Interview of TAdviser with the Head of Department of informatization and communication of Krasnodar Krai by Igor Skobelev

In July, 2016 the new Head of Department of informatization and communication of Krasnodar Krai was appointed. The co-founder of Postgres Professional company Igor Skobelev became him. A month later after appointment in an interview of TAdviser it in detail told about main objectives which face department, the current situation with IT in the region and plans for implementation of the free software.

New CIO of Krasnodar Krai Igor Skobelev has versatile work experience in IT

Igor, in July at you occurred sharp turn in career. You worked in Alfa-Bank, in the companies Tander Medsi, 1C and also soosnovat Postgres Professional company, and suddenly became the Chief information officer of the region. Who invited you? Why you agreed?

Igor Skobelev I was invited by the governor of Krasnodar Krai. The region has a need for high-quality changes in management of the sphere of informatization and communication in the territory of the region. The governor considered that my business experience will be useful on civil service within those changes which are planned regarding increase in management efficiency, development of services and services for the population. My experience connected with retail with activity in banking sector is versatile and allows to understand both a transaction part, and connected with operational process.

You were personally familiar with the governor?

Igor Skobelev I am from Krasnodar, and I have colleagues working in administration of the region which noticed me and recommended. It is possible to tell that it turned out by itself. At personal acquaintance at the head it developed about me as it seems to me, positive opinion, and offered me a new position. After that within a month I made the decision on employment, brought together family, and we returned from Moscow where lived five years, back home, to Krasnodar.

How deeply you were submerged in a perspective state and, in particular, regional informatization before appointment?

Igor Skobelev It was rather deeply submerged because at the time of the offer I was a head in the direction of health care in 1C group and saw all pluses and minuses of those steps which are taken in health care. In respect of other industry specifics – through financial and economic activity which we, including, inspected in health care I understood sense in informatization and communication and on other industries. In principle, understanding of an overall picture and where there is a movement at me rather deep.

How a month later do you estimate the state of affairs in the region from the point of view of IT?

Igor Skobelev Earlier it was made quite a lot regarding provision of services to citizens - creations of the regional portal of state services and development of the multifunction centers. Now there is a work on typification. Some steps were executed in quantitative aspect, but not in qualitative, but at that stage of development they were necessary too. Now we will transfer it to a better stage, to develop and strengthen further.

What main strategic objectives face you in a new position?

Igor Skobelev The strategic objective – to provide better services to citizens and business regarding the public and municipal services, to strengthen those basic factors which are in our region. I mean, for example, agriculture, tourism, climatic conditions for life. It is necessary to make so that it was simpler and more convenient to live here, including, thanks to informatization, a high-quality communication, emergence of new services.

For example, a part of a perspective on tourism is not closed now. We will strengthen this industry that it was convenient to people to come to the region, to use those services which are here that people knew more in general not only about the coast, but also about other actively developing zones.

The priority industry directions, certainly, are also the health care, the social sphere, education.

Important also - to move towards federal initiatives which occur now: for example, regarding the Contingent system, Uniform State Health Information System, SIEI – implementations of the third version. We are going to interact more densely with federal level not to duplicate function.

What priorities?

Igor Skobelev Now I only plunge into activity and would not select yet any priorities because we will create the development strategy and IT in the region in general and also to study the separate industry strategy of IT.

Before your arrival in the region there was some strategy of informatization?

Igor Skobelev As the strategic document ours, I think, will become the first. In the region there is an adopted agenda "Information society of Kuban" which includes, including, programs of federal level. In my opinion, its optimization and adjustment taking into account the changing conditions is required, it is necessary to send it to more modern bed.

What term will the strategy of informatization be expected?

Igor Skobelev As envisioned, for 5-7 years. We take a medium-term, but not short-term outlook because in the field of informatization of the state the systemacity of approach is required. Of course, there are also tactical projects, but there have to be rails on which the region will move. Certainly, at the same time depending on an external environment strategy can be adjusted.

Within half a year I am going to complete development of strategy. So far it is discussed inside, but later we are going to submit it and for public discussion within public council at department, we will work with the leading institutes of development of the state and to adjust strategy proceeding from tasks which face the state.

Krasnodar Krai has the modest indicators concerning the IT budget (the 62nd place from 85 on an indicator of IT expenses on 1000 people of the population) and development of information society (the 55th place from 85 according to the rating of the Ministry of Telecom and Mass Communications). What places do you expect to take in these ratings in a year, through two?

