Development contract of model of the digital polling precinct
The Avtomatika concern announced on October 3, 2019 State Corporation Rostec signing with the Central Election Commission of the Russian Federation of the development contract of model of the digital polling precinct and production of a prototype. Work will take place in several stages and as it is supposed, will be completed in March, 2020.
By the Uniform voting day on September 13, 2020 it is going to make 1000 complexes including terminals and other devices for carrying out digital vote.
The Avtomatika concern and Russian CEC signed the contract for accomplishment of research developmental work during which it is going to conduct researches, development and approbation of a complex of organizational technical solutions for ensuring providing vote to citizens of an opportunity on elections on digital polling precincts for vote in the place of their stay outside the territory in which they have active voting rights — the CEO of Avtomatika Concern Vladimir Kabanov told. |
Works are carried out for the purpose of development of the opportunities given by Mobile Voter service according to point 16 of Article 64 of the Federal law "About Basic Guarantees of Electoral Rights and the Participation Rights in a Referendum of Citizens of the Russian Federation". If necessary the concern will create several options of a prototype of a complex for digital vote.
Within the order of the government according to which the Avtomatika concern is determined by the uniform contractor by equipment of digital polling precincts production by forces of concern of 1000 complexes of technical means of digital polling precincts, to 2021 — 4000 more is planned for 2020. In total by 2021 it is going to create 5000 digital polling precincts — Vladimir Kabanov added. |
Experiment on digital vote
On September 8 in Moscow there took place the experiment on digital vote — 30 digital polling precincts equipped with terminals for vote from Avtomatika concern of State Corporation Rostec opened.
During elections products of concern worked reliably, without failures. Terminals allowed the residents of territorial subjects of the Russian Federation who are in Moscow to take part in the elections which were taking place in their regions.
For vote on digital sections about 2 thousand people were attached and 1726 voters voted.
Ensuring work of 30 digital polling precincts on September 8
For the first time an opportunity to vote in Moscow on the digital sections equipped with terminals for vote of Avtomatika Concern of Rostec State corporation will be received by voters from regions where there will take place a by-election of deputies of the State Duma and heads of regions. In the uniform voting day on September 8 terminals will work at 30 Moscow sections, reported on September 6, 2019 in Avtomatika concern.
The pilot project allows to take part in elections to inhabitants of regions which for any reasons in the voting day will be in Moscow. The terminal conducts the automated counting of votes, fixes results of vote and creates the report with data on vote. Development of Avtomatika concern guarantees the high level of protection against external interferences.
The terminal of Avtomatika concern participates in a pilot project which is designed to expand possibilities of voters. On digital sections in Moscow the inhabitants of regions who are this day in the capital – on work or on vacation, for the first time will be able to select the governor or the deputy using digital technologies. The voter needs to be attached to digital section, convenient for it, only in advance, and then to come there with the passport on September 8 — the CEO of Avtomatika Concern Vladimir Kabanov said. |
20 territorial subjects of the Russian Federation participate in an experiment: from Far East (Sakhalin) to Kursk region and St. Petersburg in the West, from the Astrakhan region in the south to Murmansk region in the north.
The terminal can be used for simultaneous elections of all levels — municipal, regional, federal. According to the federal law of 5/29/2019 No. 102-FZ "About carrying out an experiment on vote on digital polling precincts …", the device will become basic component of digital polling precincts which will be unrolled in Moscow in the uniform voting day on September 8.
The platform of the terminal is built on microcontrollers which programming is performed at the time of assembly of the device that excludes intervention in a system on the polling precinct, emphasized in concern. During the interelective period the terminal can be used for questioning, carrying out sociological researches and referenda.
