makes 45% of a total quantity of stations.
The Accounts Chamber also found out that from 189 hydrological posts of Central UGMS only 25 units (13%) are automated. And observations on the automated points are performed in two modes: manual and automated. The maintenance of one lookout station with manual observation is by 3.4 times more expensive, than automatic meteorological stations (834.6 thousand rubles and 243.7 thousand rubles, respectively).
"Such approach of Roshydromet and its subordinated organizations to formation of the state supervisory network does not answer the purpose of strategy of the innovative development of the Russian Federation until 2020", - auditors in the report note.
Roshydromet told TAdviser that notes of the note concern only one of 25 Federal State Budgetary Institutions Roshydromet - to Central UGMS which area of responsibility is the territory of Moscow, the Moscow, Vladimir, Ivanovo, Kaluga, Kostroma, Ryazan, Smolensk, Tver, Tula and Yaroslavl regions. And the speech in this case goes only about implementation of hydrological automatic complexes in the territory of the specified federal state budgetary Institution.
"At the same time it should be noted equipment of all 77 meteorological stations of Central UGMS the automated meteorological complexes, installation of 43 automated meteorological stations, replacement of 3 of 4 aerological complexes with locators of new generation and implementation of a large number of hardware-software complexes", - noted in Roshydromet.
