New IT camps appear in Ugra. This was announced on August 28, 2023 by the Department of Information Technologies of Ugra.
Ugra is a region where IT camps have been created on the ancestral lands of the indigenous peoples of the North since 2018. On average, about 100 km separates them from other settlements, access to communication facilities is difficult and there is no access to public services. The installation of satellite communication equipment and cellular amplification successfully solves these issues.
In 2023, access points to the Internet to are planned to be installed on 8 camps of Beloyarsky, Surgut, Nefteyugansky and Nizhnevartovsky districts, in which 156 people live.
As of August 2023, equipment has already been installed in 5 territories of traditional nature management in the Surgut and Nizhnevartovsk districts, where 44 people live.
At the end of the work in 2023, the total coverage of the project over 6 years of implementation will be about 3450 people living in 77 IT buildings. And this is 69% of the indigenous peoples of the North, leading a traditional lifestyle in the camps.
2022
The first "green IT camp" appeared in Ugra
At one of the camps of the Berezovsky district of the Khanty-Mansi Autonomous Okrug-Ugra, not only the Internet appeared, but also solar panels. This was announced on September 15, 2022 by representatives of the Department of Information Technologies of Ugra.
It is not easy to get to the camp of Alexander Goloshubin at any time of the year, so the issue of communication here has always been very relevant. In winter, residents get from Sosva by snowmobile, and in summer in 40-50 minutes by water.
In 2021, as part of the IT camp project, an Internet access point was installed at this camp. The gasoline generator was responsible for the power supply, the operation of which could not provide constant power to communication equipment.
At the request of Alexander Goloshubin, employees of the Department of Information Technologies of Ugra carried out a set of works to ensure the uninterrupted operation of communication equipment.
In September 2022, an autonomous power supply system using solar panels and storage batteries was installed and put into operation on this remote territory of traditional nature management.
The Green IT Camp project is the first in the district. Six months later, in the spring of 2023, the operation of the autonomous power supply system will be analyzed and conclusions will be drawn about the advisability of its further distribution at the IT towers of Ugra.
Launch of 16 IT camps in Nefteyugansk, Surgut, Nizhnevartovsk and Kondinsky districts
Employees of the Department of Information Technologies of Ugra, together with representatives of telecom operators, actively work in the summer months to install equipment in the territories of traditional nature management. This was reported by the Department of Information Technologies of Ugra on August 19, 2022.
Since the beginning of 2022, 16 IT camps have been launched in the Nefteyugansk, Surgut, Nizhnevartovsk and Kondinsky districts, where 283 people live as of August 2022. In order for residents to have the opportunity to access the Internet, equipment is installed to strengthen cellular communications or satellite equipment. Often it is possible to deliver it only by helicopter, because the camps are surrounded by swamps and are far away in the taiga. By the end of 2022, the project will cover 3250 people living in 163 territories of traditional nature management or 69 IT buildings. This makes up about 67% of the indigenous peoples of the North, leading a traditional lifestyle in the camps.

Over four years, 49 IT camps have been created in remote hard-to-reach areas of traditional nature management, in which 2950 people live.
The first IT camps in the district in 2022 will appear in the yurts of the Pavlovs and Petrovykh Nefteyugansky district. In total, by the end of the year, 20 new IT camps will be launched in Ugra in the Nefteyugansk, Nizhnevartovsky, Beloyarsky, Surgut and Kondinsky districts. Equipment for strengthening cellular communications will be installed on 13 of them, satellite equipment will be installed on seven shelters. As a result, 304 people will be able to access the Internet, of which 132 are children.
Which territory of traditional nature management will be able to obtain the status of an IT camp is decided by the interdepartmental commission. Applications from residents are preliminarily collected and considered by specialists. In 2022, 50 applications were considered, of which only 20 were approved. The necessary criteria for approval are permanent residence in camps, occupation of economic activities, mining and reindeer husbandry, as well as the presence of children. 2021:26 IT camps created in Ugra
On February 2, 2021, the Department of Information Technologies of Ugra announced that 26 IT buildings had been created in Ugra - the implementation of a project to eliminate digital inequality continues in the region. The county became the first territory where access to broadband Internet is provided by residents who are nomadic and engaged in traditional crafts.
The pilot site of the project in 2018 was the Vasily Pyak camp in the Beloyarsky district. In 2019, access points appeared at 8 more shelters in Beloyarsky, Surgut, Nefteyugansky, Nizhnevartovsky and Berezovsky districts. In 2020, 17 additional access points were installed, and for the first time the geography of the IT camp project was replenished by the Khanty-Mansiysk and Kondinsky districts.
IT camp or in a different way - the access point is designed for several camps, each of which has more than one family. All these residents can come to the place of installation of satellite equipment or equipment for strengthening cellular communications and use the Internet access service. As of February 2021, thanks to the IT-camp project, 2,200 residents of 123 territories of traditional nature management have such an opportunity, and this is 48.2% of indigenous peoples leading a traditional lifestyle in the camps.
This project is not only access to the Internet, but also training. Tutors from among the local population, according to the developed instructions, teach users basic digital competencies: how to use computer equipment, search engines, e-mail, receive public services, etc.
Thanks to the creation of IT buildings in 2020, the digital educational project "School School-Garden" was developed. Preschoolers and elementary school students from among the indigenous peoples of the North can study without leaving the camps. Such an opportunity appeared in Beloyarsky, Surgut and Nizhnevartovsky districts.

2019: How reindeer herders of the North are connected to internet services
In 2019, within the framework of the IT-camp project, it is planned to provide the opportunity to access the Internet to 1,450 people from 54 territories of traditional nature management in the Khanty-Mansi Autonomous Okrug-Yugra. This was announced by the regional department of IT and digital development (Depinformtechnologies of Ugra) in April 2019.
The IT camp is the place of residence of the indigenous peoples of the North with the equipment for broadband Internet access installed on it. Here, indigenous people can, without leaving the camp, receive state and municipal services in electronic form, visit the websites of authorities, sports, cultural and other institutions, as well as undergo distance learning. There is also an opportunity to take part in important regional events in the format of video conferencing, explained in the Department of Information Technologies of Ugra.
The pilot site of the project was the Vasily Pyak camp on the territory of the Numto natural park in the Beloyarsky district. In September 2018, equipment was installed there that provides satellite broadband Internet access. Since that moment, 10 video conferencing sessions have been held to train Vasily Pyak to work with the public services portal.

Only 10 people live in the first IT camp in Russia, but about 100 people of the nearest 5 territories (camps) can use Internet access.
The camps of reindeer herders Stepan Kechimov and Klim Kanterov in the Surgut region will become the next "IT camps." 55 people live in these territories, but thanks to two access points, 480 residents from 22 nearest camps will be able to access the Internet.
The Department of Information Technologies of Ugra clarified that the use of the Internet is free for residents of the camps.
Depinformtechnology is responsible for the technical part of the program and training of the indigenous peoples of the North. The Department of Internal Policy of the Autonomous Okrug and the Department of Subsoil Use and Natural Resources also take part in the project.
The project is being implemented with the participation of ANO "Salvation of Ugra." It allocates money for the implementation of the project in 2019. For 2020 and beyond, it is planned to put money for this project in the budget. The IT camp event is planned to be included in the program of the Department of Politics of Ugra "Sustainable Development of Indigenous Minorities of the North."
