"Web Consolidation" — the complete solution on automation of the centralized collecting and consolidation of the reporting using web technologies.

The solution is intended for the organization of a centralized system of collecting, consolidation and the analysis of the reporting in web technology. At the same time the centralized system of the reporting can be unrolled at any level of the power: federal, regional, municipal, departmental.

2019: Components. Functionality. Goals and Objectives

Structure and functionality:

  • Cloud computing
    • The software package can be unrolled on servers of Internet service provider. In this case the software and infrastructure are provided as service. The Internet service provider is responsible for smooth operation of hardware, and specialists of NPO Christa provide administration of the software

  • Full-function web client

    • All functionality of the solution placed on the uniform server is available to users through the Internet observer (Mozilla Firefox, Google Chrome). Installation of the additional application software on workstations is not required.

  • The optimized traffic

    • There is no need for loading, whether to unloading of synchronization of data: changes become available right after preserving. Traffic between the web client and the server is optimized and averages 1 MB/hour.

  • Cross-platform

    • Server databases, the application server and clients of a system can function on any modern operating system of the corresponding modification: MS Windows Linux Ubuntu etc. In quality DBMS can be used Oracle, PostgreSQL and other modern database servers supporting connections from Java-applications. The cross-platform allows to unroll a system on the free software and to receive significant economy on licenses.

    • Filling of the summary (consolidated) report on the basis of the corresponding reports subordinate and own reporting
    • Report generation on the basis of the given other account: in other form or for the last period
    • A possibility of correction of the amounts of the summary (consolidated) report without making changes in initial reports

    • An exception of the interconnected indicators when forming the summary and consolidated statements
    • Adjustment of total sums of the report on lines, columns and separate cells

    • Interactive control of the entered value, the offer of suitable options of substitution of value from the reference book
    • Check of intra uniform and interuniform control ratios, formation of the protocol of verification of the report, storage of results of the last check
    • A possibility of reconciliation of indicators of reports of financial bodies and territorial authorities of Federal Treasury (control with reports 0503151, 0503152)
    • A possibility of reconciliation of indicators of reports of the main managers and subordinate financial bodies regarding transactions with interbudget transfers and budget credits (control of references 0503125)

  • Analysis of the reporting

    • Analytical selections according to the reporting for any reporting periods in the set cuts and in dynamics
    • Disclosure of any total sum of the report, including on all hierarchy of reports subordinate, indication of potential errors
    • Comparison of indicators of the report with analogichy indicators for the last period

  • Management of collecting of the reporting

    • Determination of regulations of providing reporting: forms and terms of the reporting depending on level and a role of the subject of the reporting

Purposes and tasks of the solution:

  • Financial body, OGV, OMSU, organizations:

    • Quality improvement of collecting of the reporting thanks to application of uniform rules (standards) of formation and verification of the reporting

Use of the accounting program as autonomous (off-line) of the client is possible. As the independent client of a system AS Estimate — the program for accounting of the public (municipal) institutions and authorities acts. At the same time AS Estimate receives metadata of forms of the reporting and control ratios from the system server, interprets them and presents in the form of the user interface.
