Kaliningrad regional oncological center

The oncological center in the Kaliningrad region — an object which is supposed to build in the settlement Springs of the Guryev city district, near Kaliningrad on section in 5 hectares. It is going to put an object into operation at the same time no later than December 25, 2020.^[1]

According to official figures, the structure of future oncology center will include clinic on 300 visits per shift, a hospital on 200 beds of the round-the-clock and day stay, diagnostic department and department of radiation therapy, six operating rooms.

The number of staff of staff of medical institution by estimation will be 558 people, including 68 doctors.

As of October, 2018, the tender on construction of oncology center is announced, but the contractor of the project is not defined yet.

The conclusion of the government contract on construction of oncology center is blocked by FAS Russia

On October 11, 2018 there was information that FAS Russia again prevented the conclusion of the public contract on construction Kaliningrad oncological of the center. It suspended determination of the supplier according to the results of a repeated auction though the supplier was elected by a tender committee at the end of September.

The complaint of US-200 LLC company which came to antimonopoly service to which it was refused participation in biddings on an absence reason of documents which would confirm its experience of execution of similar works was the reason. "US-200" will try to prove through FAS that it was illegally debarred from an auction.

The similar situation with blocking of FAS of the conclusion of the government contract was observed on August 30 — according to the results of the first auction which was recognized cancelled. Then complaints on antitrust violation within biddings sent a number of the commercial organizations to service.

As noted, US-200 LLC and the Artel LLC company announced by the winning bidder participated in construction of the same objects, and Artel acted as the contractor of the partner of "US-200". Such objects were the apartment house in Dmitrov and the NMITs body of Blochin in Moscow. The last price offers of these two firms at the auction which took place in September, 2018 matched (according to the Government of the Kaliningrad region, the final cost of the government contract was reduced initial by 4.266 billion rubles to 4.202 billion rubles).

The Kaliningrad media express opinion on possible affiliation of two companies and doubtful reliability of the documents submitted by them. Besides, Artel did not submit timely bank guarantee and the contract with it as a result was not signed.

"US-200" also submitted the application for participation in the previous auction which had to take place at the end of August, however the competitive agency recognized requests of participants not conforming to requirements, and biddings cancelled.^[2]

The contractor of the project of construction of oncology center is defined

On September 28, 2018 on the website of the Government of the Kaliningrad region the message that the company from Moscow area of Artel LLC became the winner of the held electronic auction was published.

In total three applications, one of which is recognized the auction documentation which is not conforming to requirements, were submitted for participation in this purchase.

The starting (maximum) price of the contract was more than 4.266 billion rubles. During trading there was its decrease by 1.5 percent therefore suggested price was 4.202 billion rubles.

Publication of the notification on repeated running an electronic auction

On Monday, September 3, 2018, on the website of state procurements the notification on running an electronic auction on construction of the oncological center in the settlement Springs of the Kaliningrad region is published.

Applications for participation are accepted till 11 a.m. local time on September 20, 2018. The auction will take place on September 24, 2018. Its results will be summed up till September 27, 2018.

The initial cost of the contract is 4 billion 266 million 441 thousand 310 rubles. An object is financed from means of federal and regional budgets.

According to documentation the contractor undertakes to put an object into operation no later than December 25, 2020.

The customer of an auction the state-funded health institution "Oncological Center of the Kaliningrad Region", as the coordinating body — the regional Ministry of Health acts.^[3]

FAS considers a number of complaints on biddings to the right of construction of oncology center

On August 30, 2018 it became known that the Federal Antimonopoly Service of Russia (FAS) considers several complaints on tendering on construction of the oncological center in the Kaliningrad region at once. Information on electronic platform the RTS tender demonstrates to it.

"Signing of the contracts on an auction is blocked by regulatory authority" — it is specified in the notification. In it the list from five complaints which came FULL FACE from the commercial organizations to the period from July 23 to August 27 is separately published.

On August 27 the regional competitive agency had to sum up the tender results, however there is no relevant protocol on the website of state procurements still. At the same time on the RTS tender it is reported that the contractor was selected, however the company name is not mentioned.

The press service of the government of the region confirmed what for August 30 of the complaint to antitrust violations considers FAS, however terms of solutions found it difficult to sound. They are not in electronic archive of department yet.^[4]

The auction for the choice of the contractor of the project of construction of oncology center is recognized cancelled

On June 28, 2018 the tender for the choice of the contractor of the project of construction of the regional oncological center was announced, however already on August 30 it was recognized cancelled. As explained in the competitive agency of the region, all requests which arrived on participation in an auction were recognized not conforming to requirements of documentation.

Applications for participation were submitted by two companies. Originally official website of state procurements reported advantage of one of those who offered the smaller amount for execution of works, and the company name was not announced. However three days later, at final summing up, biddings were recognized cancelled because of "mismatch to the requirements set by documentation on an electronic auction, all second parts of applications for participation in it".

So, the Moscow US-200 LLC could not confirm experience of performance of contracts on construction works in the last three years. The company did not provide permission to commissioning of four body and [[[data warehouse|storage]] of radioactive waste of scientific research institute of Children's oncology and hematology of NMITs of N.N. Blochin in Moscow, did not confirm execution of works on reconstruction of sport center and the pool in the joint sanatorium and Desna holiday house of the Executive officer of the President, did not apply all document package on construction of multi-storey apartment houses.

The second participant — Medical Unix Company LLC from Yekaterinburg — did not document the right to work at the objects connected with use of atomic energy.

At the end of August, 2018 signing of the contracts according to the results of an auction was blocked by antimonopoly department in connection with the complaints to violations of conditions of purchase, including to consolidation which arrived from the companies in one lot of purchase of the medical equipment and furniture.

The leaders of area are going to announce a repeated tender till September 5, and to sum up its results — at the end of the month. As of 3 sentyarya the notification on an auction on is published.^[5]
