2024: Optimizing My Kids

Since the beginning of 2024, the updated section "My Children" has been launched on the "Medical Portal for a Doctor in Kuzbass," which provides digital medical services to residents of the Kemerovo Region. In just a few weeks, more than 2,600 parents took advantage of the section that opens access to the child's personal account. Netrika Medicine announced this on March 5, 2024.

The child's personal account was introduced on the portal by Netrika Medicine together with the Kuzbass Regional Medical Information and Analytical Center (KOMIAC). Kemerovo Region - Kuzbass has become a region in which an improved component of the digital platform "N3. Healthcare" has been deployed - the service "N3. Patient Portal: Child's Personal Account."

In the created section, parents can view the medical records of their minor children (including integral history, test results and other data), arrange a doctor's call at home or make an appointment with the child at the clinic. The portal itself offers to connect the child's personal account. Such a message is displayed if there is data about children in the user account on the Public services portal.

After the user gives consent, his electronic medical record contacts the child's cards established in the medical institutions of the region. Another component of the N3.Zhealth platform is responsible for creating a parent-child connection - the N3.Index Patients service. To correctly link cards, the service uses data about the parent and child (full name, date of birth, SNILS numbers and other documents) obtained from the Unified Identification and Authentication System (ESIA).

The launch of the child's personal account is the continuation of a lot of work on the development of the "Medical Portal for a Doctor's Appointment in Kuzbass." It is now easier for our mothers and dads to enroll a child in a doctor, because they no longer have to enter the baby's data every time - they are already in their personal account. There is no need to spend time getting test results - they are available online. These and other possibilities of the child's personal account simplify the receipt of medical services not only for adults, but also for children, "said Olesya Prydul, director of the Kuzbass Regional Medical Information and Analytical Center.

We managed to implement this service in a very short time thanks to the well-built information architecture of Kuzbass. At the same time, the interaction scheme laid down at the product development stage was adapted to the specifics and requests of the region. With further implementations, this functionality will become available to a wider range of users, because along with children, elderly relatives or persons under guardianship can act as a principal. In addition, personal accounts of a child (or a client) can be created not only according to data from the ESIA, but also, for example, on the basis of applications from citizens issued in medical organizations, "said Leila Chumakova, head of the N3 project. The "My Children" section became available to users at the end of January. From that moment on, 2630 parents gave consent to create a personal account of the child. As a result, they gained access to the personal accounts of 3,832 children.

2023: Portal Upgrade

On May 30, 2023, Netrika Medicine announced the update of the Medical Portal for Recording a Doctor in Kuzbass, which provides residents of the region with medical services in digital format. The customer of the project was GAUZ KOMIATS named after R.M. Zelkovich.

Until 2023, only an electronic doctor's appointment service was available in the region. The created portal will allow residents of the Kemerovo region in the online format to register for telemedicine consultations, an appointment with a doctor, issue a call to the house, track upcoming visits to medical institutions and cancel the record if necessary, as well as receive test results, information about cases of medical care, integral history.

The site has an understandable, friendly interface, and a version for visually impaired users is also provided. You can log in to the portal and enter your personal account through a confirmed account of the Unified Identification and Authentication System (ESIA).

2021: Creation of the "Unified Register of Citizens of Preferential Categories"

On April 6, 2021, it became known that the Unified Register of Citizens of Preferential Categories was created in Kuzbass.

As explained, one of the most important tasks of healthcare is to timely ensure the availability of medicines and products for citizens of preferential categories at the expense of the state. To this end, the creation of the Federal Register of Preferential Drug Provision (FR LLO) was approved on the basis of instructions of the President of the Russian Federation to optimize the effectiveness of the drug provision system dated December 17, 2018 No. Pr-2420.

Among the key tasks of the Federal Republic of LOO is to maintain a federal register of citizens of privileged categories. To complete and update the federal register, it is necessary to ensure information exchange with related systems, including integration with regional segments of the state health information system.

Kuzbass was one of the first to join the implementation of the federal task. By the summer of 2020, more than 90 thousand records of citizens' benefits provided by the Pension Fund, the Ministry of Health of the Russian Federation, the Ministry of Social Protection of the Population of Kuzbass and others had accumulated in the region's databases. Depending on the source, these data could differ in composition and quality, which made it difficult to use them for informational and analytical purposes. A solution was required to combine disparate information into a single structure.

This opportunity was provided by the unified register of citizens of privileged categories of the Kemerovo Region (ERGLK) developed by specialists of Netrika Medicine. It aggregates data on citizens and their benefits obtained from various independent sources into a single structured array in the form of a register of the N3 subsystem. NSI Management Board. Smart algorithms of the N3 subsystem. The Patient Index compare data on citizens of different sources and combine those of them that relate to a specific person. Thus, the USRLC contains all the benefits of a citizen, even if information about them is stored in different information systems in different forms. Information on preferential categories of citizens has become more accessible to employees of the health management bodies of the region.

The project lasted from August to December 2020. Netrika Medicine specialists were engaged in software and methodological support for the development and implementation of the solution. As of April 2021, the ERGLK was launched and successfully operated, access to it was provided to employees. Creating a register and collecting data at the regional level is the first stage of our participation in organizing information exchange with the Federal Register of Preferential Drug Provision. The combination of information about citizens of preferential categories from various independent sources is implemented on the basis of our finished products, which were introduced in the Kemerovo region earlier: MDM solutions "N3. NSI Management Board" and the "N3. Patient Index" system. "N3. The NSI Management Board" provides a single information space of master data and regulatory reference information for all health care institutions and authorities in the region. With the help of integration profiles, not only sources of information, but also various data consumers can be connected to a single register of citizens of privileged categories.
