Biography

Was born in 1982 in St. Petersburg.

Education

Graduated with honors from law department of SPbSU and faculty of world economy of Diplomatic Academy Russian Foreign Ministry.

Career

Since 2003 — in public service.

In 2008, according to the Kommersant newspaper, served in FSB and worked as the adviser to the secretary of the Security Council Nikolay Patrushev, and then - till 2014 - in administration staff of the Russian President where dealt with issues of foreign policy, the right and security, cooperation in the field of information technologies and mass communications.

Work in the Ministry of Telecom and Mass Communications

On May 12, 2014 Alexey Sokolov was appointed the Deputy Minister of Telecom and Mass Communications of the Russian Federation of Nikolai Nikiforov. Was responsible for policy in the field of import substitution and development of the IT industry.

In 2018 saved the post after appointment of the new minister Konstantin Noskov.

In April, 2019 reported on results of activity in the field of import substitution of the software at implementation of state procurements, having said that the share of domestic software when purchasing by public authorities increased on average from 20 to 65%. Also it expressed waiting that by 2024 70% of software which is purchased by state companies will be Russian (in 2019 – not less than 45%), and 90% of software which is purchased by public authorities.

The future dismissal from the Ministry of Telecom and Mass Communications

On November 11, 2019 the source of TAdviser announced fast dismissal of Alexey Sokolov from the ministry of digital development.

The interlocutor of the edition notes that recently, at the end of October, his father - Valery Sokolov, the chairman of the board of directors of the Scientific Devices company (revenue in 2018 - 295.5 million rubles) which is engaged in development of technologies for data protection died. Whether these events are connected among themselves, the interlocutor does not know. Other source of TAdviser considers that Alexey Sokolov should come into inheritance, and it is difficult combined with the official's position.

In addition to the management of "Scientific devices" Valery Sokolov owned shares in some other the companies, the largest of which is the supplier of devices for drawing marking of "VA of Sistems" (revenue in 2018 - 272 million rubles).

Mintsifra's press service of TAdviser reported that Alexey Sokolov continues to work as the deputy minister, having refused other comments.

It should be noted that Alexey Sokolov already lost a part of powers in the ministry. The deputy minister Evgeny Kislyakov will supervise questions of import substitution of software in Mintsifra, the relevant order on Sokolov's replacement by Kislyakov on a post of the vice-chairman of expert advice according to the software was signed on November 8 by Mintsifra Constantine Noskov's head.

One more block of questions for which Sokolov is responsible is connected with the federal project "Information security" as a part of the Digital Economy national program.

Dismissal

At the end of June, 2020 Alexey Sokolov holding a post of the deputy minister of digital development, communication and mass communications of the Russian Federation since May, 2014 and supervising questions of information security and execution of the Digital Economy national program is dismissed at its request. The corresponding order was signed by the prime minister Mikhail Mishustin.

At the end of April, 2020 the extreme number of deputies whom the minister of digital development Maksut Shadayev can have was laid off by the order of the Government of the Russian Federation from 9 to 8. At the same time all 9 positions were taken. At the beginning of June TAdviser wrote that Alexey Sokolov should release the chair.

The source of TAdviser told that, according to the labor code it was offered to Sokolov to take the available vacant position - a post of the director of the department of information security which he supervised being the deputy minister. Sokolov had to accept or reject this offer, according to the interlocutor of TAdviser, in two-month time, i.e. until the end of June, 2020.

As possible new work location of Sokolov the source of TAdviser called Security Council of the Russian Federation where as the vice-chairman at the beginning of 2020 the former head of the Russian government Dmitry Medvedev passed.

Income: 88.55 million rubles in 2016

At the end of 2016 Alexey Sokolov gained the largest income among officials Ministry of Telecom and Mass Communications Russia. It made 88.55 rubles million Including money was received from property sale, is told in the declaration published on the website of the Ministry of Telecom and Mass Communications.

If to compare declarations for 2015 and 2016, then to the real estate in the Sokolov's property, really, there was less. In 2016 from the declaration the apartment of 151 sq.m. which probably and was sold was gone.

In 2015 the income of the deputy minister was 2.86 million rubles. Thus, in a year it increased by 31 times.

Family

Alexey Sokolov's father - the former colonel of FSB Valery Sokolov (died in October, 2019) was the chairman of the board of directors of JSC Nauchnye pribory. According to the Kommersant newspaper, he was close to the sign with the secretary of the Security Council Nikolay Patrushev^[1].

"Scientific devices" is engaged in specific scientific developments and prepares expert opinions for FSB in the field of data protection, security systems and nanotechnologies. Alexey Sokolov's mother - Irina Sokolova headed non-profit fund of support of staff of FSB and their families, worked as the assistant in three convocations of the speaker of the State Duma Boris Gryzlov and advised "Scientific devices" on legal issues. In 2008 it was appointed the head of a reception of Vladimir Putin in St. Petersburg. Working as Gryzlov's assistant supervised "legal niceties" of preparation of the bill of protection of cash registers.
