The minister of IT and communication of the Rostov region Herman Lopatkin - about digital transformation and creation of "superservices" in the region

From September 10 to September 11 in Rostov-on-Don there will take place the IV All-Russian conference on a subject: "Information security and import substitution". Its main objective – exchange of experience on specifics of work in the field of information security in public authorities and also establishing contacts and business cooperation between regions of Russia in the field of data protection. The organizational partner of a conference - the Russian developer of the certified software in the field of information security of Infotecs. In the run-up to the conference the minister of information technologies and communication of the Rostov region Herman Lopatkin told about the topical issues connected with digital transformation and about how to ensure information security, in an interview of TAdviser.

I Think that in 2020 the share of users of the portal of state services in the Rostov region will reach not less than 90%

Herman Anatoliyevich! Whether there is in the Government of the Rostov region and in general in the region a digital transformation and if yes, that in what it is shown? What its main objectives and stages?

Herman Lopatkin: In 2019 implementation of the new May decree of president No. 204 on the national purposes and strategic problems of development began. Within implementation of this strategic directions in the Rostov region are approved passport 48 of regional projects, including the passport of the regional program "Digital Development of Economy of the Rostov Region".

As digital transformation affects all priority branches of the economy and the social sphere, including health care, education, the industry, agriculture, construction and financial services, respectively, all regional authorities within the competence are engaged in its implementation.

The Mininformsvyaz of area pays the main attention to development of the Internet in the Don region. Without the Internet rendering modern services to the population is impossible. Now high-speed access to network provides all medical organizations of the state-owned and municipal property. In 2021 all medical and obstetrical centers and the educational organizations will be connected to the Internet.

Process of providing electronic services is constantly optimized. Our task – to reduce the number of the documents required for receiving service and also terms of its receiving. The events directed to implementation of digital services and technologies in everyday life of citizens, business, executive authorities and local government are at the same time held.

What percent of residents of the Rostov region is registered on the portal of state services (in a Unified identification and authentication system)? What indicator you are going to reach by the end of 2019?

Herman Lopatkin: For the last years implementation of the decree of President of Russia No. 601 was a priority question in the Rostov region. The region systematically provided its implementation regarding increase in "a share of the citizens using the mechanism of receiving the public and municipal services electronically". The Rostov region annually took the leading position in the Southern Federal District.

It agrees to data Rosstat, published in March, 2019, in the Rostov region the 601st decree of the president is executed. Total value of an indicator made 78.4%, having exceeded planned for 8.4%.

Within the May decree of the president No. 204 it is necessary to provide transition of citizens to mainly electronic interaction with the state. With respect thereto we continue development of digital public and municipal services, functions and services. And demand for electronic services and services constantly grows. Only for last half a year the number of users of the portal in the Rostov region increased to 80% (2.9 million people).

I think that in 2020 the share of users of the portal of state services in the region will reach not less than 90%. Not for nothing the Rostov region is considered one of leaders in the IT sphere – our inhabitants are active and aim at innovations.

The federal authorities conduct active development of so-called super-services – complex state services. And how the situation with complex services of the regional level is? What services can appear in such format, first of all?

Herman Lopatkin: The digital agenda was already actively included into life of most of inhabitants of the region. More than 60% of adult citizens daily use different Internet services: from online movie theaters and Internet purchases to navigation applications. Now the main objective, as at the federal, and regional levels – consolidation of services in complex services in life situations.

Today the working groups on creation of "superservices" with participation of representatives of regions are created. From the Rostov region about 30 people enter into the working groups. Now in work of 25 priority "superservices", among which: execution of the European Accident Statement, social help, provision of pensions, entering a higher education institution, digital construction, health care and so forth.

Until the end of 2019 two of them will be already started. Citizens will be able to issue within seconds online the European Accident Statement in case of road accident and also quickly to lift all limits for trip abroad, having paid the debts and penalties.

Whether you develop pro-activity of state services? Give examples, tell about plans.

Herman Lopatkin: Proaktivny is called the mode when public services begin to be rendered to the person just upon receiving by it the right to them - without filing of applications from its party. Now we work on a pilot project. In plans at us development of mobile application with the integrated expert system. A system will carry out the analysis using the interactive assistant and to perform "address" rendering services.

In other words, having studied needs of the citizen, a system will create recommendations about receiving suitable service depending on "life situation" of the applicant, relying on statistics of earlier received services and polling data. Here instead of declarative approach notifying approach at which the citizen is beforehand notified on a possibility of receiving by them this or that service or service is implemented.

Self-training system. Over time the developed algorithms will allow to predict the need for electronic services and to inform citizens on the appeared opportunities.

Online provision of services – absolutely automatic, without the need for personal visit of authorities and participation of specialists will become the next short story in the field of electronic services. The result will be issued to the applicant also electronic.

What dynamics of internal visits of citizens to departments? Whether you reduce their number?

Herman Lopatkin: As you see from the data provided by me, our region already surely passes to an electronic format of interaction with the state. And, both regarding receiving services, and regarding appeals to authorities. Mainly citizens use two main channels: portal of state services or MFC.

