BFT-Holding completed the project for the development of the information system for managing the budget process in. Leningrad Region This was announced by BFT-Holding on April 18, 2024. The scope of application electronic document management within the framework of the implementation of the provisions of Order Ministry of Finance Russia No. 61n has been expanded and the processes of exchange information between the system components have been modernized by creating a system for centralized storage of electronic documents, their files investments and electronic signatures.
Within the framework of the project, the subsystem of electronic document management (EDM), implemented on the basis of the 1C product, was integrated into the Subsystem of budgetary accounting of institutions (PBUU ). In addition, the processes of information exchange between the components of the IS "Budget Process Management of the Leningrad Region" were modernized by creating a centralized storage of electronic documents, their attachment files and electronic signatures.
During the project, a subsystem for storing electronic documents (PCB) was created on the basis of the solution "BFT. Storage of electronic documents (BFT.ED)," which ensured the centralized storage of electronic documents and investment files during information interaction between the Regional Automated Information System "State Order of the Leningrad Region," Budget Planning Subsystem, Budget Execution Subsystem and PBU. And also the subsystem of the PBUU of the information system "Budget Process Management of the Leningrad Region" was finalized - the integration of the subsystems of EDM and accounting was implemented.
The seamless integration of the EDM and accounting subsystems implemented within the framework of the rework of the PDMS subsystem of the information system "Budget Process Management of the Leningrad Region" ensured the possibility of interactive access to the Budgetary Accounting Subsystem of institutions from the EDM subsystem for all participants in document flow processes, including participants in processes that are not users of the PDMS. As a result, the subsystems deployed in the region give budgetary institutions the opportunity to compile, submit and sign electronic documents, accept electronic primary accounting documents for accounting, maintain electronic accounting registers according to the unified regulations in accordance with the order of the Ministry of Finance of Russia dated 15.04.2021 No. 61n and in accordance with the internal rules of document management established in the institution.
When implementing the project, several important conditions were also taken into account: a large number of geographically distributed subordinate institutions of different industry affiliations, the need to unify business processes and train a large number of users in a short time, the introduction of new functionality without stopping accounting and reporting processes.
This project was another successful step towards the digitalization of the infrastructure of the budget process of the Leningrad Region. Its successful completion is the result of the well-coordinated work of field specialists responsible for the implementation. About 300 government organizations have gained access to paperless document management tools that meet all regulatory requirements. In the first 8 months of operation, more than 19 million electronic documents were added to the storage system, the volume of which amounted to about 5 TB. And thanks to the unloading of transactional systems, the time of the data transfer process has decreased significantly. All this makes it possible to minimize the routine manual work of specialists, reduce the time for receiving, routing and sighting documents, and also allows you to save on courier services, servicing office equipment and consumables, - commented Roman Markov, First Deputy Prime Minister of the Leningrad Region. |

The Finance Committee of the Leningrad Region summed up the results of the use of a comprehensive automated system for managing the budget process of the Leningrad Region. This was announced on August 13, 2018 by the BFT company.
For several years, the region has been operating a comprehensive automated system "Budget Process Management of the Leningrad Region" (AIS UBP LO) based on the software products of BFT - "ADC-Finance" and "ADC-Planning." As of August 2018, 217 municipalities and more than 4,000 users work in the system.
During the project, the integration of the AIS UBP LO with the automated information system "State Order of the Leningrad Region" (AIS GZ LO), created on the basis of the "ACK-State Order" of the "BFT" company, was carried out. The need for interaction between the two systems was due to the mandatory linking of all processes related to procurement and the electronic budget of the region. Municipalities were also connected to the regional procurement system . The integration of existing systems has made it possible to achieve a number of positive changes. For example, it became possible to control procurement plans (according to the amendments to Part 5 of Article 99 of Federal Law No. 44 FZ). Since in the Leningrad region control was implemented both at the regional and municipal levels, a significant improvement in the quality of planning and execution of procurement costs was achieved.
In the near future, the Committee plans to expand the information system "Open Budget of the Leningrad Region" by creating the internal part of the portal. This closed section of the portal in 24/7 mode will provide up-to-date budgetary and financial information available only for internal use by the heads of state authorities of the Leningrad Region.
