2023: Services with digital content for schools will appear in Russia

11.7 billion rubles were allocated to create a digital educational environment
About 11.7 billion rubles were spent on the implementation of the federal project "Digital Educational Environment" (DSP) of the national program "Digital Economy of the Russian Federation" in 2022. - equipping MTB educational organizations for the introduction of DSP in 58 constituent entities of the Russian Federation for 4020 objects (16,317 objects on a cumulative basis since 2019);
- equipping (updating) with computer, multimedia, presentation equipment and software as part of an experiment to modernize primary general, basic general and secondary general education in 15 constituent entities of the Russian Federation 1189 objects (3314 objects on a cumulative basis from 2021).

Rostelecom has created an IT infrastructure in 9 thousand schools
Within the framework of the national program "Digital Economy of Russia" and the federal project "Digital Educational Environment," Rostelecom carried out large-scale work on the organization of wireless broadband Internet access (Wi-Fi) and video surveillance systems in state and municipal educational institutions in 24 regions of Russia. The Ministry of Digital Development and the Ministry of Education approved the standard for equipping schools switching to a digital educational environment. The corresponding order was registered in mid-December 2021.
According to the document, the standard for equipping state and municipal educational organizations engaged in educational activities in the constituent entities of the Russian Federation, on the territory of which an experiment is being carried out to introduce a digital educational environment, computer, multimedia, presentation equipment and software, was developed in order to:
- unification of the approach to the technical equipment of such institutions;
- Build an IT infrastructure to provide wireless access to government IT systems
- creating conditions for the implementation of educational programs using e-learning and distance learning technologies;
- compliance of the security services of educational institutions with the requirements for anti-terrorist security.
All equipment and components purchased and used for compliance with the standard "shall have the status of Russian origin." Foreign equipment that meets the technical requirements is allowed in case of a documented absence of equipment models or failure of manufacturers to deliver it within the required time frame at an average market cost for the corresponding type and volume of equipment supplied.
The equipment in accordance with the standard is aimed at creating an information and telecommunication and technological infrastructure that provides:
- the possibility of using e-learning and distance learning technologies in the implementation of educational programs of primary general, basic general and secondary general education;

The Ministry of Education named 5 priorities for the digital transformation of general education in the regions

Russian IT companies are asking to stop buying laptops for schools due to the participation of only foreign manufacturers in them

Ministry of Education presented a plan for the digitalization of school education

According to the federal project "Digital Educational Environment," for which the Ministry of Education is responsible, it is planned to put content management devices in schools, including a teacher's automated workplace (laptop), school server, computer classrooms, devices for playing content in the classroom (interactive panel, smart TV or magnetic marker projector), as well as IP and webcams so that schoolchildren can connect to lessons during illness or sports and creative training.
By 2024, it is planned to update equipment in 32,863 schools. For the first time in all years, such large-scale injections into the renewal of school infrastructure have taken place, Kuzmin said.

- interaction with electronic magazines and diaries (a single all-Russian decision, according to Kuzmin, is not planned, each region can choose a decision itself, subject to its integration with a single portal of public services),
- communication platform "Spherum" (the decision of Rostelecom and Mail.ru, the domestic analogue of Zoom, as Kuzmin called it).

Mishustin allocated 1 billion rubles for digital content for schools

Mishustin launched the introduction of a digital educational environment in Russia

This document, first of all, is intended to guarantee all students, regardless of where they live, equal conditions for obtaining quality education. - integration with educational platforms and information systems of educational organizations, as well as the organization of centralized accounting of training results in online courses;
- accounting of educational programs of higher education and educational programs of additional vocational education and the results of their development (when passing them).
The resolution assigns the functions of the system operator to the Ministry of Science and Higher Education of the Russian Federation. Financing for the creation, development and operation of the system is carried out at the expense of the federal budget provided for by the Ministry of Education and Science for the implementation of the measures of the state program "Scientific and Technological Development of the Russian Federation."
As for the functions of the "Modern Digital Educational Environment," they are as follows:
- conducting an online course examination and assessment of the quality of the online course by educational organizations;
- assigning unique digital object identifiers to online courses;
- storage of ratings and feedback on the online course of students who have completed the mastering of such an online course;
- identification and authentication of participants in the system using the federal state information system "Unified identification and authentication system in the infrastructure, providing information and technological interaction of information systems used to provide state and municipal services in electronic form";
- ensuring the reliability, relevance and storage of information on the results of learning online courses by students;
formation of independent ratings of online courses, including according to the criterion of offset (failure to count) by educational organizations carrying out educational activities on educational programs of higher education, the results of their mastering by students;[8]"
Government cuts budget for digital education environment

Digital biographies of schoolchildren will appear in Russian schools

On August 20, 2020, the Ministry of Education of the Russian Federation announced the creation of a digital educational environment (DSP) to teach teachers how to work with digital platforms. When implementing this initiative, the department intends to use the experience of already implemented federal and regional projects in the field of education, as well as the experience of major players in the Russian education market, said Alexander Lyamin, Deputy Director of the Department of Digital Transformation and Big Data of the Russian Ministry of Education.

