Biography

In 1998 graduated from Academy of Federal Security Service in Law.

Was the adviser of general directorate of the International fund of economic and social reforms Reform. Then passed to work into Basic Element Group where held positions of the chief specialist of department of external relations, the adviser to the deputy CEO, the adviser of management for interaction with the state and public organizations.

Held a position of the Assistant to the President of Russian Union of Industrialists and Entrepreneurs and at the same time was a deputy manager of tax committee.

Since 2008 worked in the Ministry of Economic Development of the Russian Federation.

Since 2012 - 2014 as the Deputy Minister of Economic Development of the Russian Federation performed coordination of work in the field of economic problems of development of the industries of the welfare sphere, social and labor sphere, sphere of social insurance (including medical and pension), population policy, social partnership, social responsibility of business. Performed direct preparation of offers for the forecast of social and economic development of the Russian Federation.

Belyakov S. Yu. as the main objectives for ANPF calls stability and predictability of rules of the game for market participants, increase in level of provision of pensions for all Russians and creation of conditions for development of NPF as it is an ecosystem for market development of pension savings.

Since 2014 holds a position of the Chairman of the board of National association of the Agencies of investments and development (NAAIR). Since 2017 is a part of Public council at the Ministry of Finance of the Russian Federation, Council of financial market, Board of Directors of JSC RAEX.

In 2018 it is chosen in Council for professional qualifications of financial market.
