Biography

In 1998 he graduated from the Academy of the Federal Security Service with a degree in Jurisprudence.

He was an adviser to the General Directorate of the International Fund for Economic and Social Reforms "Reform." Then he went to work in the Basic Element Group of Companies, where he held the positions of chief specialist of the Department of External Relations, adviser to the deputy general director, adviser to the department for interaction with state and public organizations.

He served as assistant to the president of the Russian Union of Industrialists and Entrepreneurs and at the same time was the deputy head of the tax committee.

Since 2008, he worked at the Ministry of Economic Development of the Russian Federation.

From 2012 to 2014, as Deputy Minister of Economic Development of the Russian Federation, he coordinated work in the field of economic issues in the development of sectors of the socio-cultural sphere, social and labor sphere, social insurance (including medical and pension), demographic policy, social partnership, and social responsibility of business. Directly prepared proposals for the forecast of the socio-economic development of the Russian Federation.

Belyakov S.Yu. as the main tasks for the ANPF names the stability and predictability of the rules of the game for market participants, increasing the level of pension provision for all Russians and creating conditions for the development of NPFs, since this is an ecosystem for the development of the pension savings market.

In 2018, he was elected to the Council for Professional Qualifications of the Financial Market.

Since 2016, he has been the head of the Alliance of Pension Funds Association of Non-State Pension Funds.

In 2018-2021, he headed the Association of Retail Companies (AKORT).

From 2021 to 2024, he held the position of managing director at Ozon, where he was responsible for implementing initiatives related to the development of electronic commerce.

Sergey Belyakov joined the team of the Cyberus Foundation as a Partner. The company announced this on February 6, 2025.

In this role, he will lead the direction for interaction with state authorities, and will also be responsible for the implementation of strategic projects for the development of the cybersecurity industry.
