Biography
Alexey Rukavishnikov was born in 1976.
He graduated from the Ural State Vocational Pedagogical University with a degree in Computer Engineering.
He began his professional career as a leading specialist in the management systems department of Uralelektrotyazhmash.
Later he was engaged in information technologies at industrial enterprises, in the field of telecommunications and banking services.
In 2011, he became director of the state budgetary institution of the Sverdlovsk Region "Electronic Government Operator." Under his leadership, a unified information and communication infrastructure of the government was created in the Middle Urals.
In 2016, Alexey Rukavishnikov was appointed to the post of Deputy Minister of Transport and Communications of the Sverdlovsk Region, where he was responsible for a block of issues in the field of communications and information technology.
In 2017, he took the post of director of the regional department of informatization and communications. The head of the Sverdlovsk region made the decision to create this department in the government structure in the same year in connection with the approval of the Digital Economy program. As director of the department, Rukavishnikov worked for a little less than a year, after which he left this post in July 2018.
In April 2019, Alexei Rukavishnikov was appointed to the post of general director of GKU Mosgortelecom, a subordinate structure of the Moscow DIT. It acts as the operator of the Moscow city video surveillance system, manages the operation of the city's telecommunications networks, monitors the state of the ICT infrastructure in real time.
Before Rukavishnikov, Alexander Troshenkov held the post of general director of Mosgortelecom.

He is fond of snowboarding, mountain biking and martial arts.
