2018: Preliminary results of the Smart City project
On July 10, 2018 the Rostec state corporation published preliminary results of the Smart City project which is implemented in Rybinsk of the Yaroslavl region.
Within the project Rostec installed in Rybinsk 250 energy saving street lamps, part of them – remotely operated, allowing to regulate lighting depending on time of day. A number of intersections of the city were equipped with traffic light objects which automatically change an operation mode depending on a road situation with the help of the sensors "sewed" under a roadbed and which are reading out automobile traffic.
After installation of the upgraded traffic light objects capacity of intersections grew by 15%, the road accident number decreased by them six times, at the same time on the equipped sections of roads any case of road and transport injury rate was not registered. Power saving due to installation of energy saving lamps in absolute digits made about 100 MW in annual terms. Energy costs for street lighting decreased by 35%.
"The first results of a pilot project clearly demonstrate advantages of modern digital technologies in management of city infrastructure and formation of the comfortable urban environment. Full-scale implementation of the similar systems allows to reduce energy consumption on street lighting by 50–55%, to increase capacity of roads by 23%, to increase a passenger traffic in public transport by 15% and also to considerably increase the level of public security". |
Within the next stage of the project in Yaroslavl the network of cameras of photovideo fixing of violations of traffic regulations on five key road objects prepares for start. Cameras will define the facts of traffic offenses: exceeding of the high-speed mode, failure to provide advantage to the pedestrian at the crosswalk, driving on an inhibit signal of the traffic light, driving of vehicles through a roadside and departure on a band of oncoming traffic.
Also in the loaded tourist points of the capital of the region navigation steles with a connectivity to free network Wi-fi, obtaining the travel info, hotel booking and information transfer about disorderly conduct are established.
The pilot project is implemented according to the agreement signed by Rostec State corporation and the government of the Yaroslavl region. As a part of State corporation as the contractor the child holding "Schwabe" at the coordinating role of NPO Konversiya acts. The program of implementation of "smart" solutions in the Yaroslavl region is financed by Rostec State corporation without attraction of financial resources of the regional budget.
2017: Start of the pilot ecosystem project "Smart City"
State Corporation Rostec the government of the Yaroslavl region in June, 2017 signed the agreement of intent of implementation of the ecosystem project "Smart City". The project will become the first "pilot" project within activity of NPO Konversiya. The preliminary estimate of realization value of the project makes about 3.5 billion rubles. From Rostec the agreement was signed by the CEO of State corporation Sergey Chemezov, from area – the acting as the Governor of the Yaroslavl region Dmitry Mironov.
Preparation of the Project for implementation will be performed by NPO Konversiya. The organization specializes in stimulation of development of civil productions based on the MIC organizations. The concessionary agreements signed between the Government of the Yaroslavl region and the special project companies created for the purpose of project implementation should become a priority form of project implementation.
The pilot project of "The smart city" will include in itself the following elements: "The light city" (installation of LED lighting with intellectual management); "Intelligent transport system" (implementation of the systems of photo video of fixing of violations, weight and dimensional control, with command center an IT system); "Safe city" (systems of video of monitoring and notification of the population, uniform center of rapid response); Ekomonitoring (installation of sensors and sensors and also transmission media of data, formation and organization of work of the park of the unmanned aerial vehicles (UAV) and kopter); "Tourism development" (implementation of the IT system aggregating information on region sights, development and deployment in operation of a uniform tourist smart card with the transport application).
"The modern intelligent systems and the equipment developed and made by the enterprises of Rostec mainly within conversion programs in the best way answer requests of the cities and regions of Russia on creation of ecosystems of 'the smart cities'. About 70% will be made by a share of products of defense industry enterprises in the total amount of the project. In the current configuration project cost is about 3.5 billion rubles. About 80% of investments will be made by debt financing, about 20% will be attracted in the form of private investments", – the director of special orders of State Corporation Rostec Vasily Brovko said. "The smart city" – one of key complex projects of Rostec, and at us is already experience of implementation of elements of this project in such cities as Ulan-Ude, Nizhny Tagil, Moscow, Havana and others. In particular, implementation only of one direction of the project ─ "The light city" ─ in Nizhny Tagil shows annual saving tens of millions of rubles due to electricity consumption reduction more, than on 20 million kW a year.
"We are going to implement together a unique pilot project "The smart city". Its purpose – improvement of infrastructure, increase in security, improvement of the ecological environment in the Yaroslavl region using application of modern intelligent systems", ─ were told by the acting as the Governor of the Yaroslavl region Dmitry Mironov. "Within the project creation of a centralized system of data analysis about a status of the urban environment is provided. It will be directed to the most important spheres: health care, transport, security, services, public administration. Implementation of technologies of "The smart city" will significantly improve technology infrastructure of the cities of the Yaroslavl region, and, eventually, will lead to quality improvement of life of people".
The Russian President Administration together with market participants develops the federal program "50 smart cities of Russia - 2025" which start is planned for 2018. The Smart City project implemented in the Yaroslavl region can be the ready-made solution for implementation of the similar program.
