Selection of OTR-BIT by MyOffice software license provider

The Pension Fund of Russia (PFR) purchased 13.6 thousand licenses of the Russian software "My Office is Standard" for its employees, CNews reported on December 26, 2019 . The corresponding tender in the format of an electronic auction was announced by the FIU on November 26, 2019 with an initial contract price of 72.1 million rubles. According to its results, OTR - Information Technology Security (OTR-BIT) was recognized as the winner with a price offer of 69.2 million rubles.

In the conditions of purchase, a specific vendor of the office package was not prescribed. The fact that the winner issued his application precisely in relation to My Office was told in the company "New Cloud Technologies" - the developer of the office package.

OTR-BIT's competition at the auction unsuccessfully tried to draw up Softline Projects, which stopped at a proposal of 69.5 million rubles.

Now, under the terms of the contract signed on December 17, 2019, OTR-BIT will need to fulfill all its obligations to the customer by December 31. The technical support period will be one year. It was for so much that the FIU received the right to use the software.

As follows from the documents posted on the public procurement website, launching the tender, the FIU indicated that the office software required by it should be a text editor, a spreadsheet editor (including formula and chart editors), a mail application, a presentation editor, and a presentation viewer.

Complaint about the purchase in the FAS

On November 29, 2019, three days after the announcement of the FIU tender for the supply of 13 thousand licenses of Russian office software, a complaint was registered with the FAS about this purchase. Before considering the complaint, the tender was suspended, indicated on the official public procurement portal.

The developer of the office package complained to the FAS AlterOffice - a company "ALMIs Partner" whose product earlier, in November, was expelled from the register of domestic software results of the Expert Council at the software Ministry of Communications. In "ALMIs Partner" they categorically disagree with this decision and intend to appeal it to the FAS too.

Having studied the tender documentation of the FIU, the company considered that it contains excessive requirements that only one product meets - "MyOffice" from "New Cloud Technologies."

This conclusion was reached in "ALMIs Partner" on the basis of a number of requirements established by the customer for text and table editors. For example, the ability to edit a document simultaneously by multiple users, delete and restore documents in cloud storage through a collaboration server. Such functionality is implemented in several domestic office packages, but their names differ from those given in the PFR terms of reference, the company writes in the complaint.

In addition, requirements such as the Print menu and the About Program help do not indicate the presence of functions, but the name of the menu where it should be located, the authors of the complaint note. The location of certain items in the menu is a question of usability, and even if this item is displayed on the panel as a separate item, this will not correspond to the specification, it says.

Applicants are confident that such requirements violate the law on the protection of competition and ask the FAS to cancel the procurement procedure and oblige the customer to bring the documentation in line with the requirements of the law.

The board of ALMIs Partner Mikhail Lebedev told TAdviser that the consideration of this complaint is scheduled for December 3.

Earlier, the company also filed a complaint about the purchase of office software of the Ministry of Communications in the amount of more than 757 million rubles, intended for 45 FOIV. Its consideration is also underway on December 2-3. In addition to it, according to the official public procurement portal, another 10 complaints from 5 companies were received for the same purchase. According to the terms of the FIU, the software should be included in the Unified Register of Russian Programs and comply with methodological recommendations for the transition of federal executive bodies and state extrabudgetary funds to the use of domestic office software.

The office package should include: text editor, spreadsheet editor (including formula editor and chart editor), mail application, presentation editor and presentation viewer. Together with the software, the customer must receive a technical support package with the possibility of updating in centralized automatic mode.

A total of 13,567 licenses with a validity of 1 year must be delivered. A similar period is stipulated for technical support.

A separate condition is the need for office applications in various operating systems. In particular, programs should support Windows (versions 7, 8 and 10), ALT Linux (Workstation 8.1 and 8.2), Astra Linux Common Edition (release "Eagle" 2.12) and Astra Linux Special Edition (release "Smolensk" 1.6).

Solution provider must be selected on December 6th.

As of November 28, 2019, the MyOffice, R7-Office and Zircon-Office office packages are presented in the register of domestic software. Until recently, there was another similar product on this list - the AlterOffice of ALMIs Partner. However, it was excluded, since experts noticed in this decision signs of copying foreign software.
