The State Duma adopted in the third reading a law on verification of digital educational platforms

On December 8, 2021, the State Duma of the Russian Federation adopted in the third (final) reading a bill that obliges digital platforms, online textbooks and electronic educational resources for schools and institutions of secondary vocational education (ACT) to undergo mandatory verification.

In accordance with the changes that are made to the law "On Education in the Russian Federation," schoolchildren will study online only on those platforms that are included in the special register.

The adopted amendments also regulate the turnover of personal data of students, which will now be stored in the state information system. If e-learning requires the processing of personal data of schoolchildren and students, the educational organization should ensure connection to this state system no later than January 1, 2023.

Mikhail Myagkov, general director of Maximum Education, an online service that specializes in additional education for schoolchildren and preparation for the exam and OGE, considers it logical to introduce accreditation of online educational programs by the state, given that the country already has regulation in the field of printed textbooks. At the same time, the expert is not sure about the effectiveness of legislative changes, because the state has a difficult task - to build a new system with a million audience.

Create Online Education Services Registry

At the end of November 2021, it became known that the Federal Register of Electronic Educational Resources was being created in Russia. It will be formed by the Ministry of Education.

According to Vedomosti, the bill applies to schools and institutions of secondary vocational education that use e-learning and remote educational technologies. From September 1, 2022, they will have to use electronic educational resources included in the federal register as part of educational programs.

For the processing of personal data during the e-learning of children, the My School GIS, which is being developed by the Ministry of Education, will be used. For work in GIS, educational institutions will need the necessary equipment, which the ministry will provide if necessary, the publication says.

According to Olga Kazakova, chairman of the State Duma Committee on Education, after switching to a distance learning format, schools and institutions of the ACT began to use such educational resources as Yandex.Textbook, SberClass, Учи.ру and others. At the same time, the chairman noted, many of the online services do not undergo state expertise, unlike paper textbooks. Such resources are not protected in any way and the state cannot subject them to examination, since there are no legal grounds for this - accordingly, the ministry must be given the right to such an examination, Kazakova says.

Initially, the bill was devoted to changes in certain legislative acts regarding "the organization of vocational training in vocational training programs in the professions of workers and positions of employees." The authors of the bill were deputies Vyacheslav Nikonov, Liubov Dukhanina (her powers ended in October 2021), senators Lilia Gumerova and Victor Kress.[2]
