The organization was created for the provision of services, the formation, functioning and development of the National System of Qualifications in the field of telecommunications, postal communications and radio engineering, including by supporting socially significant projects and initiatives in this area, as well as coordination between employers and scientific and educational organizations, state authorities and other communities.

History

2018: Creating a Communication SEC

By letter dated 31.05.2018 No. NSPK-44/01 No. Chairman of the National Council under the President of the Russian Federation for Professional Qualifications (NSPK), President of the RSPPAlexander Shokhin notified the Ministry of Labor and Social Protection of the Russian Federation about the creation of the Council for Professional Qualifications in the field of Telecommunications, Postal Communications and Radio Equipment (abBre) Thus, the 31st industry council appeared in the National Qualifications System of Russia.

The organization with the powers of the SEC was the International Academy of Communications (IAU), and IAU President Anastasia Ositis was approved by the Chairman of the Council. Her candidacy was approved at a meeting of the NSPK, held in March 2018.

The powers of the SEC communications included: monitoring the labor market, ensuring its needs for qualifications and vocational education; development and updating of professional standards and qualification requirements; organization of an independent qualification assessment for a certain type of professional activity; Conducting an examination of federal state educational standards of professional education, exemplary basic professional educational programs and their projects, assessing their compliance with professional standards, preparing proposals for improving these standards of professional education and educational programs; organization of vocational and public accreditation of the main professional educational programs, the main vocational training programs and (or) additional professional programs.

To solve the problems in the key areas of activity of the SEC communications, four working groups were formed as part of the council:

  • Group No. 1 is responsible for developing and updating professional standards;
  • Group No. 2 - for monitoring the labor market, requirements for qualifications, the emergence of new professions, changes in names and lists of professions; development, updating and organization of application of the industry framework of qualifications and qualification requirements; development of professional qualifications;
  • Group No. 3 - for the development of evaluation kits and the organization of independent qualification assessment centres (including the establishment of a Commission to empower and monitor the performance of the Qualification Assessment Centres and the Appeals Commission);
  • Group No. 4 - for the application of professional standards in updating federal state educational standards (GEF) and professional training programs for workers and employees, the development of exemplary basic educational programs, as well as basic professional educational programs and additional professional programs; application of professional standards in the updating of GEF higher education; Professional and public accreditation of professional educational programmes.

The creation of the Professional Qualifications Council will allow EMPLOYERS to identify qualified employees, accelerate the adaptation of employees in the new workplace, reduce the duration of their training, optimize business processes; The State to increase the role of professional communities in the development of professional qualifications, create conditions for the participation of workers in continuing education, evaluate and improve the quality of vocational education, and ensure GDP growth due to increased labor productivity; A WORKER to obtain official recognition of his professional qualifications, to ensure his career growth and increase wages, to increase the prestige of his specialty in the labor market, to facilitate employment, especially graduates of educational institutions and temporarily unemployed citizens.
