Build IT infrastructure in 9,000 schools
Within the framework of the national program "Digital Economy of Russia" and the federal project "Digital Educational Environment," Rostelecom carried out large-scale work on the organization of wireless broadband Internet access (Wi-Fi) and video surveillance systems in state and municipal educational institutions in 24 regions of Russia. In total, in 2021-2022, the IT infrastructure was launched in 9,157 buildings of educational organizations, thanks to which students received equal conditions for high-quality education, regardless of their place of residence. Rostelecom announced this on January 19, 2023.
The federal project "Digital Educational Environment" is aimed at creating a safe digital space in educational institutions, as a result of which the quality of education will increase, education will become more accessible and diverse. For this, Rostelecom equipped Russian schools with wireless Internet (over 149 thousand Wi-Fi access points) and video surveillance systems (more than 31 thousand video surveillance cameras and 9 thousand video recorders). Video surveillance allows you to monitor entrance groups in school buildings around the clock, and if necessary, the system can be integrated with external services for automatic interaction with information systems of law enforcement agencies of the Russian Federation. Access to videos is strictly limited.

Work on the organization of a digital educational environment in schools was carried out in two stages: in 2021, digital infrastructure appeared in 2,261 school buildings in 14 regions, in 2022 - in 6,869 buildings of educational institutions in 24 regions of the Russian Federation.
"Rostelecom" is building a digital infrastructure in schools in the Novosibirsk region
Rostelecom has connected wireless Internet access (Wi-Fi) and video surveillance in 304 schools in the Novosibirsk region. The project was implemented as part of the creation of a unified digital educational environment and the national program "Digital Economy of the Russian Federation." In schools in the Novosibirsk region, Rostelecom installed 3,810 Wi-Fi points and mounted 980 CCTV cameras. CCTV cameras monitor the entrance to school buildings around the clock, and only the customer has access to the records.
In 2021, an important project for the region was completed to provide all schools with high-speed Internet - from 50 Mbps for rural schools and from 100 Mbps for urban ones. This allows educational institutions to fully use all educational electronic digital resources. Rostelecom installed video surveillance systems and Wi-Fi points in schools in the Tyumen region
"Rostelecom" in the Tyumen region has built a digital infrastructure in schools in the region. The project is being implemented in educational institutions of 16 constituent entities of the Russian Federation: Altai and Perm Territories, Astrakhan, Kaliningrad, Kaluga, Kemerovo, Moscow, Nizhny Novgorod, Novgorod, Novosibirsk, Omsk, Sakhalin, Tula, Tyumen and Chelyabinsk regions, as well as the Yamalo-Nenets Autonomous Okrug. The data transfer rate is at least 100 Mbps in city schools and at least 50 Mbps in small towns. In the future, the project is planned to be implemented throughout the country.
Work on the state contract will last until December 31, 2022.

Mishustin appointed Rostelecom the only executor of projects to equip schools with video surveillance and Wi-Fi
In March 2021, Prime Minister Mikhail Mishustin signed a government order, which appointed Rostelecom as the only provider of services for equipping schools with video surveillance and Wi-Fi networks in 2021-2022.
As reported in a document published on the official Internet portal of legal information, Rostelecom will be the only procurement contractor in terms of:
- creating an infrastructure in the classrooms and other premises of such organizations that provides access to a single data network and (or) the Internet using wireless access technologies;
- equipping premises and buildings of such organizations with video surveillance equipment, as well as ensuring the broadcast of images on the Internet;
- Providing computing and network resources to data centers
- ensuring uninterrupted functioning of the information and telecommunication infrastructure specified in the first two paragraphs.
According to the order of the government, Rostelecom will be able to attract subcontractors, co-executors to fulfill the relevant state contracts, subject to the fulfillment of its obligations in the amount of at least 10% of the total value of obligations under state contracts personally. By March 2021, testing of the digital educational environment continues in Russia.
Earlier, Rostelecom was appointed the only supplier Internet to schools and election commissions for 2021. We are talking about providing Internet access, as well as to state, municipal and other information systems; data transmission protection; restriction of access to information, the distribution of which is prohibited; monitoring and ensuring communication security.[2]
Rostelecom deploys Wi-Fi in schools for 2.5 billion rubles
On February 2, 2021, it became known about Rostelecom's search for contractors for the implementation of projects to deploy Wi-Fi networks in schools and colleges, as well as video surveillance systems. The total starting price of contests in 16 regions is about 2.5 billion rubles.
As Vedomosti writes with reference to the tender documentation published by Rostelecom, the winners of the tenders will be engaged in the construction of in-school networks, connecting WiFi routers and video cameras to them. It is not necessary to build infrastructure from scratch - you can modernize the existing one, the materials say.
As the representative of "Rostelecom" told the publication, the company is looking for contractors for tests within the framework of the project "Digital Educational Environment" (DSP) of the Ministry of Education.
It is assumed that due to the infrastructure created, schoolchildren will be able to remotely interact with teachers, students - access digital educational content, distance learning and other services. The draft government decree on the experimental introduction of DSP in schools notes that the project will ensure quick access to the Internet and the availability of Wi-Fi, and, therefore, the connection of educational gadgets (for example, tablets) to it.
Rostelecom noted that video surveillance systems appeared in schools before the 2012 presidential election. 13 billion rubles were spent on equipping more than 90,000 polling stations with webcams and computers, and after the elections, schools received equipment as part of charity work.
