Was born on December 8, 1962 in Kazan.

In 1985 graduated from the Kazan construction institute (since 2005 - the Kazan state architectural and construction university) in "industrial and civil engineering". Candidate of Economic Sciences; associate professor.

In 1985 - 1989 - the engineer, the senior engineer of department of metal constructions and testing of constructions of the Kazan construction institute.

In 1989 - 1993 - the chief engineer, the director of the Project and construction organization "Tatstroyproyekt".

Since January, 2020 - the First Deputy Minister of Construction, Housing and Utilities of the Russian Federation - the vice-chairman of presidium (headquarters) of the Government commission on regional development in the Russian Federation.

On November 9, 2020 it became known that the Prime minister of the Russian Federation Mikhail Mishustin introduced to the State Duma the candidacy Yreka of Fayzullin on a post of the Minister of Construction, Housing and Utilities.

On November 10, 2020 Irek Fayzullin is appointed the Minister of Construction, Housing and Utilities of the Russian Federation. The relevant Decree was signed Russian President Vladimir Putin and became effective in day of its signing.
