2020: Start of rerelease of passports of the fan

Mintsifra on October 13, 2020 reported Russia that the campaign for rerelease of passports of the fan began. Passports are necessary for visit of matches of EVRO of 2020 in June-July, 2021 in St. Petersburg and also when using the passport for entry into the Russian Federation and departure from the Russian Federation without visa processing.

Holders of the valid ticket for EVRO 2020 or owners of an order number can confirm the passports of the fan given for the subsequent rerelease or order issue of the passport for the first time. The request for issue of the passport can be deleted in a personal account if plans for visit of matches changed.

Earlier issued and issued passports of the fan are invalid for visit of matches of EVRO 2020 and also entry into the Russian Federation and departure from the Russian Federation in 2021.

The ministry reminded that in connection with a pandemic of a koronavirusny infection (COVID-19) the Union of European Football Associations (UEFA) made the decision on transfer of matches of EVRO 2020 for a year. The tournament will take place on June 11 till July 11, 2021.

For visit of matches of World Cup 2018 1.83 million passports of the fan were ordered

On July 18, 2018 the Ministry of digital development, communication and mass communications of the Russian Federation announced that for visit of matches of the FIFA World Cup of FIFA of 2018 (World Cup 2018) of all 1.83 million passports of the fan (FAN ID) were ordered.

Citizens of Russia who ordered 987 thousand FAN ID became the most active users of passports of the fan. On the second place — citizens of China (68 thousand passports), on the third place — the USA (52 thousand passports). FAN ID enjoyed also wide popularity at fans of such countries as Mexico (44 thousand), Argentina (37 thousand), Brazil (35 thousand), Great Britain (31 thousand), Colombia (31 thousand), Germany (30 thousand), Peru (27 thousand).

1.83 million passports of the fan of FAN ID are ordered

Most often the passport of the fan was ordered by aged people of 25-34 years. At the same time a quarter of FAN ID ordered women. The age of 9% of the ordered FAN ID was less than 17 years. The most young fan of World Cup 2018 was born in June, 2018 in Russia. The citizen of the Russian Federation 1920 of year of birth became the most elderly fan.

In total in Russia 20 centers of issue FAN ID in the cities of holding World Cup 2018 and also in Krasnodar were open. In days of holding matches before stadiums tents in which it was also possible to be registered, receive or recover FAN ID were unrolled. Tents opened in six hours prior to the match and worked before the end of a match.

Entry into Russia on FAN ID is open for the foreign audience of World Cup 2018

The ministry of digital development, communication and mass communications of the Russian Federation announced that since June 4, 2018 the foreign audience of the FIFA World Cup of FIFA of 2018 (World Cup 2018) can drive to Russia by the passport of the fan without additional visa processing. For entry into Russia and departure it is possible to use the passport of the fan on the laminated form or an electronic form of FAN ID. The electronic form of the passport of the fan in the PDF format goes to the foreign viewer on the e-mail address specified at registration for receiving FAN ID. For pass on stadium the audience together with the ticket for a match should show the passport of the fan on the laminated form. That foreign audience who will drive on the territory of the Russian Federation on an electronic form of the passport of the fan needs to address to one of the centers of issue FAN ID in Russia and to receive the laminated form. Before World Cup 2018 matches at stadiums additional points of technical support of passports of the fan will open.

Opening of the center of issue of passports of the fan in Volgograd

The Ministry of Telecom and Mass Communications of the Russian Federation in February, 2018 announced opening of the center of issue of passports of the fan (FAN ID) of the FIFA World Cup of FIFA of 2018 (World Cup 2018) in Volgograd. Thus, in Russia nine centers of issue FAN ID — in Volgograd, Kazan, Kaliningrad, Moscow, Samara, St. Petersburg, Sochi, Nizhny Novgorod and Rostov-on-Don work already. In the center of issue FAN ID inhabitants of the region can be registered and receive ready passports of fans. The Russian Post began delivery of passports of fans

The Russian Post in December, 2017 announced the organization of delivery and issue to football fans of Russia and the world of the personified cards of the audience — FAN ID (Passports the fan) FIFA 2018 FIFA World Cup in Russia.

The passport of the fan — the document obligatory for all audience of matches of the FIFA World Cup of FIFA 2018 in Russia, necessary for pass on stadium. The passport of the fan is made out free of charge. It represents the small laminated form containing personal data of the owner and the photo.

Delivery of passports of fans FIFA 2018 FIFA World Cup in Russia will be performed for fans by free of charge custom "Parcel post of the 1st class with the inventory of an investment" across the territory of Russia and the custom registered small packet for receivers in other countries.

The Russian fans of the FIFA World Cup of FIFA 2018 in Russia can receive departures with an investment of the passport of the fan in the selected departments of a mail service in 140 cities of Russia on presentation of the identity document of the receiver. It is necessary that the identity document, matched at execution of the request for obtaining the passport of the fan and when obtaining the passport of the fan.

