The NCI will create for Mail a management system for purchases based on PostgreSQL and Linux

In May, 2016 Russian Post summed up the results of an open competition on execution of works on development and deployment of automated information system of management of the order (AIS UZ)[1]. The tender in March was announced. Its starting price was nearly 406 million rubles.
"National Center of Informatization" (NCI), the child structure of Rostec which suggested to perform works for 295 million rubles became the winner of competition. The project will be implemented in partnership with Lanit and Management systems, says Rostec about it.
In addition to NCI the companies also participated in tender Technoserv, "Single electronic trading platform" and Moscow technology university. In addition to them applications were submitted also "1C" (through the 1C NPTs subsidiary company) and "Transcity", however they were not allowed to participation as suggested to assign to the customer the rights to software, without having on that powers from the owner. In a case with Transsiti it was talked of software "1C: The public and municipal procurements 8", in a case with 1C - about a system Norbit Business Trade.
The AIS UZ is intended for automation of process of collecting, approval and processing of purchasing requests for all structural divisions of Russian Post, control automation by purchases on the basis of IT. Its implementation will allow to organize a full stroke of procurement procedures from emergence of requirement before purchase execution and accounting of the fact of the conclusion and agreement performance.
A system should provide formation, processing, storage and providing data at all stages of formation of requirements, planning and implementation of purchases, monitoring of purchases, audit in the field of purchases, control of a compliance with law of the Russian Federation and other regulatory legal acts in the field of purchases of goods, works, services and also automation of activity of divisions of Russian Post in the field of carrying out purchases, agreement performance control.
The AIS UZ should support also information exchange between Russian Post and the Ministry of Telecom and Mass Communications, between the adjacent systems of Russian Post involved in process of execution of works, connected with purchasing activity, on the one hand, and external systems – with another.
Rostec expects that a new system automates, will accelerate and will make more transparent process of collecting, approval and processing of purchasing requests for all structural divisions of the mail operator that, in turn, will increase quality of work both separate services, and the enterprises in general. Within the project examination will be conducted and offers on optimization existing in AUP, branches and post offices of business processes on management of requirements, procurement procedures and stocks are created.
For creation of a system the product of BARS Group will be used (BARS. The budget Online), follows from the message of Rostec. Aggregate term of project implementation, under the terms of the tender, should not exceed 15 months.
System performance
A system should have the centralized architecture. The server group on which database servers, Web servers, servers of balancing of loading, etc. function should be the central component and also there are files making the server software of a system.
The server software of a system should correspond to infrastructure of Russian Post and can include, including:
- one of the recommended operating systems (Red Hat Enterprise Linux 4.0, 5.0 above; HP UX, SUSE Linux Enterprise Server 9 above; CentOS 4.0, 5.0 above)
- PostgreSQL DBMS;
- the Apache server used as the Web server;
- language means of PHP;
- the Nginx server used as the balancer of loading;
- Validat CSP 4.0's CIPF;
- CIPF of CryptoPro CSP;
- service software of common application.
The client software should include:
- Windows XP SP3 operating system or above;
- Internet Explorer 8 browser or above, or other similar;
- Validat CSP 4.0's CIPF;
- CIPF of CryptoPro CSP.
A system should perform the functions under following conditions:
- the number of divisions – 46,600;
- the number of the registered users – 62,000.
Response time of the AIS UZ regarding start of a system, authorization of the user, opening of the user objects of a system (a purchase card, the reference book of requirements, etc.) and accomplishment of the basic transactions work-flow (sending for approval, consolidation of requirements, making changes in a purchase card, etc.) should not exceed 5 sec. Besides, a system should provide a possibility of data storage within 10 years after an output it from commercial operation.
Aggregate term of accomplishment of all works on the agreement should not exceed 455 calendar days from the date of its conclusion. When working on development and deployment of the AIS UZ division of the project into two queues consisting of several stages and substages is planned.
