RSVO started the pilot of an end-to-end system of the notification about emergency in the Lipetsk region

2019: Pilot project of implementation of UPAK RSVO

On October 11, 2019 it became known that in Yelets (Lipetsk region) opening of a pilot zone for testing of an end-to-end system of health and safety and the notification of the population took place. The control node of a system appeared based on universal hardware and software system (UHSS). UPAK PCBO allows to integrate all subsystems for management within one the automated workplace (AW). SOFTWARE a complex it is adapted for work on domestic to the operating system Astra Linux.

RSVO unrolled a pilot project in uniform dispatching service of the city on duty. As explained in the press service, the end-to-end system of security consists of several subsystems. Entered it the inside subsystem of monitoring of the dangerous natural and technogenic phenomena tracing disturbing events a subsystem of intellectual video surveillance, informing the operator a subsystem of decision support, a subsystem of local informing and the notification on the basis of loudspeakers and sirens and visualizing space data geoinformation subsystem.

The enterprise has yet no final information on costs as the project - pilot and so far extra works on it are conducted. Nevertheless, as reported in the press service of the enterprise, UPAK RSVO already passed the state tests and is recommended for application for creation of warning systems of regional, municipal and local levels. Further a system will be implemented in other areas of the Lipetsk region and the regional center, and later - in the territory of other territorial subjects of the federation.

As envisioned RSVO, SVI should be based on three principles: the floor notification (on floors install loudspeakers), the notification in house adjoining territories (loudspeakers set on access group of the apartment house) and the apartment notification (informing inhabitants using subscriber tubes of access on-door speakerphones without their retrofitting). Importance of an initiative is that SVI represent non-volatile complexes which act on technology base of network of wire broadcasting. Only in Moscow such network covers 90% of housing stock (networks of wire broadcasting of RSVO are located in the territory of Moscow, St. Petersburg and Sevastopol).

As reported in the press service of RSVO, for October, 2019 each of systems provided in April, 2019 is in study, Research and Development and testing of the equipment is conducted. Standard communication channels are still involved in a pilot zone in the Lipetsk region for the purposes of the notification. It is about loudspeakers, sirens and a public telephone network^[1].
