Contract for design and survey work on the construction of radionuclide therapy centers in Lipetsk and Ufa

On July 25, 2022, the Rusatom Healthcare division, which accumulates the expertise of Rosatom State Corporation in the field of health, and the consortium (Novaya Uralskaya Kompaniya LLC, Rubin LLC, Construction and Installation Department - 1 Ecologist Bashspetsneftestroy LLC, Medtech Alliance LLC) signed an agreement on the implementation of design and survey work for the construction of buildings of radionuclide therapy centers in the city of Lipetsk and Ufa. This was reported by representatives of Rusatom Healthcare.

According to the previously conducted open tender procedure, consortium companies must perform a set of construction and installation works, as well as supply and perform installation and commissioning of equipment in accordance with the approved documentation, schedule of work and installation of equipment. The stages of work on the construction of a reinforced concrete frame must be completed by December 31, 2022. The construction of nuclear medicine centers will begin in 2022. It is assumed that the centers will receive the first patients as early as 2024.

The announced volume of investments for each center will be at least 1.3 billion rubles. The construction of radionuclide therapy centers is planned within the framework of previously signed investment agreements between Rusatom Healthcare JSC and the executive authorities of the Lipetsk Region and the Republic of Bashkortostan.

As noted in Rusatom Healthcare, the project to create a network of medical centers meets the goals of the national project "Healthcare" and will increase the availability, timeliness and quality of provision necessary cancer care to the population in the regions. Results of bidding for the choice of the developer

On July 19, 2022, it became known that the New Ural Company will build a radionuclide therapy center on Blucher Street in Ufa. On the website of state procurements the results of the auction for search of the contractor are summed up. The customer was Rusatom Healthcare JSC (part of the state corporation Rosatom).

The contract was concluded at an initial price of 1.4 billion rubles. The search for the contractor was organized according to a simplified scheme, this is due to the tight timing of work, rising prices and the impossibility of competitive procurement, the documentation says. Four more companies were nominated for the competition (Shvabe Moscow LLC, Carbofer Metservice LLC, Atomenergomontazh JSC and Alliance Management Company LLC [1] for [2]), but their applications were found to be non-compliant with the requirements. This was the second purchase in a row, the previous one was declared invalid. The initial price there was 1.15 billion rubles.

The contractor must complete the work within 15 months from the start of construction, they are planned to be completed in 2023. The contractor will build a building with engineering communications and improve the territory. In addition, the company will purchase furniture, equipment and carry out commissioning work.[3]

Positive conclusion of Glavgosexpertiza of Russia on design and estimate documentation

On May 13, 2022, Rosatom announced that the Rusatom Healthcare division received a positive opinion from the Glavgosexpertiza of Russia FAA on design estimates and engineering survey results for the facilities "Creation and Operation of a Radionuclide Therapy Center in the Republic of Bashkortostan" and "Creation and Operation of a Radionuclide Therapy Center in the city of Lipetsk." The construction of nuclear medicine centers will begin in 2022.

Competition for the selection of the contractor of design and survey work for 30.7 million rubles

On June 12, 2021, it became known that the Moscow joint-stock company Rusatom Healthcare (the structure of the state corporation Rosatom) will pay up to 30.7 million rubles for design and survey work on the construction of the building of the Radionuclide Therapy Center in Ufa. The company announced a competition in electronic form for the right to conclude an appropriate agreement, only small and medium-sized businesses can take part in the procedure. The winner will be determined by the results of the assessment according to the criteria of price and experience.

The center is planned to be built in the Ordzhonikidze district of Ufa on Blucher Street behind the building of the 18th hospital. Radiy Khabirov in March 2021 signed an order to provide the investor of this site for rent without bidding. The area of ​ ​ land provided for the implementation of a large-scale investment project is 10 thousand m ².

The Contractor shall perform geotechnical, geodetic, hydrometeorological, environmental surveys and develop design and working documentation. The results of the competition are planned to be summed up on August 3.

Rusatom Healthcare plans to erect a center building with an area of ​ ​ 6 thousand m ². The investor expects to conclude an agreement with the republic on the protection and promotion of investments. The project to create a radionuclide therapy center is included in the list of priority investment projects of the republic[4]

Plan for the construction of a radionuclide therapy center in Ufa for 1.2 billion rubles

On June 1, 2021, Rusatom Healthcare announced its plans to build a radionuclide therapy center in Ufa, thus closing the needs of the Ural and Volga federal districts in this type of medical care. The volume of investments in the project will exceed 1.2 billion rubles. The center will be located in the complex of buildings of the city clinical hospital No. 18 of the city of Ufa. The land lease agreement for the project was signed by Rusatom Healthcare and the Ministry of Land and Property Relations of the Republic of Bashkortostan.

It is assumed that the center will be designed for 20 beds and, according to Rusatom Healthcares, will provide more than 2,800 radionuclide therapy services annually, which will ensure the availability of high-tech medical care services using isotope medical products for the population. Admission of the first patients is scheduled for 2023.

During the implementation of the project in the Republic of Bashkortostan, more than 50 new highly specialized jobs will be created, specified in Rusatom Healthcare. At the same time, the company did not name the payback period for the project, citing commercial secrets. Rusatom Healthcares explained the location of the facility in Ufa by the high level of the oncological service and the regional health care system, convenient localization, which ensures optimal routing of specialized patients from neighboring subjects and abroad.

As of June 2021, two similar centers operate in the Volga District - in Kazan (8 beds) and Dmitrovgrad (37 beds), and in the Urals three - in Tyumen (12 beds), Nizhny Tagil (8 beds) and Chelyabinsk (8 beds).[6]

Obtaining a site in Ufa for the center of radionuclide therapy

On March 25, 2021, information appeared that Rusatom Healthcare (the structure of the Rosatom state corporation) had leased a site in Ufa for the creation and operation of a radionuclide therapy center. The corresponding order was signed by the head of BashkirRadiy Khabirov, the document was published on the official portal of legal information of the republic.

The area of ​ ​ the land plot provided for the implementation of a large-scale investment project is 10 thousand square meters. m. The Ministry of Land and Property Relations of the Republic of Belarus was instructed to conclude a lease agreement with the investor.

According to the public cadastral map, the provided site is located in the Ordzhonikidze district of Ufa on Blucher Street behind the building of the city clinical hospital No. 18.

The representative of Rusatom Healthcare JSC Alexander Shibanov presented a project to create an interregional center for radionuclide therapy with the head of Bashkiria in July 2020. The volume of investments in the project was estimated at 1.2 billion rubles. Then the creation of the center was included in the list of priority investment projects, its launch is scheduled for 2023.

Shibanov reported that Rusatom Healthcare is implementing an investment program to create a network of centers for the diagnosis and treatment of malignant neoplasms, diseases of the endocrine, cardiovascular and nervous systems in the regions of the country. At the same time, radionuclide therapy - introduction of radiopharmaceuticals - is used as the main therapeutic technology for direct action of isotopes on pathological foci in tissues and organs of the patient.

It was expected that with the introduction of a radionuclide therapy center, Bashkiria will also receive a modern educational and technical base for advanced training of specialists and a laboratory for clinical trials of promising radiopharmaceuticals of domestic production.[7]

2020: Plans to create a medical center for testing domestic radiopharmaceuticals

The Rusatom Healthcare company, located in the contour of the Rosatom state corporation, plans to create a medical center in Bashkiria in the next three years, where the main type of treatment will be the introduction of radiopharmaceuticals into the human body.
