"Typical cloud solution of control (supervisory) activities" (TOR KND) is a platform for automating the processes of control and supervisory activities, which is created within the framework of the federal project "Digital State Administration," which is part of the national program "Digital Economy." This state information system is being developed by the Voskhod Research Institute under a state contract with the Ministry of Digital Development, Communications and Mass Media of the Russian Federation.

2022: Introduction of technology for eco-monitoring
On June 2, 2022, the Ministry of Digital Science of Russia introduced technology for eco-monitoring.
This is a data collection platform based on the Internet of Things technology, which is part of the cloud-based CND digitalization solution (GIS TOR KND). It collects data from the measuring instruments on the state of the environment (for example, on the quality of water and air) and in real time sends information about violations of the norms to the inspector for prompt response.
If the limits for dust concentration, air emissions (e.g. nitrogen dioxide or carbon monoxide) or water pollution are exceeded, the system reports suspected violators and builds a forecast model for the spread of pollution. Data on violations are transferred to the inspector's personal account in the GIS TOR LPC, where a draft decision is formed (warning, unscheduled inspection).
Remote supervision, based on monitoring data, including in the field of ecology, reduces time and financial costs, makes the interaction between business and the state as transparent as possible. Our platform for environmental monitoring for June 2022 is used by the Chelyabinsk, Kaluga, Sakhalin, Kaliningrad, Orenburg, Volgograd, Vologda regions, the Republic of Bashkortostan. The plans include the replication of digital monitoring services. In the Kaliningrad region, the data collection platform is used to monitor the condition of apartment buildings, it analyzes information about temperature, humidity and leaks. In the Kaluga region and in the Republic of Bashkortostan, illegal logging is monitored using the platform. Thanks to this, in the Kaluga region, the damage from illegal felling decreased by 1.5 times. In the Chelyabinsk region, services have been introduced that allow you to remotely monitor the state of archives, atmospheric air and water bodies. This made it possible to increase the speed of detection of excess permissible concentrations of pollutants by 14 times. The Volgograd region uses a platform for the implementation of municipal land control and the identification of illegal unauthorized buildings. The plans for the development of the platform include the introduction of monitoring of construction projects, monitoring the compliance of the number of storeys and the progress of construction of the facility itself.
2020: GIS of control and supervisory activities transferred to Red Soft
On December 28, 2020, it was announced the transfer of the state information system "Typical Cloud Solution of Control (Supervisory) Activities" (TOP KND) to the domestic operating system "RED OS."
As noted by Rustam Rustamov, Deputy General Director of Red Soft (developer of RED OS), the transfer of GIS to Russian software is one of the most important and complex tasks of import substitution in the IT sector. As part of the implementation of the government decree, GIS developers, with the participation of domestic manufacturers of operating systems, need to choose a reliable sanctions-resistant environment for work. It should be included in the register of domestic software and have certificates of the FSTEC of Russia, as well as have wide functionality due to compatibility with other products and an understandable and familiar interface. Rustamov claims that RED OS meets these criteria.
The TOP LPC is designed to make the planning and conduct of inspections more open and convenient for inspectors and legal entities: documents will be formed in electronic form, and the system will automatically analyze the results of inspections and quickly identify signs of violations based on big data. In addition, by migrating to a microservice architecture, the platform can be scaled and extended to all three levels of power in which appropriate types of control are carried out. The platform will also be integrated with the federal GIS "Unified Register of Inspections" (FSIS ERP).[1]
