Quorum. GIS GMP adapter

"GIS GMP adapter" — the connected module of the software package "SIEI Integrator" — allows to organize operational interaction through SIEI between bank and the State information system about the state and municipal payments (GIS GMP) at payment acceptance for rendering the public and municipal services, the payments which are income sources of budgets of a budget system of the Russian Federation and also other payments in the cases provided by federal laws according to requirements of the federal law of 7/27/2010 No. 210-FZ "About the organization of providing the public and municipal services".

Interaction types with SIEI services

• Transfer of the message about the accepted payment and obtaining the receipt on acceptance of the message.
• Adjustment of earlier transferred message about payment.
• Cancellation of earlier transferred message about payment.
• Request of charges and receiving the answer for a request.

Selection and verification of messages about the accepted payments for sending to GIS GMP

Selection of documents is made by coincidence of the account of the receiver and a BIC of payee bank to the corresponding masks specified in reference books of the adapter.

Depending on the information security policy accepted in bank document transfer from the core banking system in the adapter can be made through web services of the adapter, a call of stored procedures in the database or by file exchange.

The documents loaded into the adapter undergo formatno-logical control in the course of which filling of obligatory fields, ranges of permissible values is checked, control of structure of the UIN fields, the identifier of the payer, etc. is made.

Monitoring and process management of transmission of messages in GIS GMP

Sending messages and requests can be performed in the automatic or manual mode. In the automatic mode (the main mode) in the presence of messages in queue on sending the adapter without participation of the operator opens a communication session with GIS GMP service in SIEI according to the set schedule and performs transmission of messages. In the manual mode the adapter creates a message queue on sending, and sending to SIEI is made at the command of the operator.

If in the course of sending messages there is an emergency situation, the adequate notice by e-mail automatically goes to the system administrator and other interested persons according to the made settings. In particular, the adapter can react to the following situations: a communication session open error about SIEI; error of transfer/acceptance of the message; exceeding of answering interval on a request; termination of validity period of the digital signature certificate, etc.

The special web interface constructed on the basis of status model of messages is developed for monitoring of messages as a part of the adapter (see fig. below). The interface allows to control in real time a status of message queues and to react quickly to emergence of faulty situations.

• management of access rights on the basis of a role model;
• maintaining event log (user interoperability layer) and system magazine;
• management of digital signature certificates;
• settings of notification system about faulty situations;
• settings of the schedule of communication sessions about SIEI.

2017: Updating according to formats 1.16.4

The Kvorum company announced on August 23 implementation of completions in the product "GIS GMP Adapter" of the software package "SIEI Integrator". Upgrade is carried out for the purpose of support of changes according to the formats of version 1.16.4 approved by Federal Treasury on June 30, 2017 and which are becoming effective on October 2, 2017.

Now in the GIS GMP Adapter the opportunity for work with the following types of identification documents appeared:

• The Russian Federation citizen passport which is the main identity document of the citizen of the Russian Federation outside the territory of the Russian Federation, including containing the electronic medium of information;
• Certificate on providing provisional asylum in the territory of the Russian Federation;
• Certificate on consideration of the petition in essence.

Besides, the completions concerning change of formats, types, checks and the list of possible values of a number of fields are executed.

On October 2, 2017 the electronic service GIS GMP functioning in the single System of Interdepartmental Electronic Interaction (SIEI) according to formats of version 1.16.3 will be updated to formats of version 1.16.4. For the clients of Kvorum company participating in interaction with GIS GMP, the possibility of setup of information systems according to relevant formats is provided beforehand.