Since the beginning of year inhabitants of the region order more than 1 million electronic services. To reduce number of appeals to authorities on the portal of state services the possibility of the pre-judicial appeal is created. It can be, for example, violation of terms of providing service, failure in documents acceptance or wrongful acts of officials.

Recently we implemented the mechanism of quality evaluation of electronic services. It allows our inhabitants to estimate and give a feedback.

Also on the regional portal of the government it is possible to register in interactive acceptance to the governor, or to leave the address in "An electronic reception of citizens". Using the Internet transfer of the address from any city, the area and the rural settlement of the Rostov region became possible. Now it is not necessary to come personally and to stand in a queue to transfer the address. Also we study a recording capability on acceptance in the organization using mobile application.

What key indicators of development of MFC? Whether the MFC network interacts with infrastructure of the electronic government of the region? (In some regions operators of MFC help inhabitants to be registered with a Unified identification and authentication system and to receive services through EPGU).

Herman Lopatkin: The MFC network of the region actively interacts not the first year with infrastructure of the electronic government, performs data exchange through the system of interdepartmental electronic interaction, actively participates in development of electronic services, including within registration and confirmation of the identity of citizens in a Unified identification and authentication system.

Since 2015 1.5 million people addressed for confirmation of an account in MFC of the Rostov region.

How do you estimate development of infrastructure of electronic state services at the federal level (ESIA, SMEV, EPGU)? What directions of development do you consider the most demanded?

Herman Lopatkin: In general the platform of the electronic government is already built: the portal of state services is developed, the Single system identifications authentications of users is implemented, electronic cooperation is established.

At the Russian portal of state services the biggest traffic among all state portals in the world - about 1 billion visits in 2018. In a Unified identification and authentication system 80 million accounts are registered, in a system there take place 4.5 million authorizations a day. Through SIEI daily there pass 100 million protected legally significant transactions.

At the federal level for the next six years in the field of development of electronic services the following main priorities are defined: consolidation of services in "superservices" - a range of services in one click, obtaining result in a digital form, and not just submission of the electronic statement, rendering services in real time.

I consider the demanded direction development of national payment instruments and stimulation of cashless payments, including when receiving electronic services. Canceling of a banking fee at payment of penalties of traffic police on the portal of state services by the World cards will become the first step. Today the banking fee at payment of penalties of traffic police makes 0.7%. Holders of the World cards will be able to save and pay only penalty cost. The project is promised to be started until the end of June.

I see further development of the portal in commercial use of this infrastructure. It both implementation of useful services for business, and providing data from the state systems to the business companies for creation of services by them for citizens.

What situation with availability of the Internet in budget organizations – schools and medical institutions, first of all? What plans for its connection?

Herman Lopatkin: For last two years the work on connection to the high-speed Internet of medical institutions of area is completed. In total 335 medical institutions are connected.

The work on providing with high-speed access to network of the educational institutions used as points of holding the unified state examination is completed.

Further work will be conducted according to the federal draft "Information Infrastructure" of the national program "Digital Economy of the Russian Federation".

Until the end of 2021 it is going to connect to the high-speed Internet all medical and obstetrical centers of the Rostov region and the educational organizations implementing programs of the general and secondary professional education. Connection of other socially important objects (fire brigades and fire posts, local police stations, local government authorities and others) is going to be performed until the end of 2024.

Whether you expect that digitalization will lead to reduction of number of officials in the government of the Rostov region?

Herman Lopatkin: I want to note that within digitalization of reform are inevitable. One of the parties of optimization of the device of officials is an increase in the pay level of work of government employees to a competitive level in comparison with other leading professions where the young and perspective personnel goes more willingly. And within digital economy we need young and active specialists.

In return, I want to note that sense of digitalization not in substituting mankind with machines. They, certainly, will undertake a large number of various typical transactions. But how process, everything that the artificial intelligence can today was typified, is to offer the standard, earlier already made by the person decisions.

Digitalization inevitably creates risks in information security field. What main directions of minimization of these risks in the Rostov region?

Herman Lopatkin: Digitalization is of great importance for social and economic stability of our area. On the other hand, increase in volumes of "digitization" - when all transactions or services happen in digital space - in proportion increases risk of modification and unauthenticity of the provided information.

In the modern world "falling" of one servers or information system from computer attacks can lead to economic or social collapse.

For risk minimization we pay attention to protection against cyberthreats of regional information resources, public communication networks and also a national segment the Internet. Special attention is aimed at providing protection of personal (personal) these citizens.

Today information resources and the systems of the Rostov region have the necessary level of protection. We apply only the certified information security tools of the leading Russian manufacturers, our specialists have necessary skill level which constantly increases.

But at the same time we annually fix the avalanche growth of the computer attacks on information resources of the region and perfectly we realize that it is impossible to be satisfied with what has already been achieved. Each our delay in development of an information security system of the region is an additional opportunity for cyber-malefactors.
