The Russian Defense Ministry filed a lawsuit against the only developer of the heavy high-rise UAV in the country

In the middle of November, 2019 the Russian Defense Ministry submitted to Arbitration court of Moscow a claim to the only thing in the country to the developer of the UAV of big range and big duration of flight (HALE) — to the Kazan NPO Developmental Bureau of M.P. Simonov. The claimant requires to exact 643.8 million rubles from the defendant.

What claims of the Ministry of Defence to experimental design bureau of Simonov consist in, in materials of a card file of court it is not reported. Participants of process abstain from comments.

As the manager of one of the defense enterprises told Vedomosti, the claim can be connected just with default under the development contract of the UAV of the class HALE (cipher "Altius-O") which was concluded between the Ministry of Defence and experimental design bureau in November, 2014 for the amount of 3.6 billion rubles.

From 2014 to 2018 on the "KAPO-composite" created in one of workshops of the Kazan aircraft factory three flight samples were constructed. Development went with difficulties: the UAV started limited factory tests, but for completion of development of the selected money was not enough.

In 2017 the experimental design bureau provided civil version of the UAV on which development it was going to receive in Minpromtorg to 2 billion rubles of subsidies. However in April, 2018 the CEO of experimental design bureau of Simonov of Alexander Gomzin arrested on a charge of abuse of authority in connection with investigation of ICR of case of expenditure of subsidies of Minpromtorg.

Gomzin was ousted, and the Ministry of Defence appointed the head contractor on the subject "Altius" the Ural Civil Aviation Works (UCAW) belonging to group of private owners, at the same time the actual development of the device remained in Kazan.

By November, 2019 development of "Altius-O" is conducted by the accelerated rates. Within the closest years of the UAV should pass some more tests then the issue of the beginning of serial production and a subsequent delivery of the device in troops will be resolved.

The source of the edition says that if the NGO loses the suit, then it should pay money from the profit got from small by the sizes and cost of orders that will painfully strike a financial position of bureau.^[1]
