The idea of creating the International Academy of Communications and realizing its objective need arose in the period 1992-1994, when there were turning points and irreversible phenomena of perestroika of both the Russian Federation as a whole and in the Svyaz industry. The Svyaz industry has moved from a purely subordinate position in comparison with the branches of the military-industrial complex to an independent and self-sufficient industry, which has become one of the prominent sectors of the country's economy.

Officially, the International Academy of Communications (IAU) was registered by the Ministry of Justice of the Russian Federation (Ministry of Justice of Russia) on March 7, 1996. In 2006, on July 18, the Academy was re-registered as the International Public Organization "International Public Academy of Communications." The short name remained the same - IAU. The Presidium and IAU headquarters are located in Moscow, Russian Federation.