The digital educational environment is designed to make it easier for teachers to plan, prepare and conduct lessons, make it possible to automatically check homework, and students will have access to verified educational content and high-quality services. Regions will have access to federal services.
According to Lyamin, the DSP implementation experiment will begin in 2020, and a digital platform is scheduled to launch in 2021. Over the year, the Ministry of Education intends to "see what results will be achieved, how users will perceive the platform and how we will move on throughout the country," he added.
Alexander Lyamin also spoke about the strategic goals of the Education national project, the key of which is Russia's entry into the top ten best countries in the world in terms of the quality of general education.[10]
2019: State to spend 44 billion on 'Digital Education Environment' with online courses
The government will allocate more than 44 billion rubles. to finance the federal project "Digital Educational Environment" in 2020-2022. Such information is contained in the draft federal budget for 2020 and for the planning period 2021-2022. The project can be found on the portal for publishing draft legal acts[11] will[12].
Of this amount, 16.3 billion rubles will be allocated for the project in 2020, 16 billion rubles in 2021, and 12 billion rubles in 2022.
The goal of the Digital Educational Environment project is to create by 2024 a modern and safe digital educational environment through which access to education at various levels will be carried out. The project is conducted by the Ministry of Education of Russia.
According to the draft budget, the Ministry of Telecom and Mass Communications in 2020 will receive about 93.2 billion rubles. In 2021, the ministry's budget is planned to be increased to 135.8 billion rubles, and in 2022 - to 189.3 billion rubles. It is planned to spend 169.9 million rubles on subsidies provided to budgetary, autonomous and other non-profit organizations within the framework of the Digital Economy national project in 2020. In 2021, they want to spend 169.2 million rubles for these purposes, and in 2022 - 50.8 million rubles.
It is proposed to allocate 32.6 billion rubles for the purchase of goods, works and services for government agencies in 2020, 45.6 billion rubles in 2021, and 65.3 billion rubles in 2022. During these three years, it is planned to allocate 36.3 billion rubles, 54.3 billion rubles for the federal project "Information Infrastructure." and 74.1 billion rubles. respectively.
For the needs of the Information State program, the draft budget provides for 48.2 billion rubles. in 2020, 73.1 billion rubles. in 2021 and 111.4 billion rubles. in 2022. The federal project "Digital Technologies" should receive about 21.2 billion rubles in 2020, in 2021 - 37.3 billion rubles, and in 2022 - 63.2 billion rubles. In 2020, it is planned to spend 20.7 billion rubles on the federal project "Digital Public Administration," in 2021 - 28.1 billion rubles, and in 2022 - 39 billion rubles.
2018: Digital Platform
The project "Digital Educational Environment" involves the creation of a federal information resource online.edu.ru, which will give citizens free access to online courses from various educational online platforms on the principle of "one window." In 2018, a test integration of this resource with the Unified Identification and Authentication System (ESIA) took place.
At the end of 2018, users could take 1028 online courses from 31 educational online platforms on the portal. The number of registered students amounted to 770 thousand. During the year, a register of online courses, a subsystem for assessing their quality, integration solutions for unified user authentication, a digital portfolio, a subsystem for generating ratings of online courses, a subsystem for psychometric analysis of data on their development, as well as personal accounts of a student, employer, educational organization and expert appeared on the portal.
In addition to the platform of the digital educational environment, another similar resource is being created in Russia - the integration platform of continuing education. The difference between the platforms is that the first is intended to receive additional education from different organizations, not necessarily universities, and the second will launch online academic courses only from universities, and students of one educational institution will have access to courses from other institutions.
2017
Grant Competition
On June 18, 2017, the competition announced by the Ministry of Education and Science for universities to receive grants from the federal budget started. On August 28, its results were announced. Among the winners are the Yeltsin Ural Federal University, the Higher School of Economics (HSE), the St. Petersburg National Research University of Information Technologies, Mechanics and Optics, the Moscow Institute of Physics and Technology, the Russian Academy of National Economy and Public Administration, etc. Grants will be aimed at creating a technological infrastructure for the development of online education, a system for assessing the quality of knowledge gained and improving the qualifications of teachers. In 2017, the total amount of such grants should amount to 400 million rubles, and in 2018-2019 - 300 million rubles each[13].
Draft law SCOS Ministry of Education and Science
In the summer of 2017, a public discussion of the draft law of the Ministry of Education and Science, which regulates electronic education, that is, the use of the Internet for distance learning, began in Russia. The bill states that training in any educational course can be completely remote, without conducting classroom classes at all. Such a course is called in the bill - an online course. Upon completion, certification is carried out, the student is issued a pass document.
At the same time, there are specialties where completely distance learning is not allowed. The list of these specialties should be compiled and approved by the Ministry of Education and Science.
The discussion of the bill will end on August 9, 2017[14].
Basic requirements
If the training is carried out completely remotely, identification of the student's identity will be required. The educational institution itself chooses how to conduct it, and it itself ensures its conduct. It also provides its student with a sufficiently rich information environment so that he can master the program regardless of his location.
