Biography

Born on August 4, 1988.

In 2010 he graduated from St. Petersburg State University of Architecture and Civil Engineering with a degree in engineering in the field of organization and traffic safety.

In 2019, he improved his qualifications by studying under the program "CDO (ChiefDataOfficer) - data-based management" at the Novgorod State University of the estate of Yaroslav the Wise.

In 2008-2009 worked as a designer in the design department at Dortekhnologii.

In 2009-2010 held the position of engineering designer at the Institute of Territorial Development.

In 2010-2014 successively worked in the positions of engineer, engineer of the III category, engineer of the II category at the Stroyproekt Institute.

In 2014-2019 acted as chief specialist, then head of the department of urban planning and transport modeling and then head of the department of expertise of the transport complex in the Center for Transport Planning of St. Petersburg.

Deputy Minister of Transport, Roads and Digital Development

From October to June 2019, he served as Deputy Minister of Transport, Roads and Digital Development of the Novgorod Region. At this post, he oversaw the issues of digital development.

Andrey Mayorov, who previously held the position of Deputy Minister of Transport, Roads and Digital Development of the Novgorod Region, was appointed Minister of Digital Development and Information and Communication Technologies of the Novgorod Region. According to the decree signed in April 2020 by the Governor of the Novgorod Region Andrei Nikitin, from July 1, 2020, the Ministry of Transport, Roads and Digital Development was transformed into the Ministry of Digital Development and Information and Communication Technologies and the Ministry of Transport and Roads of the Novgorod Region. Thus, the ministry headed by Mayorov began its work on July 1, 2020.

According to Andrei Mayorov, there are two departments in the structure of the department: information security and the digital economy. The ministry's team has already been formed, but not all of its members have been hired, but this process has been launched. The department has two more vacant vacancies for specialists, candidates for which will be found "a little later, when the ministry will understand which areas" subside, and when new indicators of federal projects will be approved. " So far, the staff of the department has 11 people.

The main emphasis at the first stage will be on digital public administration in terms of transferring services to electronic form. This is relevant both taking into account the pandemic and the needs of the population. The second aspect is an integrated approach to bringing the Internet to socially significant objects. Under a federal subsidy, we connect them to the Internet, but, for example, if the school does not have a local area network, then this Internet will not bring much benefit. There is a task to create an integration platform for various projects - a smart city, a safe city, - Andrey Mayorov told TAdviser.

Also among the main areas of work of the ministry is activities related to personnel for the digital economy.

There are plans to change almost everything: the number of students, approaches to teaching and practice, the introduction of new subjects. We are working to ensure that in one of the colleges in the training program there are subjects that allow you to study VR/AR and neurointerfaces. Not as circles or additional education, but as compulsory subjects that will then fall into a diploma. There are many projects, but some love silence, "Andrei Mayorov told TAdviser.

Speaking about the difficulties in digital development and information and communication technologies of the Novgorod region, he noted that they are no different from similar difficulties in other regions, being associated with the financing of digitalization projects, personnel, as well as regulatory regulation.
