2018: Presentation
The first Russian social network for professional contacts of Skillsnet is started on March 15, 2018, the head of Federal Service for Labour and Employment of the Russian Federation (Rostrud) Vukolov Vsevolod on TASS platform where the presentation of this project took place reported on Thursday.
"The main thing what we aim at that citizens used this tool to show the qualification. To understand, where to increase it. Of course, it is focused first of all on youth", - he told[1].
According to Vukolov, about 14 million rubles are spent for start of this project.
The head of department told that Skillsnet will give the chance to select the employer, places of training and a training.
According to him, young people will open the profile in social network, large and medium-sized enterprises will be able to place the offers on employment and a training. Also participants of social network will have an opportunity to communicate about where it is better to work, study and train.
The American business social network LinkedIn - Skillsnet analog - was blocked by Roskomnadzor in November, 2016 for violation of the law about a personal data storage of Russians. The law "About Personal Data" became effective on September 1, 2015. It obliges both the Russian, and foreign companies to perform a personal data storage of Russians in the territory of Russia.
2013: Project plans
In March, 2013. The Ministry of Labour and Social Protection (Ministry of Labor) is going to start in the pilot mode new features for candidates for civil service and HR departments of a number of federal authorities on the federal portal of the managerial personnel. As it appears from the materials published by Ministry of Labor on February 21, 2013 in addition to placement of the summary on the portal candidates will also be able to submit documents for substitution of vacant positions in electronic form and here to undergo primary qualification selection on the selected vacancy.
The attached documents are electronic passport copies, the diploma, the service record and the statement - the staff of HR departments which, in turn, will have an opportunity to attach tests for professional compliance of the candidate of the selected position to vacancies will be able to see from personal accounts.
The potential employer will be able to inform the candidate via the portal on results of qualification testing and verification of documents or by e-mail.
12 federal agencies among which –the Office of the Federation Council,the Ministry of Health,Minenergetiki,the Federal Customs Service,Federal Road Agency,Rosrybolovstvo participate in approbation of the new scheme. On the course of a pilot project they will monthly report to Ministry of Labor.
According to plans of department, the pilot project will last till August, 2013 After its end is going to develop projects of the regulatory legal acts providing implementation of this system in practice of activity of state agencies. The Ministry of Labor notes that further it can be implemented in all federal authorities and also in state agencies of the Russian subjects.
