2021: Availability of labor market data in Russia during the pandemic
On March 1, 2021, the Center for Advanced Management Decisions announced that data on the labor market in Russia during the pandemic period became available for scientific analysis.
Between April and October 2020, Rostrud collected a large array of data with information about the main features of 2,996,807 applicants who applied for unemployment benefits through the Work in Russia portal.
The data were depersonalized and published for scientific analysis and research purposes on the INID platform. The set consists of 65 attributes that contain general characteristics of citizens, information about the fact of performing work in the corresponding calendar month, information from the summary, information about payments, dates and related status of applications. The data are not aggregated, which gives a clearer picture of changes in the labour market during the specified period of time.
Also available on the platform is one of the first data sets in Russia containing depersonalized administrative microdata about applicants for public services to help find suitable work, which are provided by employment centers. The date set covers the period from 2017 to 2020. In total, the set contains 18,053,738 observations on 53 attributes.
A surveillance unit in a set is a separate personal matter. For each of them, such indicators as the general characteristics of the applicant, his or her employment status of a citizen, actions taken by the employment services, data on employment in the direction, information on work with a citizen, information on which categories of citizens experiencing difficulties in finding a job belong to the applicant.
Both sets are presented in CSV table format and are available in the "advanced" access mode of the INID platform catalog through virtual workstations.[1]
2020: Platform Launch
On October 2, 2020, it became known that Center for Advanced Management Solutions in partnership with Accounts Chamber of the Russian Federation , they launched a platform that will allow researchers to optimize the process of working data the Russian with departments. The project is intended for everyone who conducts research in the field of social sciences and has difficulties working with government data.
The goal of creating the platform "Research Data Infrastructure" (INID) is to facilitate interaction between representatives of the research community and state authorities. By contacting the INID catalog, users will be able to familiarize themselves with the data sets presented on the site, for example, the database of municipalities of the Russian Federation and the database of the State Expenditures project of the Accounts Chamber of the Russian Federation. The platform for October 2020 presents data received from Rosstat, the Ministry of Finance, the Federal Tax Service and other authorities. The platform is open for joining authorities and researchers.
providing researchers with state data, their high availability meets the goals of the Accounts Chamber, among which are to increase the transparency of the public administration system. The INID project is one of the tools by which it will be possible to increase the importance of big data in making important management decisions. |
Many researchers already working with state data note the difficulty in gaining access to the necessary information, an inconvenient format, the lack of a system and methodology in filing, "says Maria Shklyaruk. - Despite the fact that state authorities post a lot of data in open access, these data are in most cases presented haphazardly and piecemeal. It is difficult to work with such raw material: in order to use it in research, it is necessary to additionally process the data, it takes a lot of time and effort. |
It was to solve this problem that the platform "Research data infrastructure" was launched, with the help of which researchers will be able to optimize the process of working with official data. The platform will present reliable non-aggregated data provided directly by departments and processed by data specialists. Authorities can use the platform to get feedback on their datasets, as well as use it to find researchers for non-commercial interactions.
In order to expand the capabilities of the scientific community when working with data, access to the platform is provided to researchers and government agencies free of charge.
