NPO Konversiya

On June 2, 2017 the State Corporation Rostec and Vnesheconombank signed the agreement on creation of joint venture – NPO Konversiya which will provide transition of technologies and products of defense industry enterprises in civil segments and promotion of hi-tech civil products in domestic market. The agreement on the PIEF fields was signed by the CEO of Rostec Sergey Chemezov and the Chairman of Vneshekonombank Sergey Gorkov.

NPO Konversiya is created according to order of the Russian President Vladimir Putin about conversion of defense industry enterprises in connection with end of the main stage of modernization of the Armed Forces of the Russian Federation and gradual decrease in state defense order after 2018. The Ministry of Industry and Trade of the Russian Federation as the regulator and Vnesheconombank as the state institute of development is responsible for process of conversion.

The Ministry of Industry and Trade developed the road map according to which till May 30, 2017 it was necessary to create the commercial organization for promotion of civil products of defense industry enterprises in the Russian and international markets. As a result based on subsidiary of State Corporation Rostec ─ National Center of Informatization (NCI) LLC and JSC Federal Center of Project Financing (FCPF) is created by LLC NPO Konversiya.

Detection of requirements of the market and search of opportunities for promotion and sales of products of defense industry enterprises, their analytical maintenance, assistance in attraction of financing for conversion projects and to implementation of ecosystem projects, in particular "The smart city", "Electronic health care", Industrial Internet, etc. will become key functionality of joint venture.

Besides, the joint venture will promote formation of demand for civil products of defense industry enterprises, promotion of domestic production of a MIC in the market of B2G, to development of non-productive employee competences, first of all in marketing, industrial design and analytics.

The defense industry enterprises working with state defense order will become key customers of services of NPO Konversiya. At the same time NPO Konversiya will build up the relationship with other profile enterprises, including with state corporations, private structures and institutes of development.

As of July 10, 2017, NPO Konversiya already conducts work on selection of projects on the following perspective directions:

• "The smart city" within the Digital Economy of Russia program;

• iatrotechnics and medical equipment;

• solution of environmental problems;

• power;

• information and communication technologies;

• civil mechanical engineering.

Principle of selection of projects following: before selection and preparation of pilot projects on a number of strategic directions the enterprise carried out the analysis of the markets; one of key selection criteria of projects is the possibility of involvement several defense industry enterprises, high potential of import substitution and entry into the new markets and also technology and price advantage at once.
