On May 12, 2023, the Prosecutor General's Office of the Russian Federation announced that the Odintsovo City Court of the Moscow Region had sentenced in a criminal case against the former deputy director of the Federal Penitentiary Service of Russia Valery Maksimenko. He was found guilty of abuse of office (part 3 of article 285 of the Criminal Code of the Russian Federation) and receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation). For Maksimenko, a punishment of nine years in prison in a maximum security penal colony has been determined.

As the investigation established, from July 1, 2018 to December 31, 2020, Maksimenko, holding the post of deputy director of the FSIN, received a bribe from the owner of one of the commercial organizations in the amount of more than 2 million 168 thousand rubles "in the form of illegal provision of property services." We are talking about a country house with paid rent. In exchange, agreements were concluded with the company controlled by the entrepreneur for the construction of facilities for the Federal Penitentiary Service of Russia.

The case file also says that in 2018-2019 Maksimenko, knowingly knowing that FSUE US North Caucasus Federal District does not have the necessary resources to carry out construction and installation work, ordered the territorial bodies of the Federal Penitentiary Service of Russia to conclude state contracts with this enterprise in the amount of 3.6 billion rubles in order to further sign subcontracts with the companies of the aforementioned entrepreneur.

Maksimenko's actions led to the breakdown of 19 state contracts, and FSUE suffered damage in the amount of more than 330 million 83 thousand rubles. In addition, as the Prosecutor General's Office of the Russian Federation emphasizes, a blow was dealt to the authority of the FSIN.

In addition to the prison term, Maksimenko will have to pay a fine of 43 million 378 thousand rubles. He is deprived of the right to hold positions in the public service and in local self-government bodies related to the exercise of organizational, administrative or administrative powers, or the functions of a government representative for a period of 11 years. The court also satisfied the civil claim of the Prosecutor General's Office to recover from Maksimenko over 330 million 83 thousand rubles in compensation for the harm caused.[1]
