In August 2021, RusHydro placed a tender for "the transfer of the complex of the Automated Power Equipment Repair Management System (ASUREO) to the domestic operating system and database management system (DBMS)." Until December 2021, the RusHydro system operates on the basis of Windows Server 2008 R2 Standard and DBMS MicrosoftSQL.
As follows from the terms of reference, power engineers expect that, based on the results of the work, the software complex will function in the domestic operating system Astra Linux, included in the register of Russian programs under the Ministry of Digital Affairs of the Russian Federation. The MS SQL database management system will also be replaced by the Russian development of PostgreSQL. In addition, RusHydro expects to centralize the work of all branches and the executive apparatus on one server. Thus, the energy holding intends to ensure information security and independence from foreign software.
Applications for participation in the tender were submitted by three Russian companies - Webzavod LLC (Samara), SMS-IT LLC (Samara) and IES LLC (Moscow). During the consideration of applications, it turned out that the bidders were in no hurry to decrease from the initial price. The proposal of the Moscow "IES" fully corresponded to the initial price - 45 million rubles (excluding VAT).
Samara turned out to be more yielding, but not much. Webzavod moved by only 13,840 rubles (up to 44.98 million rubles), and SMS-IT - by 29,843 rubles (up to 44.97 million rubles). Then RusHydro offered a re-auction - this is a procedure during which procurement participants can voluntarily improve their offers, thereby increasing their chances of winning the tender. But on November 30, 2021, the overhaul was recognized as failed, since not one of the participants adjusted his proposal not for the ruble. As a result, SMS-IT was recognized as the winner with a proposal of 44 million 970 thousand 157 rubles.

Russian OS and DBMS Transition Plan
The state group RusHydro, which unites more than 60 hydroelectric power plants in our country as of August 2021, is going to transfer its Automated Energy Equipment Repair Management System (ASUREO) software complex to Russian OS and DBMS. This became known on August 30, 2021.
The company is ready to spend up to 45 million rubles for these purposes. This amount is set as the initial maximum price of the contract in a thematic tender, which was announced by RusHydro on August 27, 2021 in the format of a tender in electronic form, which can only be attended by small and medium-sized enterprises. Applications from applicants will be accepted until September 13, summing up is scheduled for November 30. The winner has to do all the work within 16 months from the moment of signing the contract.

Among the tasks of the project are the development of a centralized configuration of ASUREO with support for the work of all branches and the Executive Apparatus on one server, the presentation of the DBMS on a separate server, the communication of the ASUREO server with the DBMS server with the separation of access of branch services to their databases.
In accordance with the TA, the contractor will have to organize two types of technical support of the system after it is put into industrial operation: technical support of ASUREO platform components for a period of one year, warranty support of implemented and configured system functionality for a period of three years.
In tender documentation it is said that transfer of ASUREO to the Russian stack of technologies happens according to directives of the Government 10068p-P13 of December 6, 2018 and also the plan of measures for 2019-2021 on transition of RusHydro to primary use domestic ON, approved by the decision the board of directors of the organization on June 2, 2020[2].
