On the basis of public-private partnership, the CRPT implements a system of digital labeling and tracking of goods in Russia and the EAEU. The center was determined by the single operator of the experiment on the labeling of tobacco products, develops the technology of digital code without a special carrier, traceability of goods throughout its life on the market, organizes the localization of the production of equipment for labeling, works on the creation of a single catalog of goods, participates in the creation of the concept of labeling and traceability for the Eurasian Economic Union, is engaged in the production of fiscal drives for online cash registers.

2019

Digital Labeling Partnership Agreement with Siemens

On September 25, 2019, the Center for the Development of Advanced Technologies (CRPT) announced the signing of a strategic partnership agreement with Siemens in Russia. The document was signed by the general director of the CRPT Andrei Kirillov and the director of the Digital Production department of Siemens in Russia Zhanna Shalygina.

Siemens will act as a partner of the CRPT in the field of digital and methodological solutions for the labeling and tracing project for a number of product groups, primarily industrial ones. The companies plan to jointly create competence centers within the labeling ecosystem, conduct research and development work.

CRPT will provide Chinese business with information on the labeling system

The operator of the state information system for digital labeling and tracking of goods, the Center for the Development of Advanced Technologies, and the Chinese company Tsikhan signed an information partnership agreement. The purpose of the partnership is to provide Chinese businessmen with verified information about the marking and tracing system.

The companies plan to create an information channel for the exchange of information about goods between importers from the People's Republic of China and the operator of the labeling system, to jointly develop and promote training materials for manufacturers and trading companies on labeling shoes and light industry goods.

The Center for the Development of Promising Technologies in April 2019 was appointed operator of digital labeling of all goods

Previously, the CRPT acted as an operator of pilot labeling projects in various industries. From June 1, 2019, the company should become the operator of the fur marking system instead of the Federal Tax Service.

By April, 10 product groups are subject to mandatory labeling: tobacco, perfume, shoes, tires and pneumatic tires, cameras and flash lamps, as well as five groups of light industry products.

According to Vedomosti, until July 2019 - when packs of cigarettes without a digital brand will be prohibited from being produced - there is a transition period so that manufacturers and retail outlets can register in the system. But it was not clear exactly where to register: the government delayed for more than a month with an order to appoint an operator of the labeling system.

Investments in the creation of a digital labeling system for goods were estimated at at least 250 billion rubles. There were no injections of budget funds into this project. The IT system is created on the basis of public-private partnership (PPP), which excludes the costs of the state for its creation and development, increases the speed of implementation, minimizes possible risks.[1]

Experiment on labeling perfume and toilet water, cameras and flash photos

On January 23, 2019, the CRPT reported that the Ministry of Industry and Trade proposed to conduct an experiment on labeling perfume and toilet water, as well as cameras and flash lights from March 1 to November 30, 2019. The ministry published a draft government decree on this for public discussion.

Among the goals of the pilot projects are testing the possibilities of using the technology of applying a means of identification, developing proposals for amending the legislation of the Russian Federation, regulating the production and circulation of cameras, flashes, perfumes and toilet water.

The Center for the Development of Advanced Technologies (CRPT) for January 2019 began work on a pilot project in the perfume industry with the support of market participants. In December 2018 and January 2019, CRPT specialists examined the production sites of 7 Russian perfume producers, in the near future - another 5 production facilities.

As of January 23, 2019, the Center for the Development of Advanced Technologies is completing testing of the processes of applying identification tools in its laboratory. After that, the operator will begin installing test equipment at the sites of manufacturing companies. The test results will be presented in the design and expert group at the Ministry of Industry and Trade.

The optimal marking method for each commodity group will be determined in conjunction with the business during the pilot project. The basic scenario is to use the Data Matrix code as a technologically reliable, fairly simple and cheap marking method. Other methods can be used, in particular, in logistics - decisions will be made jointly.

CRPT actively conducts consultations with business, determining the optimal options for introducing a labeling system, taking into account the specifics of business processes of the industry. The operator organized four meetings of the working group with players of the perfume market, in which 25 companies took part. Also, two meetings of the design and expert group under the Ministry of Industry and Trade took place, the participants of which were 15 market representatives. One of the popular ways to communicate with business was webinars, which gathered 111 companies. At the same time, a working group with integrators, suppliers of IT solutions for the industry is successfully functioning.

We are actively negotiating with manufacturers and importers of both perfumes and cameras, creating appropriate working groups. Regular meetings with business representatives were organized on the basis of the Ministry of Industry and Trade, CRPT and RATEK Association. This practice will continue. As calculations and expert estimates show, as a result of the introduction of labeling and tracing, it is expected to reduce the cost of products for consumers by reducing the costs of manufacturers, expanding their sales market as a result of washing out unscrupulous competitors from it.

Sale to Peter-Service of a 50% stake in CRPT LLC to YuSeM Technologies

In December 2018, Peter-Service JSC ceased its participation in subsidiaries by selling a 49% stake in the authorized capital of PS ST LLC (Peter-Service Special Technologies) and a 50% stake in the authorized capital of the Center for the Development of Advanced Technologies LLC (CRPT) UEseM Technologies Limited Liability Company[2]since 25.08.2020 it has been renamed YuSeM Marking LLC, as of September 2022, 100% of the company belongs to USM Holdings holding ).

Shoe labeling experiment

From June 1, 2018, an experiment on labeling shoe goods will begin in Russia in order to combat their illegal circulation. The corresponding government decree No. 620 was adopted on May 30, 2018 and posted today on the website government.ru. The document states that the experiment will last until June 30, 2019.

Marking shoes will make it possible to track and stop cases of illegal production, import and sale of shoe goods. This, in turn, will lead to the fact that all taxes and customs duties will be paid from goods, explained on the government's website[3].

An experiment on labeling tobacco products will be held in Russia from January 15 to December 31, 2018

The idea of ​ ​ conducting an experiment on electronic labeling of tobacco products in the Russian Federation was positively perceived by cigarette manufacturers, some retail chains also expressed their readiness to participate in testing. It is not yet clear what the new brand will be on the pack, but tobacco companies are calling for a simple and inexpensive technical solution.

An experiment on labeling tobacco products with "means of identification" will be held in Russia from January 15 to December 31, 2018, a government decree on its implementation was published on the website of the Cabinet of Ministers on Tuesday. Launch of serial production of equipment to protect drugs from counterfeit

As part of the development of "digital" healthcare, Rostec State Corporation announced on October 16, 2017 the launch of serial production of equipment for labeling drugs. The Center for the Development of Advanced Technologies has been appointed the project operator. The volume of investments in the project, according to the industrial director of the radio electronic cluster of the State Corporation Rostec Sergei Kulikov, exceeded 20 million euros.
