Was born on March 17, 1980 in the village of Novotitarovskaya of Dinsky district of Krasnodar Krai. In 2002 graduated from the Kuban state agricultural university.
Career
In 2002 - 2011 Sergey Pavlov worked in Federal Treasury Department (FC) for Krasnodar Krai where there passed the way from the specialist of department of the software and automation to the head of information technology.
In November, 2011 it was appointed the head of department of information systems of FC. Pavlov passed into central office of treasury after Sergey Guralnikov who in 2010 became the deputy manager of FC, and earlier directed its Krasnodar management.
In Facebook social network Pavlov specified the position in FC in a profile as Chief Information Officer (CIO).
2017
Dismissal and detention
In May, 2017 on the website of Federal Treasury information on the head of department of information systems was updated. According to the updated data the post of the chief was held by Valery Kansuzyan, and information on Sergey Pavlov disappeared from the website.
At the same time, in the data on the income of heads of FC published on May 22, 2017 Pavlov appeared the head of department. According to the declaration, its income in 2016 was 6,912,606 rubles, having reduced in a year by 340 thousand rubles.
Two interlocutors of TAdviser familiar with Pavlov claim that it was delayed together with Sergey Guralnikov in the middle of May, 2017. The fact of the case on which officials are delayed are not known to TAdviser.
Arrest on suspicion of group fraud
Sergey Pavlov and Sergey Guralnikov were arrested under the resolution of Moscow City Court on May 13, the Kommersant newspaper[1] reported on May 31, 2017[1]. Sources of the edition are specified that along with officials the chairman of the board of directors of Sirius IT company Roman Pavlov and her chief executive Alexander Litvinov were delayed.
All four are accused of violation of Article 159 of Part 4 of the Criminal Code of the Russian Federation (the fraud committed by organized group or in especially large size). Read in more detail here.
