In May 2024, analysts at GS Group named the leading regions in terms of the number of cameras in urban video surveillance systems. According to the study, on average in Russia there are five video cameras per 1000 inhabitants.

According to the analytical center GS Group, by May 2024, 22 video cameras were installed in Moscow for 1000 residents, 19 in St. Petersburg, and 15 in the Moscow region. Lipetsk region and the Republic of Tatarstan are also among the TOP-5 leaders with more than 10 cameras per 1000 residents.

In addition, high prevalence rates of video cameras were noted in the Ulyanovsk, Sakhalin and Murmansk regions, where there are also more than 10 cameras per thousand inhabitants. According to the study, in 18 Russian regions, Rostelecom is the operator of video surveillance systems. Other operators are Sitronics, Tattelecom and Vilkom Holding.

The analysis is based on data from open sources, including road video surveillance systems and cameras in housing estates. In total, the study covered 84 subjects of the Russian Federation. The Ministry of Digital Development notes that the real number of video cameras may be higher, which indicates the possible absence of relevant data in open sources.

According to GS Group experts, the main driver for the development of video surveillance systems is the desire to increase the level of security. In Moscow, for example, 70% of crimes are investigated using video surveillance. The system also helps monitor the condition of streets, courtyards, playgrounds and garbage collection.

According to Rostelecom, the city video surveillance system in Moscow is being implemented within the framework of the state program "Development of the Digital Environment and Innovation" and is funded from the city budget. About 290 thousand video cameras have been installed in the capital.

In St. Petersburg, about 104 thousand cameras have been installed, covering all 18 districts of the city. The system integrates metro cameras, train stations, Pulkovo airport and Gazprom Arena stadium. Vice-Governor of St. Petersburg Stanislav Kazarin noted that in 2022 the cameras helped solve about 2,700 crimes, which is 38% more compared to 2021. In December 2023, about 20 thousand video cameras with artificial intelligence were put into operation in the city.

In the Moscow region, the implementation of a unified video surveillance system is carried out within the framework of the state program "Security of the Moscow Region." According to the Main Directorate of the Ministry of Internal Affairs of Russia for the Moscow Region, the number of crimes solved using the Safe Region cameras in 2023 increased by 20% compared to 2022. As of January 1, 2024, more than 132 thousand video cameras were connected to the Safe Region system.[1]

According to analysts, despite the small share of video cameras made in Russia, they successfully compete with foreign products due to the fact that domestic products have a number of competitive advantages.

As noted in the study, the high need to ensure public and personal safety is one of the characteristic features of modern Russia.

The Russian market for CCTV cameras added 19%

Experts call the lag in the field of electronics a factor restraining the development of Russian production. The production of modern electronics requires huge investments. For domestic collectors, it is cheaper and more efficient to buy electronic components abroad.

The volume of imports of cameras for video surveillance and security in 2019 amounted to $195.87 million. By body type in 2019, the largest share was occupied by body cameras. Among the body cameras, models of the classic version in appearance are popular.

According to Discovery Research, most CCTV and security cameras are imported to Russia by the Hiwatch, Dahua, Hikvision, RTI, Trassir and Axis brands. The shares of these producers in the free sample for the study are not indicated.

The largest volume of imported video surveillance and security cameras to Russia in 2019 was supplied from China, and Dahua took the largest share of the piece export of equipment from Russia.[9]

IMS Research estimates the volume of the 2010 Russian video surveillance market at $173 million. Even during the crisis, there was a relatively small decline in the Russian IP video surveillance market - about 10%. According to IMS Research forecasts, by 2014 the video surveillance equipment market in Eastern Europe and Russia will approximately double and, according to preliminary estimates, in 2010 its growth was about 10%, and sales exceeded the pre-crisis (February 2011 data[10].

If in 2010 the 45% of sales accounted for network video surveillance systems, then in the next share of analog and IP video surveillance equipment will be equal - as a result of the evolutionary transition to digital technology. However, Russian distributors give slightly different figures and say that sales of IP video cameras account for only 15% of sales.

According to IMS, in 2010, the increase in sales of IP video surveillance equipment in Russia amounted to 50% in monetary terms. After the crisis of 2009, this IP equipment market grew mainly due to the implementation of relevant solutions in large companies. At the same time, analogue CCTV systems were sold only 10% more compared to the recession, and this despite the fact that over the past two or three years the price of analog cameras has fallen three to four times, and for digital cameras - only 1.5-2 times. Sales of management software (Video Management Software, VMS) increased by 45%.

According to IMS, in 2010 in the markets of Eastern Europe and Russia, the share of sales of high-resolution (HD) cameras was only 4%, and megapixel cameras - 22% (analysts share these product classes). It is expected that by 2014 their shares will grow, respectively, to 20 and 33% and in monetary terms this segment of the Russian market will reach $150 million. According to IMS Research analyst William Rhodes, megapixel and HD video cameras in Russia "take root with difficulty" due to their high cost and unacceptable TCO indicators. Despite the fact that sales of this class of equipment will grow at the fastest pace, their use in security systems will not be ubiquitous, especially cameras with Full HD resolution (1920×1080).

IMS notes that video analytics systems do not yet occupy a significant segment of the market, but the need for such products is growing, and they have a great future. Such systems can be used to find people, applied in forensic studies and in other areas of activity. Thermal imaging video cameras are considered a promising direction. Abroad, growing attention is attracted by "cloud" solutions - "video surveillance as a service" (Video Surveillance as a Service, VSaaS).

Only 15 CCTV equipment companies are present in the markets of Russia and Eastern Europe. According to IMS, the five leading vendors of video surveillance systems in Russia are companies:

50% of the CCTV market turnover in Russia is accounted for by products of well-known brands. According to IMS forecasts, in the coming years we can expect new major global vendors to enter the Russian market and tougher competition in the segment of software management (Video Management Software, VMS). Analysts do not exclude the growth of the consulting services market for IP video surveillance projects, which, in their opinion, will depend on the success of anti-corruption measures, and predict an increase in the supply of local assembled products.


CCTV video surveillance systems are in demand from large commercial organizations, government agencies, law enforcement agencies and end users. The growth of this segment is facilitated by both the creation of large-scale urban video surveillance systems and the deployment of personal systems.

According to IMS, among consumers of video surveillance systems, the fastest growing and most profitable segments in Russia are Russian Railways, state corporations and commercial organizations. In addition, video surveillance is actively used in traffic monitoring and traffic control systems, and high-resolution (HD) cameras and video analytics are used to recognize car license plates. The sports and entertainment segment contributes to the growth in sales of IP video surveillance equipment.