Igor Skobelev Such ratings can be made differently. In these ratings only IT budgets of the executive authorities which are responsible for informatization are considered. In this case – Department of informatization and communication of Krasnodar Krai. At the same time, there are industry budgets on IT – budgets of executive authorities, but they are not considered here. How the structure and process of expenses on IT is organized, can differ in different regions. In Krasnodar Krai quite most part of expenses on informatization is concentrated directly in the industries. So vulgarly historically. In addition to interdepartmental budgets there are also municipal budgets.

We will aim at centralization, but not the budget, and management: we will control more architecture of the industry systems, technical specifications on projects, industry programs of informatization. Already there is a corresponding order of the governor obliging industry departments to approve all this with Department of informatization and communication. It will allow to reach the centralized management model step by step.

In 2015 industry budgets on informatization made about 1.5 billion rubles. On 2016 now I cannot call the amount, but in fight for efficiency of expenditure of budgetary funds, according to nation-wide policy, regarding some expenses the budget will for certain be reduced, and regarding the solution of strategic tasks of some directions, perhaps, he will grow up.

We will look at duplication of functions, on more dense interdepartmental interaction and exterritorial interaction – it is possible, to provide is centralized some services, and as I already spoke, to aim to pull together the federal and regional centers. Now the characteristic situation when regions live enough separately from federal initiatives, and communication with the federal center often has no operational character. I hope that we will make it more operational and positive.

Recently the government of Kamchatka, having announced the tender for updating of licenses of Microsoft, reported in justification that it is so dependent on products of this vendor that is not able to afford to use alternative solutions. How Krasnodar Krai is dependent on foreign software? Whether accept you the current situation or are going to change something?

Igor Skobelev Within the doctrine on import substitution we will move towards the free software and the Russian software which is included into the register. We will begin with the system software: from operating systems, office software. We will pass to application solutions further: let's analyze them and we will smoothly substitute import products. We will also consider and study DBMS free and Russian, without being limited at this PostgreSQL. Let's look at different solutions, the competition will take place.

We are going to prepare the system project on transition, we will make the feasibility statement on transition, migration process will begin after that. I think that our region in this plan will be representative.

At the moment open and Russian solutions are used in Krasnodar Krai a little: authorities, generally use Microsoft OS. Somewhere server OS of LinuxCentOS, by Ubuntu and others, but in very small amount are used. Purposeful work in this direction in the region was not conducted earlier.

I think, here we will take the French experience for an example. In 2012 France completely transferred all public authorities to Open Source. It became together with local key integrator – an analog of our Rostec. At them this project successfully came to the end, and now jobs of officials are implemented on the free software. In the current model of import substitution in Europe France ahead of all. They before all began to be engaged in it there and could implement this project successfully.

In conclusion of an interview - several questions of personal character. Igor, tell how you earned the first money? What did you spend them for?

Igor Skobelev I received the first money for dances at a wedding in the REGISTRY OFFICE. I then still studied at school. Spent them for leather Italian sneakers.

Where did you for the first time get the first managerial experience? How it was?

Igor Skobelev I, probably, got the first experience of management of collective when in the past I played sports and taught children to dance. It also took place still when I studied at school, and ended when I was 18 years old. If to speak about a labor activity in more adult years, about the first high-quality experience, then I received it in Alfa-Bank when I became the senior software engineer. This position included management of people: we serviced ATM network, connected them, put into operation, coordinated this work.

Kind of you characterized yourself from the professional point of view in three words?

Igor Skobelev Purposeful, steady, progressive.

What most of all irritates you? In, in people?

Igor Skobelev It is difficult to enrage me, but it is possible. In people I am irritated most of all, perhaps, by non-obligation and when do not keep the word. In myself – I do not even know. It is possible to tell that excessive optimism sometimes irritates, but with age it passes.

If you were forced all life to go to work under the same song what song you would select?

Igor Skobelev It depends on whether there is a speech about business career or civil service – music would be different. In the first case it would be something from the repertoire of Jamiroquai. Though, I think, and in a case with civil service it would be something from Jamiroquai too.

What would you be engaged in if you did not need to work?

Igor Skobelev Would travel, would raise the children, would find more time for family.