For execution of the passport of the fan it is necessary to undergo registration procedure on the website fan-id.ru and to select an option of obtaining the passport by mail. Passports of the fan of FAN ID ordered nearly 480 thousand viewers

According to data of the Ministry of Telecom and Mass Communications of the Russian Federation, for visit of matches of the Cup of confederations of FIFA of 2017 which passed from June 17 to July 2 nearly 480 thousand passports of the fan, or FAN ID were ordered. Citizens of Russia ordered 90% of all passports: among them — residents of more than 1700 settlements, including St. Petersburg, Kazan, Moscow, Sochi, the Moscow region, Krasnodar, Samara. Further in decreasing order fans follow from Chile, Mexico, Ukraine, Germany, Uzbekistan, Belarus, Kazakhstan, the USA, China, Nigeria, England, Armenia and Tajikistan. In total in the list more than 100 countries from all continents.

Since June 7, 2017 citizens of the foreign states drove in the Russian Federation on FAN ID without execution of visas. Points of technical support were open for them: in To Moscow (the international airports Sheremetyevo Domodedovo Vnukovo, Sankt-St. Petersburg Pulkovo (international airport), Adler (Sochi International Airport) and Kazan (international airport Kazan). Technical support was also performed at automobile and sea check points.

By the passport of the fan electronically to Russia 13 thousand foreign citizens drove. Then the audience received FAN ID on the physical medium.

By the beginning of matches of the Cup of confederations of FIFA of 2017 in Russia 11 stationary city centers of issue of passports of the fan — three in St. Petersburg, on two in Moscow, Sochi and Kazan, on one — in Krasnodar and Kaliningrad worked. Only in Russia more than 25 thousand fans used services of Russian Post, according to department. Registration of the audience in the centers of issue FAN ID took 6-8 minutes, issue of the passport — to 3 minutes.

Among the fans who ordered passports — 70% of men and 30% of women. The most numerous group of fans was provided in an age group 25-34 years — 35%. 13% of the received FAN ID were younger than 17 years, 2% — are more senior than 65 years.

System testing of identification of football fans is held

On May 18, 2017 the Ministry of Telecom and Mass Communications of the Russian Federation announced system testing of identification of football fans at a match Rubin — CSKA. The match is defined as test by the Government of the Russian Federation and was held in Kazan on May 17, 2017.

2016: I-Teco is appointed by the only contractor on creation of a system of identification of fans

The I-Teco company the order of the Government is appointed by the only contractor on creation of a system of identification of fans of the FIFA World Cup of 2018, reported to TAdviser two sources in federal bodies in November, 2016.

The order about appointment carries a signature stamp "For office use" therefore in open access it is not published, interlocutors specified.

I-Teco should develop a system of accounting of passports of fans (Fan ID), to approve with all interested departments and to organize services on printing, issue and delivery of documents and also rules of their application during the World Cup. The centers in all cities of holding a tournament should be open for certification.

Costs for creation of a system, according to one of interlocutors of TAdviser, can exceed 5 billion rubles. The second says that it is about the amount of 4.3 billion rubles. The main part of this money will go to a service component.

The system of identification should earn in 2017 from the Cup of confederations (should take place from June 17 to July 2, 2017 in Russia).

For foreigners of Fan ID will provide visa-free entry into the country, and to all fans in the presence of tickets for matches - an input on stadiums, the Minister of Communications Nikolai Nikiforov said in April, 2016.

As envisioned by the Ministry of Telecom and Mass Communications, for obtaining the document fans will be able to be registered on the special website of a system of identification fan-id.ru.

It is entrusted to I-Teco to develop the system of identification of fans of the FIFA World Cup and also to print and issue more than 2 million certificates to the audience

Appointment of I-Teco as the only contractor of the project without holding competitive procedures is proved by the successful experience of creation of a similar system which is available for the company for the Olympic Games in Sochi in 2014, explains a source of TAdviser.

Under the contract with the organizing committee of Sochi 2014 I-Teco created an automated system of registration of the audience, was responsible for the organization of work of 18 centers of registration of the audience and issue more than 800 thousand passports of the fan and uniform admissions.

Besides, the integrator was engaged in implementation of the single identification system (SIS) on the basis of radio-frequency technologies, provided services of a power supply on electronic vouchers, the postponed and mobile printing and also gave technical support in mode 24х7. The cost of the contract did not reveal.

To the FIFA World Cup, as expected, more than 2 million passports of fans will be produced (about 1 million from them - for foreigners). 600 thousand more certificates are going to be produced for the audience of the Cup of confederations on soccer which will pass in 2017 and within which the system of identification is supposed to be tested.

In May, 2016 the CEO of the organizing committee Russia-2018 Alexey Sorokin during the meeting of committee on defense and security of the Federation Council said that plans of creation of a system of identification of fans raise questions and big concern at the International Federation of Association Football (FIFA), wrote the TASS agency.

The FIFA has a huge concern for comfort of fans and for risk of scaring away of fans from the World Cup in Russia, - Sorokin added. - Also the FIFA is afraid of failures of a system because will be as the organizer of the event responsible for these failures and will incur costs at submission of claims from fans

With the purpose to check a system in case it is also going to unroll it in 2017 on the Cup of confederations.

The Ministry of Telecom and Mass Communications announced on November 8, 2016 signing between Russia and FIFA of the memorandum of understanding which regulates application of a system of identification.

Preparation for start of a system of passports of fans and discussion of conditions of its use with FIFA were carried out by the Ministry of Telecom and Mass Communications of the Russian Federation and the Ministry of Sport of the Russian Federation together with colleagues from other departments, since last year.
