Medical command center affairs of the Mayor and Government of Moscow, state unitary enterprise

As of September, 2017, as a part of Medical command center with affairs of the Mayor and the Government of Moscow 15 divisions, including clinic and first-aid posts in Moscow and also sanatorium in Moscow area and the Crimea work.

2012: Entry into the structure of Medsi

On April 5, 2012 it was announced that Medsi Group (Medsi) Ltd and SUE Meditsinsky center Upravleniya delami Mera i Government of Moscow (SUE), a large departmental complex of the treatment-and-prophylactic enterprises of the capital, began process of consolidation of the assets based on Medsi.

Task of the new united company "Medsi" - to create a single system of delivery of health care of a full stroke, having provided the high quality standards and advanced technologies of treatment of patients. The company will involve the international experience and examination of the leading industry partners to creation of an effective and modern management system for medical institutions in Russia. Use of the advanced foreign practice in investment of means into medicine and in operational efficiency of medical institutions will allow to create qualitatively new industry solution which can be scaled in the Russian medicine further.

"Cardinal improvement of level of medical care in Russia requires attraction of modern foreign medical experience and progressive ideas, - the Mayor of Moscow Sergey Sobyanin emphasized. – Successful implementation of the latest technologies of treatment and management of the medical enterprises is impossible in one single clinic even if and locating financial provision. Radical transformation of the domestic medical sphere is possible only in case of scaling of the best practices. The Government of Moscow and AFK "Sistema" take the first step to finding of new experience, creating the large platform for working off of modern methods of treatment and the organization of medical care in domestic medicine".

Unique experience which will be got by Medsi when implementing the joint project with the Moscow state unitary enterprise will give the chance to create a scalable solution of new generation in medicine".

Within the transaction of Medsi initiated an additional share issue on the closed subscription for benefit of two participants: State unitary enterprise and the special legal entity registered in the eurozone through which the investments in Medsi will be made by investment funds. Will tender the assets in the form of property with the market value of 6.043 billion rubles as payment of additional shares of state unitary enterprise, and as a result of the transaction will receive 25.02% of shares of the united company. The state unitary enterprise will enter shareholder rights of Medsi after transfer on balance of the company of all approved medical assets that it should come to the end until the end of 2012.

The second participant of additional issue will pay stocks of Medsi with money in the amount of 6.035 billion rubles and will become the owner of 24.98% of stocks of the united company. Investment funds will act as financial investors of the project; their funds will be allocated for implementation of an investment program of the united company, including repair, upgrade and retrofitting of medical institutions of Moscow and also regional development of Medsi network.

After implementation of the transaction AFK "Sistema" providing business and assets of Medsi as the platform for integration will have 50% of stocks of the united company.
