Biography
Sergey Orlov was born in Vladimir 1971.
He graduated from the Vladimir Polytechnic Institute with a degree in radio engineering.
He began his career in 1994 as an engineer in the section of the Electroset telegraph and telephone station in Vladimir.
Subsequently, he worked in senior positions in telecom companies, including Vladimir Teleservice, since the early 2000s - in VimpelCom (works under the Beeline brand), where he served as technical director of the Vladimir branch. And since July 2008 he was the regional managing director of Tele2.
Later he worked at the Russian Post: since April 2015, he has been the director of the Russian Post in the Volga-1 macro-region at the state postal company of the Nizhny Novgorod Region, and since September 2018 he was appointed head of the Office of the Federal Postal Service for the Vladimir Region.
Orlov, as the head, was given such tasks as increasing the availability of postal services in remote settlements and rural areas of the Vladimir region, carrying out measures to modernize post offices, as well as developing new projects in the region.
2020: Director of the Department of Digital Development of the Vladimir Region
Since November 9, 2020, Sergei Orlov has been appointed director of the Department of Digital Development of the Vladimir Region, the regional administration said. The order of appointment was signed by Governor Vladimir Sipyagin.
The Department of Digital Development of the Vladimir Region was created at the end of 2019 on the basis of the abolished committee of informatization, communications and telecommunications. It implements powers and functions for the formation and implementation of state policy in the field of informatization and digitalization in the region, communications and telecommunications. The body is part of the strategic block of departments supervised by Deputy Governor Arkady Botsan-Kharchenko.
In the context of the emerging five-year development plan of the Vladimir region, Arkady Botsan-Kharchenko instructed the Department to work out issues related to creating favorable conditions in the region for the revival of the radio and microelectronic industry, and the development of end-to-end digital technologies. Accordingly, when appointed head of the department, Sergei Orlov was taken into account that he had the profile of higher education necessary to solve the tasks set, the administration of the Vladimir region said in a statement. |
Mikhail Klimenko, acting head of the Digital Development Department, will continue his public service as deputy director of this department. The head also has a second deputy - Pavel Shuba.
2021: 150th place in the ranking of regional IT officials in terms of income
For the period from January 1, 2021 to December 31, 2021, Sergei Orlov's income amounted to 1.5 million rubles. As a result, 150th place in the ranking of regional IT officials by income for 2021 according to CNews Analytics[1].

In 2015, Sergei was awarded the departmental insignia - he was awarded the title "Honorary Radio Operator."
