Recovery of 14.5 million rubles for expired cancer drugs from the ex-head of the ministry

On November 24, 2023, the prosecutor's office of the Central District of the city of Krasnoyarsk announced that the court had recovered 14.5 million rubles from the ex-head of the regional ministry of health. The official, whose name was not disclosed as of the indicated date, committed negligence, which led to damage to drugs for the treatment of cancer.

In 2018, the head of the department for organizing drug support of the Krasnoyarsk Ministry of Health formed an annual application for the purchase of cancer drugs. However, according to the case file, the woman did not take into account the history of the dynamics of drug dispensing in previous years and did not predict its real need for 2019. As a result, 2,300 packages were claimed instead of about 750 required.

The court recovered 14.5 million rubles from the ex-head of the Krasnoyarsk Ministry of Health

Taking into account the allocated amount of financing, the number of purchased medicines for preferential categories of citizens under the state contract amounted to 1725 packages worth more than 29 million rubles, the prosecutor's office said in a statement.

The price includes a discount for the purchase of a drug with a shorter shelf life - from 11 to 13 months instead of the total validity period of the drug in 4 years. During the inventory in March 2020, an unclaimed residue of the expired drug product was revealed - almost 860 packages. These expired cancer drugs had to be written off and disposed of. Damage to the budget of the Krasnoyarsk Territory is estimated at more than 14.5 million rubles.

The criminal case initiated against the official under Part 1.1 of Art. 293 of the Criminal Code of the Russian Federation (negligence), terminated due to the expiration of the statute of limitations. The prosecutor's office sent a statement of claim to the court demanding that the entire amount of damage caused by the crime be recovered from the former official. These requirements are fully satisfied.^[1]

Fine to the minister for disrupting the deadlines for the implementation of the national project

At the end of June 2023, the head of the Ministry of Health of the Krasnoyarsk Territory, Boris Nemik, was fined 10 thousand rubles for disrupting the implementation of the national project "Healthcare." According to the press service of the regional prosecutor's office, the fine was issued for "violation of the procedure for providing interbudgetary transfers" (article 15.15.3 of the Administrative Code of the Russian Federation).