Wherever the student is located, it is believed that the educational process takes place at the address of the educational organization. Its teachers must be prepared for this form of training, their training is provided by the organization itself. Also, the educational institution, if necessary, advises the student individually on the Internet. For mixed learning, the ratio of hours of classroom and remote classes is determined by the institution on its own.
Digital Educational Environment
The bill was developed as part of the priority government project "Modern Digital Educational Environment in the Russian Federation." The project passport was approved in November 2016. According to the project, by the end of 2025 there should already be 11 million students in Russia who have mastered online courses. To do this, you will have to start by reaching the indicator of 140 thousand in 2017.
Within the framework of the project, it is planned to create an Internet portal for online courses, integrated with the Unified Identification and Authentication System (ESIA) and GIS "Contingent," as well as to work out a system for assessing the quality of knowledge gained. The number of online courses created as part of the project should reach 3.5 thousand. It is also planned to create specialized open source software to improve the quality of distance learning and assess the final knowledge and skills of the student.
A legal framework will also be developed that will legalize the development of online courses on the portal and classify them as educational programs. Within the framework of the project, it is planned to train 10 thousand teachers in new forms of work.
Russian universities will receive a billion from the budget for online education
Within three years, Russian universities for online training and related needs will be allocated in the form of grants of 1 billion rubles. This is stated in a decree of the Government of the Russian Federation published in June 2017, which approved the rules for the provision of subsidies. Funds for these purposes are provided for in the federal budget: 400 million rubles. in 2017 and 300 million rubles. in the planning period in 2018 and 2019[15].
The money is allocated within the framework of the priority project "Modern Digital Educational Environment" (approved on October 25, 2016) and the state program "Development of Education" for 2013-2020 (approved on April 15, 2014).
Grants will be provided following the results of the competition of the Ministry of Education and Science, information about which the ministry will place on its website. Universities will be allowed to participate in the competition, regardless of departmental subordination. The selection of educational organizations will be carried out on the basis of an assessment of the quality of the project and the availability of the necessary personnel potential at the university.
For grantees who have not achieved the required indicators of the effectiveness of the use of funds according to the results of the project, penalties are provided.
Grants, in particular, will be designed to create a system for assessing the quality of online courses, developing skills requirements in the field of online training, and developing proposals for regulatory and legal support for the development of such training.
You can also get money to create software, technological infrastructure, government services, integration solutions for the development of online training, create an information resource that ensures the use of online courses on the principle of "one window."
In addition, it is allowed to spend grant funds on advanced training of teachers and specialists in the field of online training, as well as the promotion of online training technologies and information support for the aforementioned priority project "Modern Digital Educational Environment."
Online training in universities will replace "live" lectures and seminars
Already from 2018, some courses at universities will be translated into electronic form and will not require the personal presence of students and teachers in classrooms. The Ministry of Education and Science plans to conduct an experiment by the end of 2017, during which it will compare the effectiveness of the traditional form of the educational process based on lectures and seminars conducted by university teachers with several educational models based on online courses[16].
During the experiment, two models will be tested. The first involves the complete replacement of the university's training course with an online course, the second - partial. The university provides student tutoring support.
In addition to replacing courses, the project will develop new approaches to the implementation of educational programs based on the use of online technologies. In particular, we are talking about the use of virtual academic mobility and the construction of individual learning trajectories.
The result of the project will be a comprehensive description of the optimal models of using online courses in the educational process of the university, which can be proposed for implementation in Russian universities. In the future, this will improve the quality and effectiveness of educational programs, expand opportunities for students to really choose an individual educational trajectory.
Multiservice Education Platform

The basis of the Russian distance education system will be an Internet portal, which will collect a variety of online courses. The portal will be integrated with the Unified Identification and Authentication System (ESIA) and GIS "Contingent," which will allow both students and teachers to be authorized on it. At the same time, on the basis of open source software ( software), it is planned to develop a system for assessing the knowledge gained on online courses.
In addition to independent work with materials, distance education also implies the possibility of remote consultation with teachers. Obviously, for this they must undergo appropriate training. The possibility of the so-called "mixed" learning is also provided, in which the student is obliged to listen to some part of the hours in the building of the educational institution, and can master some on his own.
